anyone who wants there imei changed you have found your solution here...
this allows you to CID unlock and chnage imei number so if your phone imei is blocked by network from turkey or anywhere then this is for you..
all you need is a phone that is either broken but not stolen or a phone that is on another network....
valid imei is needed for this to work...
any phones imei number can work as long as its not blacklisted or stolen...

IMEI changing is illegal in many countries, but for some countries that block IMEIs on phones not purchased within that country (e.g., Turkey), there's no alternative. Better check the laws in your country first!

Actually, it seems in the US it's OK to change IMEIs, provided that BOTH phones are officially & legally yours.... hence the rhetorical question :cyclops:

SECTION 1. SHORT TITLE.
This Act may be cited as the ``Mobile Device Theft Deterrence Act
of 2013''.
SEC. 2. ALTERING OR REMOVING MOBILE DEVICE UNIQUE EQUIPMENT
IDENTIFICATION NUMBERS.
(a) In General.--Chapter 25 of title 18, United States Code, is
amended by adding at the end the following:
``Sec. 515. Altering or removing unique mobile device equipment
identification numbers
``(a) Definitions.--In this section--
``(1) the term `manufacturer' means a person who has
lawfully obtained the right to assign a mobile device equipment
identification number to a mobile device before the initial
sale of the mobile device; and
``(2) the term `unique mobile device equipment
identification number' means--
``(A) an international mobile equipment identity
number;
``(B) electronic serial number; or
``(C) any other number or signal--
``(i) that identifies a specific mobile
wireless communications device; and
``(ii) has the same function and purposes
as a number described in subparagraph (A) or
(B).
``(b) Prohibition.--Except as provided in subsection (d), it shall
be unlawful to--
``(1) knowingly remove, obliterate, tamper with, or alter a
mobile device identification number; or
``(2) knowingly use, produce, traffic in, have control or
custody of, or possess hardware or software, knowing it has
been configured to engage in the conduct described in paragraph
(1).
``(c) Penalty.--Any person who violates subsection (b) shall be
fined under this title, imprisoned not more than 5 years, or both.
``(d) Exception.--Subsection (b) shall not apply to the
manufacturer of a mobile device, a person that engineers, tests,
repairs, or refurbishes a mobile device, or a person that implements
technologies for the purpose of protecting the security and privacy of
mobile device end users while allowing the transmission of the mobile
device identification number to service providers, unless the
manufacturer or person knows that the mobile device or part involved is
stolen.''.
(b) Technical and Conforming Amendment.--The table of sections for
chapter 25 of title 18, United States Code, is amended by inserting
after the item relating to section 514 the following:
``515. Altering or removing unique mobile device equipment
identification numbers.

Doesn't seems to be legal in the US even if the IMEI numbers are yours. IMEI must be changed by the manufacturer then submitted to the carrier.
A search would have told you that this is illegal and will not be talked about on XDA. Only the OEM has the right to change the imei of a device.

So now that Obama has signed the bill into law allowing phones to be legally unlocked, HOW do you do it the legal way?
I know that you can root the phone and do it that way but is there a simple way to unlock your phone now that it's legal? I'd like to unlock my HTC One M7 from Sprint but don't feel like going through the hassle of rooting. Does anyone know?

You will need to go to Sprint to see if you qualify. If you do they will provide you with specific instructions on how to unlock your phone. This is just SIM unlock.

2. Without Pink tint camera(140$---170$)
First thing camera doesn't matter for me in smart phones and pink tint is only in low light.
Updates doesn't matter to me.

Well if pink tint isn't an issue for you I would say go for it but:
Make sure the IMEI isn't blacklisted (this can happen if the phone is linked to unpaid bills or declared lost/stolen - shouldn't be a problem on a new phone, must be checked if you buy a used phone). A blacklisted phone won't connect to any network. You can get your IMEI number by dialing *#06#, by going in settings --> About --> Phone identity, on the original box, or by using the fastboot command "fastboot getvar imei" . Then use an online service to verify if your IMEI number isn't blacklisted or better call your carrier.
Make sure you have the LTE variant (if you want LTE). Some variants of the M7 doesn't have LTE (the M7_U for example). Make sure you have a M7_UL variant which is GSM/LTE. The variant number is shown in the bootloader menu or by using the command "fastboot getvar product". Stay away from Verizon or Sprint model (M7WLS / M7VZW)
Also make sure the frequencies of the phone are compatible with the ones your carrier are using - check the specs on HTC website for that and call/check your carrier website.
Make sure to buy a sim-unlocked phone, otherwise make sure it is locked to the carrier you want to use or anticipate a small amount of money to get a sim-unlock code.
And finally, a non-rooted phone should come with a
LOCKED bootloader (as opposed to unlocked or re-locked bootloader) You can see the LOCKED/UNLOCKED/RELOCKED flag in the bootloader menu.
No TAMPERED flag in the bootloader menu
No Security Warning flag in the bootloader menu
The bootloader Security should be S-ON. Its rarely S-OFF by default.

That doesn't tell anything about the phone (except that its not new), these are only the general specs
