How do I jailbreak my phone without dev unlock?

I have a T-Mobile USA HD7 and windows xp. In the tutorial I read for jailbreaking, it said that I needed the dev software on my computer to dev unlock my phone.
But in order to have the wp7 dev software on my computer I needed a windows 7. My computer can't handle windows 7, I've tried and failed.
So, is there a way to dev unlock my phone without the dev software/windows7?

Dev Unlock allows installation of non-Marketplace apps, not loading of Custom ROMs. XSPL is required to flash Custom ROMs. i wrote a tutorial, link in my signature.

why I need to install custom Rom ?

ISIC is just a an international student id card not and educational institution.
So no.
Since you can instal xap, homebrew & other non market stuff dont bother then if you dont need full unlock - interop

[Q] Developer's Unlock - Only 2 xap allowed

Hi....i have acquired a developer's license for 1 month and i managed to unlock my phone and register it!
I have deployed 2 xaps and i cannot deploy anu further, plus many xaps are denied with the excuse that i cannot install an interop services xap!!
Can i do sth so to make it fully unlocked and deploy anth i want?
Can this developer's unlock let me use any custom ROM i want??

It won't work. Just use the Fiddler proxy trick.

Yep. The apps require ID_CAP_OEM_DEPLOYMENT (in order to enumerate and launch other apps) and you can't sideload apps which have that unless you have interop-unlock.

wait for a rom to be released with it. There's been some considerable amount of work that's been put in the HTC 8S,

What kind of unlock? SIM or developer?

Sim unlock can be achieved via the operator the phone was bought from.
OS unlock(aka jailbreak) is not possible at the moment.

Developer unlock (for sideloading) just requires the SDK. I'm not going to tell you the "full procedure" of installing the SDK and running the registration tool it contains; if you can't figure that out you proooobably shouldn't be messing with your phone in the first place.\
Sideloading high-privilege apps requires more complex unlocks, which require special MS accounts (OEMs have these) or require hacks. We have such hacks for some of the non-Lumia phones, such as Samsung's Ativ line, but not for the Lumias yet.

So for now there is no possibility to unlock os on 1320? I was thinking about takeing it with my new plan, but I woulkd like to change more things than just color or lockscreen wallpaper

Nothing can be done aside from the standard dev unlock at this point for any Nokia device.
