So..since this isn"t really mobile relatd...but xda is full of insanely smart people regarding technology...so i figure this is a good point of reference
there is a non profit organization that i do a bit of light tech stuff for..and they have asked me if they can set up a sort of nfc card system
so what they want to do is have their 30-40-ish employees all have nfc cards (either actual cards or little keypass things like exxon fastpay thing) and store credits on it (like they would pay for 30 credits)...and then scan it somewhere and it would subtract one credit (one of the things they would use it for is they would purchase a credit for one meal...so when they get their meal, instead of paying at the cashier, they swipe/scan their card on something and it would take away one credit...
how would i go about it? are there somewhat cost efficient (not looking to spend thousands...) ways of doing this?
with my galaxy nexus, i saw for pre 4.0.3 roms, you can have a little device to program nfc tags..so i am assuming there is something similar to program nfc cards with just software and a computer...or can we even just program with nfc tasker?

I have no clue how you would go about doing that, but I just came up with an awesome idea. I might get 'something' with an NFC chip in it, and when someone asks for a card from me, they just scan that something with their phone and it shows up on their phone...kind of like QR codes. But first the NFC technology has to catch up.
i'm pretty sure there is stuff you can do that with..i know of business cards that you can just scan via nfc and the information is sent away...so...that must be similar?
As far as my situation goes...i'll look around. I found a scanner on amazon that scans nfc cards...i guess it's a matter of finding if i can program it..
This is my first phone with NFC, and I was assuming I could read RFID tags with it. So far, I haven't had much luck. I used the "NFC TagInfo" app and was able to scan my touch-to-pay bus pass, but it didn't recognize any of my other proximity-based cards. That is, when tapping the cards to the phone, the app didn't even respond.
Next, I went around the house looking for items with RFID stickers (I could have sworn I had them all over, but found surprisingly few). I found a book that had one of those flat stickers with the metallic coil antenna and the phone didn't recognize that either. I also tried it on one of those security stickers that are slightly "bumped" out rectangles . I even tried scanning my cat who has one of those RFID capsules implanted for identification, and no luck there either.
Clearly I misunderstood the concepts of NFC and RFID. What types of devices/tags can the NFC on the Moto X interact with?

NFC is Near-Field Communication. RFID is Radio Frequency Identification. In theory they are similar, but the technology behind them are quite different. RFID requires a power source whereas NFC does not it one major difference. I've looked into this a lot (I wanted to digitize my work badge into my phone) and found these two cannot be combined in any fashion unless one of them incorporates the other. As in, the RFID scanner at your work also has an NFC chip in it basically.
What you can do with NFC is device to device communication linking and sending of data. Also NFC tags can be used to execute tasks. In its nature it is a very very simple type of technology that is essentially IFTT (If This Then That).

I am having a bit of a pain with Google Maps and my N8.
If I have 2-4 phones open side by side and go to Google Maps, input an address and click start, the N8 sits on a big blue location dot, not showing a direction to turn to arrow, whereas the other phones show the direction arrow immediately with no dot at all.
The dot does not go away till I am driving away and the arrow comes up after a couple of seconds.
I have tried this with 4 of my phones - iOS and Android, Oreo and Nougat, same location, same carrier.
The N8 is the only one that does this.
Now I know this has been discussed before, but NOTHING recommended works. Clear app Cache, uninstall updates, disable GM, clear System cache, Restart, download a GPS app...nothing.
What could be causing this please? It is embarrassing and extremely annoying...I am not even going to get into how long images and videos take to download (and often timeout) in WhatsApp and emails.

Your last paragraph gives it away. It's not the GPS because there are other radio related ssues as well...

But the cellular data was an issue in 2 other N8's as well. I'm actually on my 3rd one because of that. The service centers said there was nothing wrong with both. Can't be the same issue in 3 consecutive phones? Can it?
Not sure what you issue is about....
GPS (your topic subject) is about geographical position, accuracy, # satellites, time to first fix, speed, heading, etc). Your issue does not relate to any of those attributes. In many devices, or better applications, compass input OR movement is required to receive or calculate the actual heading of the device or vehicle the device is mounted to.
Then there is navigation, dealing with current geographical position - mostly shown on a map, a defined destination, means of transportation (car, bike, publ. transport) and the directions how to get from current location/position to destination.
In Note 8 (as in most phones) the phone (hardware, kernel) and OS provide the GPS position/location, while the App (Google maps, Here, etc) provides the display of position/location on a map plus navigation information - instructions/directions.
If online map dBase is used, the internet connection is used to access map information (and other info, like traffic related info).
OP does not describe any issues with GPS, but merely perceived issue with navigation.
I just did a test with both my Note 4 (N950U1, 8.0.0 Oreo, TMO netw, Google Maps version 9.75.1) and my Note 4 (N910F, 6.0.1 MM, TMO netw, Google maps version 9.74.1).
The behaviour and presentation of Google maps on my Note 8/N950U1 is exactly the same as on my Note 4.
Only difference is that my Note 8 (SD) does have a GPS fix much earlier/faster with higher accuracy (= GPS, not navigation).
In my case: all good with my Note 8!
Questions for OP:
1. What Note type are you referring to (Exynos/SD)?*
2. Are you using same Google Maps versions on the different phones?
UPDATE: conducted another dynamic test in car.
Indeed Navigation in Google Maps has an issue where the directions in Maps seem to get stuck unpredictably. I think it was introduced in last update of Maps App, not related with Oreo as my Note 4 with Marshmallow has same issue.
No issues while using Here App on either phone.

It's an unlocked Exynos Dual Sim model, as were the other ones - 2, 128GB and 1, 256GB.
It is definitely a problem.
It's like this : come to a cross road or somewhere unfamiliar, and start Google Maps. Enter a destination and press Start. In a car, on the road, doesn't matter.
Normally, it should give an arrow and tell you where to go.
With the N8, it's a blue dot and that's it. Do you go left, right, straight, make a U Turn?
Once you start moving for a couple of seconds, then the arrow comes up.
I have tried this with Huawei Porsche Designs - Mate 9 and Mate 10 Pro, and a Priv for Android, all using the newest version of GM.
For iOS, I used an X.
None of them had this issue and as mentioned earlier, this is the 3rd one!
Just really hope this is fixed in an update. I STILL have not received the Oreo update.
I know this doesnt solve your issue, but a little suggestion in the interim to more easily orient yourself, tap the compass icon to orient the map north up. Good luck anyway!
Thanks Tech_Primus, I have tried everything, it doesn't change the orientation of the map. It just sits there and then snaps into location with the arrow after driving for a bit, on the wrong road.
While having same issues as OP, I removed the updates of Maps App. That solved issue on my Note 8 and my Note 4.

NOTHING works - factory reset or clear caches or remove updates or uninstall or download apps - makes no difference whatsoever. The Blue dot will not change to the arrow on a cold start of the app, after which it works fine, so it cannot be a GPS issue as t works fine after a few seconds.
Location makes no difference either. Inside, outside, in a car, on a car...it is always exactly the same.
It is just absolutely unacceptable for a phone of this calibre to do this.

I tried that. No joy.
I did a test with 4 phones today. Same spot on my desk. Same carrier. 2 iPhone and 2 Android. All of them snapped into the navigation blue arrow. Except the Note 8, left them for 30 minutes but the blue dot did not change. Even the navigation screen cannot be changed from Track up to North up. It just sits there.
Took them all into the car. Lined them on the dash. Cold started Gmaps. Exactly the same thing.
After I drove for about 300meters and touched approx. 10mph, the Note 8 blue arrow then came up, the map jumped and righted itself and navigated normally. If Gmaps is closed and restarted then it works as expected.
But if it is a cold start of the app, as in force close the app and restart it afresh, then it will blue dot always.
I even tried Waze. NO issue. At all. Works perfectly. So I am led to believe this is an unaddressed Gmaps and Note 8 issue alone.
This is the 3rd unlocked Note 8 to do this. 1 256GB and 2 128GB ones.
There is DEFINITELY an issue with this phone.
No matter what explanations are provided.
Same here. UK Exynos N8 64GB.
Still, I use Magic Earth for nav because Google Maps has screen burn in issues so it's not a problem for me. My N8 gets super-accurate GPS positioning on Google maps though!

Edit : I installed and put in a destination. The blue arrow popped up instantaneously and was ready to navigate.
I tried GMaps again to test it, and it only sits on a blue useless dot. So I will need to uninstall it.

You are not alone, I have the same problem. Today i needed to use google maps to navigate and had to pin point my direction based on street names cause GPS wasn't locking in and google maps was showing the way from a random place around me. Really annoying.
Mine is not unlocked. Verizon. Maybe the issue since it is specific to the Note 8 but only unlocked versions, it is possibly other software interfering? Hard reset and do just the GPS testing with no software installed, and in more than one location...?

I have hard reset/factory reset each of the 3, at least 2-3 times with no backup, as a fresh setup. No other apps but the stock ones.
Once had to factory reset even when I was out of my home city and it proved to be an abominable nuisance to the extent I had to go and buy a used iPhone to help out.
No difference really.
The strange thing is Waze and Magic Earth lock on instantly. It's only GMaps from a cold start that just can't navigate. It gives the location fix - from and to with no issue at all.
If it were indeed, hardware related, I wonder why it works perfectly only once moving after a few seconds...but if stationary, the blue dot will not turn into a navigation arrow no matter how long it sits there.
I do believe this may be something that Oreo has broken...?
This is a maps issue. Google has been adding tons of features but neglecting the core app.... Navigation. I'm a courier and drive about 1600 mi/ wk. Maps has definitely degraded over the past year. The inability to lock starting position is very frustrating and leads to a crap shoot when starting a trip. This is prevalent in both my Note (snapdragon) and my Asus tablet (mediatek)I use for navigation.
I really don't get it. How can it be so different. Exynos note 8 here, oreo, using only gps. Even if i sit at home and start maps, i get a lock, the arrow appears and the voice prompt starts. Outside it's the same. So i would say it's working good.
