It is Illegal and no

There is currently no way to do this as the algoriythm of the EFS nv_data.bin is unknown publicly. I may attempt to dissect it for resurrection purposes one of these days.

i could be wrong but i think the poster wants to restore their original IMEI that was likely changed to a generic by a particular flash.
I think it would be hard to make the argument that changing an incorrect/corrupted IMEI back to the devices original/proper imei is illegal.

If thats the case, there are a couple threads on restoring it and the nvdata files.

I know...one of them is mine =)
I haven't been able to fully test on a gingerbread rom because i haven't ended up witha corrupted imei on one. I have had the improper product code on every GB rom however and did test this and it will fix your product code on a GB rom. In the past i had corrupted IMEI's on froyo roms and using this fix to restore product code always restored my IMEI to its original as well. Its worth a shot if you have corrupted product code and/or imei on GB. It just test on mosaic and fixed my product code to the proper US ATT code.

any idea is someone is close to a fix? I cannot make any calls with this 004999010640000 IMEI, my carrier blocked?
please help!

Easy way to find out. Call ATT from a working phone.
But if you have the box, I assume you checked the IMEI from the box and it doesn't match the phone IMEI? Maybe use Odin one click to JF6 to see what that will do. What batch phone do you have? If it is 1008 make sure you read up about the 3 button fix for it if you go back to JF6.
correct, IMEI from the box and it doesn't match the phone IMEI 004999010640000... Odin doesnt do any thing to the imei and is a 1006 phone...
I don't know what else you can do. Unless somebody knows how you can modify the imei in the code. I am surprised using coding didn't help at all. Sorry man wish I knew more to help you. I would call att and ask about your phone imei.
This is my captivate. There are many like it but this one is mine.
There are threads in development specifically about this.

how to delete efs folder
you must be rooted, then i would purchase root explorer from the market its a great investment. then navigate to root. there is a folder named efs there. for safe keeping, copy that folder to a safe place first.

you don't have to delete the EFS folder. Just delete (or overwrite) the nv_data files and replace them with the corrected nv_data files or original backups.
once your rooted you can see the files with root explorer. Android Mate was a good alternative but they have changed it some so not sure how convenient it is anymore.
WOW! I just found a backup of nv_data.bin, I adb push it to the efs folder and removed the battery ... I got my IMEI back!

[Q & S] Swapping IMEIs between 2 Captivate?

Questions and Suggestions.....
I just got a second captivate, this one WITHOUT a cracked screen!! Now i realize i could just teardown and swap the main board, or the digitizer itself, but... that would be too simple!
Or i could just call my provider and change my imei with them... but who wants to talk to their provider??
Or.... i could do something fun and learn, by cloning my phone. from what i understand, all i would need to change is my IMEI, contained in my EFS.. and i have several backups of my good efs, and could easily backup the new one.
Is it simply as easy as copying the efs folder over with root privilages? or better to do an ADB dd (data dump) then tar it and odin? or ADB push/flash....
Is there anything im not considering? Is there any real risk if I have my EFS backed up? Any other ideas? suggestions? discussion?
any neat/interesting things to do with a copied phone set?
I have mine dd'ed and ready to flash with heimdall(i don't think ODIN will touch the EFS partition, but Heimdall will if you put it in there) So IDK, I would talk to conexxion2005 or AdamOutler about this!
thats what i was thinking...
Yahh, Or contact Benjamin, I forgot his last name, but he made Heimdall
Just dd the efs partition and flash it with heimdall. Thats all you have to do.
Code:
dd if=/dev/block/stl3 of=/sdcard/sdext/efs.rfs
do the same with your new phone to make a backup of it. Change the name of the efs file so you dont overwrite it. When you get done, swap the serial number stickers. I didnt tell you all this. Its illegal
it's personal development for learning purposes.
This is why I value second opinions.
now to get 2 (active) sims for the same imei.....
they both have ICS RC3.1 on them ive had the one a few hours.
one with silver speaker mod, one with out. if you dont know silver speaker mod, GO FIND IT NOW! READ THE FIRST 4 PAGES AT LEAST!
this is what ive been dealing with for the past 2 months......

Lol my sister's looks exactly the same!
Just flashed it yesterday, it's weird to feel all those cracks under your thumb, and it still works.
I'm not sure DDing then flashing it to another device will have the correct effect but it's worth a shot. I can do remote IMEI repair for the Infuse and Vibrant 4G but their EFS structure is different from the Captivate. I know for a fact you can't just throw nv_data.bin files around and expect the IMEI to follow as it won't. However, DDing the zone then flashing could result in the desired effect.
LET US KNOW!
How would I know for sure? By checking the about> phone?... Running ice cream sandwich so I'm not sure if the dialer codes will work
I wonder if any of this would help me with my borked IMEI? I'm on the network default IMEI (the one ending in 0000) and I really want my original IMEI back...
Any ideas?
Do you think it would help flashing to stock including CSC files? Then immediately booting into stock recovery to force it to apply this CSC?
I know it does some funky things in that first recovery boot.. Applying settings and such...

It worked for me.

[REF] About emergency dialing failures on the Vibrant

Here are a few reasons on why emergency dialing has failed in the past:
#1. Invalid IMEI / Corrupted EFS
If you have a corrupted EFS then it's possible for 911 calls to fail, even on stock, and normal calls may still work. If your IMEI is 004999010640000 then your EFS may be corrupted.
#2. Bad libaudio
We had a bad libaudio in CM7.1 that caused 911 to fail.
#3. Mismatched GPS libraries
Don't swap GPS libraries with other devices. The RIL executes a ipc_recv_gps command during a 911 call which, if the GPS libraries are all messed up, can crash the RIL because it couldn't communicate correctly. If GPS matters that much to you, use a BT GPS receiver. Don't swap RIL libraries either while you're at it.
This list may not be exhaustive.
Thanks FE
I am one of the few with a corrupt IMEI. I tried to restore from the sdcard backup using root browser, but it seems the correct IMEI was lost at some point during my CM9 flashing expeditions - corrupted SD card requiring format.
Obviously I have the correct IMEI from my phone's sticker. Do you know a way to manually enter this number back into the correct files?
EDIT:
Turns out I have multiple efs directories in /sdcard/backup and the oldest one had the correct nv files. Instructions from post 167 of http://forum.xda-developers.com/showthread.php?t=1839655 worked. Now the phone registers the correct efs in system > status. But every time I reboot I get a text message saying something like "Terminal cannot be configured automatically, contact customer service for support."
Any thoughts on how to deal with this annoyance?
EDIT 2: error on my carrier's end. They didn't like me changing the IMEI. I am winning.
So, just to make sure I understand, if we use your Froyo RIL test build, does that mean that 911 should work all the time? I understand that I should do some testing, I'm just looking for your opinion on the matter.
Thanks.

The CM10 one? The CM10 test build has libaudio and libsecril-client changes. The CM10 nightlies already have the GPS changes, and when I had someone test the CM10 test build, they said GPS location did not transmit, but looking at the logs it still got past the part that previously crashed.

Although don't know if just the IMEI is the problem with 911, or if the other parts of the efs would still be corrupted and cause problems.
So lemme ask you something.. are these the only things that us Vibrant owners should worry about cause 911 issues? Or are these just some of the causes?

Yes, but it's recommended to stay on CM10 and our CM9 branch won't be getting any more work. (Including the libsecril-client commit)
Anyway you can make a version of CM10 with a bigger app partition size and smaller system size?

[Q] nv_data.bin missing, no backup, no hope?

Hi all,
I've recently converted from owning an iPhone 4 to purchasing a brand new Galaxy S3 4G (I9305). One of the first things I discovered was the XDA developers forums and the many mouth-watering custom ROMs available. Being unexperienced but adventurous, I attempted to root my device with CF-Root which not surprisingly resulted in a boot-loop. I was able to recover my phone, and as of tonight have my phone rooted successfully.
Here comes the problem though. Ever since my unsuccessful root attempt last week I have lost my IMEI data. As I was previously unrooted I never had the chance to backup my efs folder (as of course the phone needs to be rooted). Now that my phone has finally been rooted, to my surprise, upon investigating my EFS folder there isn't even an nv_data.bin file!
I have attempted to back up what remained of my EFS folder and remove it, allowing the system to rebuild it. Unfortunately, upon rebooting there was still no nv_data.bin file. After many hours of searching online both through google, the xda forums and some other android communities I have remained unsuccessful in restoring the phone-capabilities of my phone.
As my last hope, I am asking the community here if there are any known ways of restoring IMEI/EFS data, or more specifically the nv_data.bin and nv_data.bin.md5 files without a backup. My last resort will have to be to send the phone in for servicing which may or may not be very costly.

Unfortunately I've already attempted various methods and stock Rom flashes. I receive the same results, where my IMEI data reports itself as null/null after typing the *#06# code. I've also tried flashing just the modem from the stock firmware, again with no change.
There are some methods available for i9000 and i9100 but unfortunately nothing works for i9300.
If your phone is covered by warranty, install triangle away remove binary counter and flash stock rom for you phone.
After doing this return it for repair.
I just got my phone back because it isn't covered by warranty. I have a belief that Jellybean stores the IMEI differently then ICS. As I checked my EFS folder, its exactly how you described it. I guess we need to kindly ask someone that has rooted their i9305. To view their EFS folder to confirm this. It's just a thought that derived when i was searching my galaxy nexus. It has no the nv_data.bin in its EFS directory it installed elsewhere.
It's correct that the i9305 ROMs do not contain nv_data files. I even went as far as copying over a working phone's EFS folder then hex-editing in my own IMEI with no change.

[Q] IMEI repair

Bought a Nexus 6 from someone, google play edition, and suddenly the thing can't be recognized on my network. I find out that my device has no imei. Now the device was rooted when I bought it and was fine and this happen out the blue. I've tried master reset and unrooting and rooting again. Does anyone know a solution to this issue. I'll pay someone to fix this for me. I've done many searches in the last two days and have found nothing. The phone is not blacklist. Help please.
Sounds like you brought a device that had a good IMEI number at first but apparently the seller probably didn't paid his bill if it's a t-mobile phone and finance or decided to reported stolen and do some kinda insurance scam.
What you're asking for is also illegal and I'm pretty sure you're not going to get any help here because it's against XDA policy.
I suggest you look on craigslist for this type of service which I seen ads for
dont factory reset, just flash the factory img. no, tmobile doesnt remove imei numbers, they report the imei number to a database that will prevent the stolen phone from being used on any provider.
Who is your service provider? What network are you trying to activate the device on?

It doesn't sound like this at all. The device doesn't have its IMEI remotely wiped just because it 's been reported as stolen.
OP needs to try loading a factory image onto the device, it sounds like the partition that covered that stuff might have been wiped, or may be damaged. Check https://developers.google.com/android/nexus/images and go through the motions for flashing the factory image. If that doesn't work, your best bet would probably be to lock the bootloader and contact Google.

Fixing a borked IMEI isn't against XDA policy, that's such an ignorant or superstitious assumption. Qualcomm based devices have been forgetting their IMEIs for years, my first experience of that was with a Galaxy S. Re-flashing stock img from google could fix it.

no, fixing imei numbers isnt against any rules on xda, since it does need to be done fairly often. what is illegal is changing imei numbers.

My friend here is suggesting that I back-up my efs folder from this water damaged nexus 5 that I have and restoring it to the nexus 6. He "claims" he has done this before with two different devices that were similar. Now, to me this sounds like it may be illegal however both phones are mine and neither is reported stolen. I guess the big question is will this work or will it kill my phone. And if I try it will the damage be irreversible. Thanks!

if you have twrp recovery installed, check if you can make a backup of your current imei(efs folder).

Yes I flashed the stick IMG myself via the bat script extracted from the IMG folder. The phone does not have a custom recovery. Should I flash one or can I back the efs through cmd

My note 2 lost imei number and everything else and after sitting for months I decided to fix it . after several attempts I flashed a stock modem and the damn numbers came back and was working again once you fix it you will be pissed at all the time you wasted . good luck.
Use this for everything http://forum.xda-developers.com/nexus-6/development/toolkit-wugs-nexus-root-toolkit-v1-9-8-t2947452. It does a lot
Go to the first page and download the tool program
Just my 2 cents, my Nexus 6 lost its imei too... aftr I flashed Stock for somereason the radio part did not work.
anyways a friend of mine lend me his phone and in desesperation I copied his EFS folder and recovered in mine! and I got my phone back, the cool thing is that I got my old IMEI and not his, which is good. So probably the IMEI is not stored in the EFS
