My thoughts on this is a yes, since hardware on both devices are exactly the same thus S4 active would not have any problem running S4 ROMs. If the hardware key is the problem, flashing S4 active kernel would solve the issue.
Would it be possible?

I have a t mobile galaxy tab, and all of sudden my wifi stopped working. It just stays at obtaining ip addrs then switches to remembered secured wep. I've looked around and seen that this is a common problem for tab owners. Is their a fix for this? When Samsung releases Gingerbread will this become fixed?

Possibly... I've certainly had similar wifi issues on Froyo on other devices in the past. Usually stopping and starting the wifi service fixed it. There's a stable stock release of Gingerbread out now - released by chainfire if memory serves correct. Search appears down at the moment, but check out the dev section to find it. I highly recommend it compared to Froyo.

this reconnect problem has already been adressed with the tab's Gingerbread release. its also more battery efficient on gingerbread, well that's my experience anyway.

I own Samsung S3 mini phone since 2 weeks. I used to use GPS alot for outdoor sports, such as biking or hiking with my old Samsung Galaxy Ace phone. I'm running a problem with the GPS as the signal lost every minute, so I can't record my own ride or anything.
I've been checking this site but i didn't see anything regarding to this issue. I know that a lot of people is getting this problem with S3 terminal, and they have developed some fixes that can solve the problem, but not for S3 mini. Do anyone know something about it? I read somewhere that this problem could be caused by the RADIO or MODEM file, but i can't see any other file to try it out.
I'm runing a rooted deodexed ROM (AMB3)
Hope someone can help with this issue. I tried with GPS STATUS but is not fixing the problem.

first of all sorry for my bad level in english. I will try to be clear.
I would like to know if it s possible to add to the s3mini i8190 the security assistant that we found on the s4 or s4mini originally.
Why ? because my company is working in Caracas(Venezuela) and it s very dangerous. and we have only s3mini.
So the interest for me and my company is having this function actives, like this in case of attack, pushing at same time vol up and down, the mobile send automatically short alert message at a frecuency predeterminated to a list of contact determinated too with alert message and GPS position.

It might be possible. The problem, I think, is that the feature is part of Touchwiz (Samsung's custom User Interface) and that is propietary software. The option would be that someone who has both phones could extract the code from S4 and then try to port it back. There are a lot of possible problems to consider and it would take time. So it would be tecnically possible in my opinion, the thing is finding someone with the time, knowledge and resources to do that
Does anyone else constantly lose wifi? Is there a fix? I already reset all networks but it didn't help.

Eaither it's your wifi router, or something has gone wrong why your software/hardware. No problems with wifi here.
I have 7 other Samsung phones sitting next to this one and none of the others have wifi issues.

Then sounds like a hardware/software issue with the note. Re-flash software in odin and if the problem persists, then it's a hardware issue. Not much you can actually do.
If it is indeed a hardware issue. You could take your device to a Samsung Service Center and let them take a look at it
