I'm searching for a new custom ROM. I want one with stock Android (no sense) AND Zoe pictures. Is there a ROM which has ZOE functionality without Sense?

Because zoe need htccamera.apk and some file from framework and resource...

Nope, zoe is only for htc phone...
Now in the One, in the future it will be in Desire 600, One X, One S and new devices.
Now you have to choose:
AOSP or Sense?

If i can't get ZOE in AOSP, i will choose Sense because i love Zoe photo's
I just saw i can de-sense trickdroid. Maybe ZOE will stay available there after de-sensing

that just replaces the launcher with Nova or Apex. sense will still be there

It will be replace sense with another launcher like nova, apex etc.

How can I get them? I don't use CMod but I will his walls where are they located, or is there a download link?
You can use 7zip to crack open his ROM and extract the wallpaper pngs

Not unless you have the source code, which HTC said something about prepping on twitter yesterday i think.
Is this possible? I want to have the camera app made by HTC rather than the one on CM10.1 I found that the sense camera app was much easier to work with. Is it possible to just an apk file?

I found stock 4.0.3 camera apk but it doesn't work on this rom

Highly unlikely that you'll be able to get it to work, at least until the HTC One Nexus Edition is available(but I still highly doubt it). The HTC camera requires some of the Rosie/Sense framework or camera specific drivers in order to operate, as does things like the Sense launcher or other HTC-specific applications.
Is anyone aware of a flashable APK to achieve the old TV effect for the lock screen? I am aware that some CM ROMS have it baked into them, but I am running ARHD and was curious if it would be possible to achieve this through an APK?

Thanks for quoting me but apparently... it actually was in the google edition, and because there now is a base versio which has it, porting it is quite a lot easier, the new viper update will have it (turge confirmed)

The Cyanogenmod and GPE rom camera apps are terrible compared to the Sense camera, in my opinion. Can anyone get it ported please?

The Sense Apps all rely on the closed sourced HTC frameworks. They can not be ported to non Sense Roms. Many have been trying for years and it has always failed.
Therefore it's not as simple as just copying some Sense libs over to the CM install in order to run the apps that call them; the Senseness permeates more aspects of the ROM than that.
(Not trying to second guess anyone, I honestly just want to understand why I have to give up my dream of simultaneous CM + good pictures on the One.)

Right as the all sense apks need the HTC framework files.
This is what you give up when you move to an open source distro like cm. You lose all the cool closed source stuff for open source that you can edit freely.

That is the stock max amount of panels. The Sense 5 Toolbox Xposed Module can let you change it to 7:

In my opinion Nova Launcher is the cleanest and the best one
If you want some more eye-candy, then next launcher is recommended
