Users-There are owners of the i537 model that are running 4.4.2 without working baseband. (modem.bin)
I am making a request to someone running full stock AT&T firmware to extract their modem.bin and make sure it is ODIN flashable. The file size should be around 50MB, and the extraction can be done with ADB. The device can yes, be rooted, but the modem.bin must be NC9. To check, go to Settings > More > About Device > Baseband Version > it should end with "NC9"
If so, and you are rooted, (you might not have to be) PLEASE for the love of Android extract it and upload it somehow. So many users need the fix for NC9... That's why AT&T pulled the OTA actually.
Again, SGH-i537, 4.4.2 KitKat, must be Official, and the Build Number and Baseband Version should end with "NC9"
MANY THANKS!!!!
Yes, I'm really desperate, I know this is the third time I've posted this, but it needs to be done.
There could be a money incentive too

If you can extract your modem.bin, that would be perfect. Please do so, if it works I'd be willing to pay money. (USD)

I have a contact willing to extract theirs with a rooted NC9 S4 Active, do you have instructions for doing that? Maybe over ADB or something idk, but if you can help, instructions, really anything actually, would help. Please and thank you!
Not sure what's going on with your phone, but both MF1 and ML2 basebands work on my phone from this thread: http://forum.xda-developers.com/showthread.php?t=2689218 and i'm running rooted NC9.

Hi,
Just for grins I clicked software update to see if there was anything available it came up and downloaded a 66MB update file. Anyone know what it is?
I am not the guinea pig for this, don't want to break root by accident. I'm currently on NC9 4.4.2 rooted by Sunderwear's method.

That is a update file that will update the phone from NC9 to NE3. It is an update that is supposed to fix all the things that the original 4.4.2 update broke. If you could, would you mind uploading the cfg file that is located in /cache/fota/?
We have the file that will update ML2 to NE3 (485MB), but we don't have this one. It would be a huge help if you could grab that file before it installs itself.
To answer your question about root, I'm going to bet that it will fail to install because you have root. But if it does install then you will most definitely lose root, however we have a root method for NE3 that can be found in this thread.
Please, please, please try to get that file, it would be a huge help.

Try /data/fota/ instead. Basically you need to find a cfg file in the fota folder but for some reason the fota folder is in a different location for different versions of firmware.

If you're happy with your firmware right now and there are bugs, there's really no reason to update.
Okay, so I finally decided to ditch AT&T and go full Paranoid (This is not my first flashing attempt with Android devices). Got the latest version, etc. Load into BootStrap and wipe everything. Go to install PA and for some reason I had neglected to tell my build.prop (ro.product.device/name) is supposed to be "jactivelteatt"/"jactivelteuc" and not "SN-M9009". So when I started the flash process, immediate error and now I'm stuck with a phone with no OS or bootloader and can not, for the life of me, find a ROM to flash with .MD5 or .TAR that will work with ODIN. I did find "Oneclick_I537UCUAMF1" that gets all the way to the end and fails. Tried multiple times with multiple cables.
Please if anyone has any idea's, please help.

Oh god are you on the US version (SGH-I537)? If you're on the international version (I9295) ignore this post but otherwise, you need to read and take in my short rant. Trust me I wish this weren't the case, but it is, and it's important:
The Galaxy S4 Active i537 has a locked bootloader. There is no way around this, no ifs ands or buts. You simply cannot flash custom ROMs or recoveries. That's it, end of story as far as CM, CWM, AOSP and such things are concerned. That being said there is a sort of recovery called SafeStrap which you can use to make nandroid backups, flash mods and STOCK-BASED roms, but it's not a true custom recovery in the sense that we had been used to, because of this locked bootloader nightmare.
OK so I think you're gonna want to check out this thread. It's all about how to install any firmware from download mode, I think you're gonna have to go with NE3 or NH3.
Let me reiterate. NO CUSTOM ROMS. NO CWM. No Paranoid, no cyanogenmod, no AOSP, no crossing go before going directly to jail. Sorry for the stupid joke but seriously, you have got to keep your phone on stock-based roms (of which there are unfortunately few).

Yes, the at&t version i537 is the one I'm. Found some files this morning and run them in Odin but now back at bootloop. I'll check your files and see whats up on that end. It sucks because have not done anything to this phone unlike my other ones and this crap starts with this one on its own.

You need to make sure you are flashing a version that is the same or more recent than the version you are currently on. You cannot downgrade your firmware or else you'll end up with a bootloop.

Did you have any luck finding the Odin files. I'm being told in my situation here that I need that file. Like you I'm having trouble finding it.

in your case you should flash the latest firmware which is 5.1.1, the odin tar file already on xda.

I hate to ask for someone to hold my hand but Can you point me in the right direction. I've been searching for that file for days. I'm so confused because there seems to be so many different type of files and this stuff about OC4 ,OF2, or OF3. I have no idea what the phone has. I would assume it has the newest one because it was up to day OTA before it softbricked. I guess it's OC4?. Then all these post talk about not being rooted but only using said files with said root program. At this point I have already replaced this phone with a Nexus 5X and am giving Project Fi a try. It just would be nice to get this phone fixed as a backup.

Im curious about the same exact thing. As im on OF3 running 5.0 and desperately want to root.
from a soft brick running oc4 to a working S5 updated
Thanks for the files!
i originally soft bricked with pa2 update and i did not have any recovery what so ever for it. Downloaded this file loaded odin and it made it work again. i flashed all files.
My stock S5 upgraded to 6.0.1 the other day and I don't like it. Can I flash this to downgrade to lollipop?

No, i think not, why? not sure but they say it will brick.
I've been wondering about this myself...
Come to think of it, let's say they did burn a qfuse in this update (which they probably did), then in order to get yourself back in working order you'd need to be able to use odin to flash a working 6.0.1 stock rom, I'd think.
The problem is that, as far as I'm aware, only the update is available not the rom itself...
That'd be a big problem for anyone trying to experiment...
Did anyone here have the problem trying to flash back to 4.4.2 after the lollipop update? This should be the same as far as treatment goes.
Is there a way to tell if the qfuse has been burned? I got a G900A before I realized that the ATT version was locked 6 ways to sunday, and have been sitting on PH3 since I got it.. However I dont know if the previous update to PH3 was applied OTA or not, considering I got the phone already factory unlocked.
Is there an easy way to tell if the current version of my rom was applied via OTA or USB?
