You dont have to root but you would have to pop the OEM lock on the bootloader.
Unless you can find a N1 update package with the correct signature for shipped phones, which I dont think is floating around but please correct me anybody.
My brother wanted to use his N1 with just the radio update.
So he pop'd his oem lock then just did the ERE36B package and flashed it without root and he is still using stock everything.
@1wayjonny... all the leaked ROMs are google/htc signed ROMs which can be flashed without unlocking the bootloader... just rename the zip to PASSIMG.zip, pop it onto ur SD, reboot in bootloader... the phone will scan the image and ask you if you want to flash it... you can also use the fastboot command to flash the untouched img files from a leaked google/htc ROM... if you use a cooked ROM or a chef created update ROM, you need to unlock the bootloader...
@O boy... you do not need root to flash the radio... u never will either... but with a locked bootloader, you can only upgrade the radio... to downgrade the radio, you need to unlock the bootloader...

I've been doing a lot of reading and searching but still can't find a definite answer...
My understanding is that I need to root the device to flash a custom rom
But from the instructions for noobs, they don't usually specify that I have to root
I assume that rooting is a pre-requisite for everything...but then some roms advertise that they are rooted (for example, LeoFroYo)
So it the rooting process tied to the rom itself and I have to root everytime I flash a new rom (if the rom is not rooted)? Or is it universal like HSPL on WinMo?
Rooting is per rom. What is required to flash a custom rom is having an unlocked bootloader and a custom recovery image. From there you can flash a pre-rooted rom.
The root instructions assume that you're gonna keep using the stock version with root abilities added on top. Whereas if you're using flashing something like CM, that already has root and OS tweaks.

Thanks! So does that mean when I get my phone out of the box, I have to root it once over the stock rom before I can flash any custom rom?
You need to root the phone originally and flash a custom rom. The "pre-rooted" means the rom is rooted. So if you flash that rom then you wont lose root. If you flash an un-rooted rom then you will lose it. So go through the steps and unlock your bootloader then flash a custom recovery image. Then decide which rom you wanted and flash it. All the custom roms are rooted.

No, once you unlock the bootloader, it stays unlocked.
Just to be clear here you don't _have_ to "root your phone once"
On _most_ phones you need an exploit to be able to get to the bootloader, this exploit is often referred to as rooting. After the exploit you generally have superuser access until you reboot, on some phone this may allow you to get at the bootloader and write anything you want there (E.G. an OS that give you superuser access at boot time)
However the N1 lets you issue the command "fastboot oem unlock" that unlocks the bootloader, from there you can flash a recovery image that will allow you to flash the main OS without having access to Google's release signing keys. Hence you _could_:
1. Bootloader unlock
2. Flash Custom recovery
3. Flash Custom OS
Without ever actually having "root" access, it just happens that most Devs prefer having root access available in both recovery and any custom rom they cook up.
im gona send my phone in as a replacement, but i want to make sure everything looks stock before it send it in, i found a couple of ways to return to stock but i keep getting signiture verified failed, and i assume its because i have an unlocked bootloader, can any 1 help?
You should be able to find the stock rom for unlocked users in the development section. Just flash that and you will be back on stock.
But you can't re-lock the bootloader. When you unlocked it you voided the warranty, and it stays that way.
If it is a physical hardware problem, you should be able to still get warranty though.
Sorry, I meant to say my bootloader is locked, I don't have a problem with the rom, but the recovery. I am on ra recovery atm and I want to go back to google's stock. Is there anyway to do that?
Im pretty sure this works for all phones but if you flash Official OTA it will put everything back to stock(except bootloader if it has been unlocked) but doing this you will also loose root as well
i would wait for some one to tell you another way to get back to stock recovery, im sure there is a way to do it in adb or something.. Flashing the official OTA should be like a last thing wanting to do
Look for the stock recovery Tom for your phone then just flash with fastboot. That's the easiest way that I. Did it.

He cant do fastboot, he has locked Bootloader.
yeah, it saids verification failed and wouldnt let me flash anything onto it

Yeah i had the same problem when i tried to revert mine to stock. My bootloader was lock and wouldnt let me reflash the stock rom with verification failed.
NOT SURE IF THIS IS THE CORRECT WAY, DO AT YOUR OWN RISK :
I renamed the image to PASSIMG.zip and booted into bootloader. The bootloader automatically searches for PASSIMG and when it found it went through an update/installing process which took about 5minutes. When it booted phone was unrooted again, and had the stock recovery.
Once that was done, i installed the FRF85 (i think) update.zip from bootloader recovery, then did the same with update.zip for FRF91.
Again not sure if this was the correct way as i have never seen posts directing to do it this way - have posted questions about it in the past week or two, but never got any responses...
I'm gonna bump this thread up again. I tried downloading the original PASSIMG file for the stock and when I try and flash it by putting it on the SD card I get that the main file is older and the install is aborted. I can't fastboot the files because my bootloader is not unlocked. I'm currently running a FRG83 based ROM, does this matter? I'd like to return my phone to stock recovery and stock ROM, but so far every attempt has been met in failure... I guess it's an irony of rooting a phone without unlocking a bootloader. If you have to send it in for repairs you have to unlock the bootloader to return to stock, or you can't return to stock and you're left with custom recovery and root... either way HTC knows you're rooted. I know my issue is a hardware issue, but it would be my luck they decide to void my whole warranty.
You can't just PASSIMG your way back from FRG83, if you have it - since there's no PASSIMG for FRG83 yet (at least I'm not aware of one, and looks like Google isn't either), and the system is designed not to flash older builds. Trying to use PASSIMG to return to older builds requires some heavy preparations (has to be rooted, then downgrading HBOOT and probably flashing initial system.img from an older build through adb in recovery, using flash_image). It's possible and not very hard to do, but most probably beyond "1-click-root"ers' skills. All the relevant info is in the Wiki, so if you want to attempt it - you can try.
Unrooting FRG83 (reflashing stock recovery from FRF91, removing su and Superuser.apk from root shell) might be easier.
Also, put attention that if the phone has SLCD screen - the official stock FRF91 won't work on it.
I actually was able to PASSIMG to FRG33 then OTA back to FRG83. which I thought was odd due to the fact that I was on a FRG83 based rom. Oh well, it's 100% back to stock now. So even though people say that a rooted/unlocked phone only voids your software warranty I don't have to worry about it. Yay for keeping a locked bootloader.

I was thinking about this way too. Only problem i see, is that some users seem to have problems with OTA-updates, when a custom recovery is installed. And to get back the stock recovery i have to unlock the bootloader, haven't i?
Isn't it possible to simple replace the old radio.img from the passimg.zip with the newest one? Or can i simply kick out the radio.img-file from the .zip-folder?

You can't do anything with official ZIPs, once you do - they won't pass stock recovery verification.
When you install a newer radio, you can PASSIMG any build over it, and most probably it won't downgrade the radio, it can only upgrade it or leave it alone.
No, you don't need to unlock to put stock recovery on. It's enough to copy 2 scripts that should be deleted back on the phone, and they'll reflash your recovery to stock. Look at the Wiki, find the 2 files that needed to be deleted, back them up before flashing custom recovery, restore them, reboot.
So first I'll install the newest radio before flashing stock rom via passimg.zip-methode.
Then i flash the passimg.zip
If the radio is reseted to a previous version (what should most likely not appear, like you said) I'll backup recovery-from-boot.p and install-recovery.sh, which are installed right now on the phone.
Then root, install a custom recovery, install the newest radio, put the backuped files back in place and reboot. Optionally i will unroot.
After that i should have an unrooted stock rom with stock recovery.
Right?

In my experience, PASSIMG does replace the radio with whatever is in the zip, even if it's a downgrade.

I've read a few threads about reseting the recovery to stock, but all suggestions include the use of the SDK, which i would like to avoid.

I was gonna use ruu.exe from herehttp://forum.xda-developers.com/tmobile-one-m9/general/please-read-rooting-using-twrp-t3069022. To my understading this will unroot and flash stock rom and i will be able update via OTA. Am I suppose to use the 1.32.531.33exe or 2.7.531.6exe(since on trying to update it)? Do I need to be s-off to use? Will this relock my bootloader? Is there any other changes in adb I need to make. Anything else I should be on the lookout for? Planning on rerooting after update. I couldnt find a guide with this info so any help is much appreciated. Thanks!

If you are looking to upgrade to the latest 2.11.531.19, you can get the RUU here.
You do not need to S-Off unless you plan on flashing older or intl firmware, Ruu will not relock the bootloader.
keep in mind, running RUU will completely wipe the phone, so Backup.
I would
1. Run latest RUU let it boot and set up.
2. Reboot to bootloader, flash Twrp (fastboot flash recovery twrp-2.8.7.0-hima.img)
3. Reboot to recovery and flash SuperSU here.
Unless you are going to flash roms then you only need to flash the firmware and twrp and rom

Thanks! I took a chance yesterday and ran the 1.32.531.33.exe to play it safe and updated via OTA to 2.7.531.6. But for future reference is it's okay to run RUUs that are above current firmware or do you have to use the one your current firmware matches (for instance running 2.7.531.6.exe when the device firmware is on 1.32.531.33). Also will roms running on older firmware work if device firmware is on 2.11.531.19?

With S-on you can only use current of newer firmware.
They might, depends the roms base.

I just got HTC ONE M9 T-Mobile version. I'm trying to unlock it. Saw a bunch of stuff online and keep trying everything what is out there. Tried to unlock it from htcdev but it says token is too long. I copied it multiple times the way it was described, still nothing happened. Copied it piece by piece, typed it... nothing worked same thing. Questions is this, I can't get it to root, unlock bootloader, s-off or any of that so what's going to happen if I install a RUU which is rooted so at least I'll have a start cause now I can't do ANYTHING. Whatever ideas you have, please let me know.

I'm still an amateur myself but here is my understanding and recommendations.
RUU will update firmware and flash stock rom basically bringing you back to square one. You should be able to use it with a locked bootloader. If you can't do anything with the phone I would suggest to to use RUU dot exe of the latest firmware and update all OTAs. I used a video guide on youtube by "sakitech" when I rooted mine. Just search "root HTC One m9" it should be the first link. Make sure you're copying no more no less than your token ID. Hope this helps
You're way ahead of yourself, RUU is not rooted. It's a completely stock system. Like if you were to buy a brand new phone. It will wipe your phone completely too, nothing on sdcard.

So I accidentally messed up my stock rom by dirty flashing, stupid of me I know.. without a backup.
Id like to know.. where can I download a stock firmware, debloated and latest if possible or if not just simply a stock firmware. Ive been trying to figure out for a day how to fix my problem but of no avail.
I use a custom recovery TWRP. Unlocked BL and rooted.

I can't find the b390 stock rom, but you could install the rollback package and go back to a previous build that for instance you can find here: https://www.getdroidtips.com/huawei-p9-stock-rom-firmware-collection/
And afterwards you could use the integrated updater.
But if possible oem unlock it first to save you from possible bricking. (oem lock restricts fastboot commands).
