You do not need to re-lock, but you do need to look inside Android-info.txt file in your zip and make sure your MID and CID are part of the firmware package your trying to flash. A quicker way to do this would be to verify from the source your getting it from whether or not your model and cid are compatible with it. If not, and you know it will work, just add your MID and CID into the txt file in the zip, save it, and then flash it. It should have no problems after that.

dude, remove IMEI and s/n from your post!!
and it's "fastboot flash zip <name of firmware>.zip" and you have to repeat the command twice, the first time it will say "failed" and the second should report success.

So is this post a question? Because the only thing I can understand from it is that you are trying to flash an unknown file on an unknown device for an unknown reason, so its pretty hard to tell why its failing....

I notice in getvar Baseband N/A. That's not so good.
Flash this firmware http://xda7.androidrevolution.org/db_mirror/Firmware/HTC/HTC_One/401/2.24.401.8.zip
Then check getvar to see if the baseband is showing correctly. If it is then get new Unlock_code.bin from HTCdev and try again
If it still shows baseband N/A then we can try a higher firmware then RUU.

download the firmware and put the zip in your fastboot folder, rename it firmware.zip then flash with fastboot.
Boot your phone to the bootloader and connect fastbootusb, Now in the fastboot command line type

So after reading "version-bootloader: 1.39.2000" and "build-mode: ENG", I guess you are another one who did used this guide despite all the warnings telling you that you shouldn't?
Your phone is a M7_WLJ so why were you trying to change your MID? To flash a M7_UL RUU? It won't work, you can only flash M7_WLJ RUU on a M7_WLJ variant so attempting to change your MID was useless.
Now you'll need to (try) reflash your original hboot to get out of this mess. Try to pack your hboot.img in a firmware.zip with the proper android-info.txt file that match your phone info, reboot in RUU mode and flash it just like you did when you flashed that eng hboot.

And you are also flashing the wrong recovery, this is not for the M7_WLJ.... Recovery compatible with the M7_WLJ ends with "m7wlj.img" like openrecovery-twrp-2.8.7.0-m7wlj.img . Anyway flashing a custom recovery wont fix anything, you must reflash the stock hboot.
