Unable to open Mobile Network Setting the Process.com.android.phone Has Stopped

Unable to open network setings .
I have D950. Rooted. NO custom rom installed.
I am based in India.
I had modified the settings inorder to get the tethering work.
Since then i am not able to access mobile network settings

Please restore your factory settings with the sim inserted.

No It did not work
I have tried Multiple time factory reset and Back up . But still the same issue

sim issues - sim unlock code prompt on every reboot and no svc activation

used tmob G530-T
rooted
RR ROM / Nougat [ROM][7.1.2_r17]Resurrection Remix-N 5.8.3 For Grand Prime[OFFICIAL][G530H-W-T-T1-FZ]
unlocked via doctorSIM (accepts code)
2 issues.
1. on every reboot prompts for sim unlock code via generic dialog box
2. no cellular service - via chat ATT activated the existing SIM w IMEI of new phone and existing sim. Went to APN area in settings and tried to manually enter ATT settings but after save said 'customization not available for this user'. Have not tried the Wifi first trick but I can enter a new APN but settings does not stick. Assume the sim setting would be auto configured.

Bought a MI5 from China (I'm brazilian), updated to MiUI 9 then suddenly it stopped working both Sims.
Sim 2 doesn't connect no matter what I do. Sims recognizes carrier but zero signal and only LTE (as screenshot). When I try to call some, it says that it's not possible. Details: Sim1 only get LTE if I'm connected to Wi-Fi, otherwise it's no service as sim2.
Did research here and

> Tried to flash, downgrade, upgrade from to every version available in the MiUI download section (tried China too, no sucess)

> Tried too to restore efs partition but I did not had a backup so I don't think it's gonna work. And I don't think thats the problem too once both imeis appear and baseband OK.
Used QPST but it didn't worked
I don't know what to do anymore. Can you guys give some light?

Since I flash Ressurection Remix, My phone cant go to 2G/3G mode, its lock on 4G Only, I've changed it from settings and *#*#4636#*#* but it won't change, I installed Miuipro and NitrogenOS, but nothing changed, PLEASE HELP.....

There is an app on the playstore, I forgot what it's called, you could force your device to only connect to a specific band, if you did it, your device finds signal but no internet it's likely just your carrier

Have tried it, its didnt work

4g data not found

im in spain , use digi mobile sim card on ux8 android9 just fill in the apn and turn on roaming to open but this method is not work on ux9 android10 , does anyone have a solution?

Try a network reset if you haven't.
