Firstly welcome to XDA it is a repository of a wealth of information about your phone.
Secondly , much like a library, the librarian will point you in the right direction but will not read the book for you. You are required to read and search around here.
Start with the Kaiser wiki your answer is in there. Have fun.

try searching the x1 ROM development forums. I came across 1 or 2 Italian ROM's. Some ROM's you will find will have the option to change language internally.
