My phone its locked in Vodafone network ,means i cant use another sim from another network If i unlock bootloader and S-OFF,after this operation i can use sim from any netwotk???Or i must make another operation for unlock sim???

hi
i'm using galaxy note with the xperia-z-ied ROM and the mobile data was working fine .
now turning it off or on is the same and i can't access mobile data ??
please help
