Thats all subjective...different people are going to look for different things and utils to be included..you should really browse the first page of several of the rom threads and see which one YOU like.
That being said..my personal choice is in my signature.

Newbie Here

Ok i have read the WIKI but.. where do i download the roms from i tried from the forum but the links were dead in the ones i tried all except BA_WM5_AKU3.5_R4-xplode.lazy.release
I wanted the other ROM the AKU 3.5 WM5 Helmi v1.4.CF2 R2(by baniaczek)
But its download link were not working has anyone got a working link?
And also what is the best ROM to totally soup up my BA as i have just got it second hand and wanted to get it up to scratch

Its all device specific otherwise its like trying to put a volkswagen engine in a peugot - prob will not work!

Well that rom will give you a good base rom - if you want to flash it up - i suggest a wm5 big button dialer http://forum.xda-developers.com/showthread.php?t=282570 , some new themes, contactmanager http://forum.xda-developers.com/showthread.php?t=320544, newmenu http://forum.xda-developers.com/showthread.php?t=255580,
That will do you for starters - just search the forum esp development and hacking - many apps there.

What do different ROM's do?

Different ROM's can do a million different things.
It all depends on what the creator put in them. Dutty's ROM is probably the most popular at the minute, because it contains all the software people are after.
Remember, a ROM is basically the OS with a collection of Software in it. In Dutty's case, it's also got a number of registry tweaks which improve performance.

There's now "best" ROM to install. Each ROM has their advantages based on what the person making it wants. Dutty's ROMs are pretty good - he has lite ROMs and full blown ROMs and ROMs with the touchflo/cube. There are other ROMs : Alex's, Quentin, CUSTEL, etc.
Read about each ROM to see if they include what you want and try it out. You will have to make the decision on which ROM is best for you. If you want to make your own try using Alex's ROM Kitchen (link in my sig).

I liked his last rom but was Condemned for liking it.
Its just I love ttran's new rom.

Tried it, moved on. The first pdaviet rom was much better. Now i'm moving on to itjes 6.1 rom. Problably sticking with TouchIT as always :=)
Anyone that can translate the difference between the two pdaviet roms out ?
The obvious is some newer apps.

Itje is correct, no rom is perfect and can always use improvements.
The pdaviet team have been around for a long time and have built and cooked very good and stable roms.. You can never go wrong usnig one of their roms..

4.0 isnt really that stable.
really in the herald field just go to herald rom development and you will find many roms that i would recomend.
but if you use "touch-IT" you have to use duprades wing keyboard fix.

ttrans 4.0 vista style rom is great. I haven't had any problems out of it.

It's a personal preference thing. It depends on what else you install along with it. For example, my ROM, I don't have to soft reset my phone very often. It goes for weeks without an issue without having to soft reset it. But it's a stripped ROM. And I don't have any themes on it right now.

Got a New Diamond. Where to start ?

So I just got my new Diamond (Hong Kong traditional chinese version), version below:
ROM: 1.37.832.4 CHT
Date: 06/23/08
Radio: 1.00.25.03
Protocol: 52.26a.25.09H
I wanted to get the most out of the little phone. What tweaks and fixes I need to do to get to everyone elses "standard" ? Such as updating, changing the language to english, some kind of ways to backup my old ROM, speed fix on the menus and navigation, tweaks on longer battery life Also tell me if there is more needed.
Can anyone tell me where to get those stuff (Or if those things exists) ? I would greatly appreciate it.

Hey, I am new to this and I don't have the slight understanding of how these things work. That is why I'm asking for help. I wouldn't want to install the wrong things and kill my diamond (It happened before with my PSP =/).
But thank you for answering. Is updating the rom and radio all I need ?

Ouch, harssshhh.
To the original postah... Search for "Diamond Tweaks", should be a sticky in this forum. Those should help a lot for the performance of your Diamond. You CAN flash a new ROM and radio (make sure to Hard SPL first, search on how to do that!) but it's not necessary and taking a risk... Not a very big one, but devices have been turned to paperweights from flashing messups many times. To keep it basic use those Diamond Tweaks, start your device off right with Schaps Advanced Configuration tool (www.touchxperience.com) and TF3D Config, maybe Diamond Tweak (a program called that, searchsearchsearch) as well. To get a registry editor you can also go to touchxperience.com, you'll need that for most of the tweaks. Now go, go, go!

so it is kinda hard to answer the question which one is best for you

...better? They are newer; look: Just like in Windows XP Microsoft also generates new builds of windows mobile. Also HTC does this with his own applications. The cookers always takes the newest builtds and gave us the great roms!

Just look at it like this, cooked roms are customized by people on here that want better performance, the official roms are what HTC puts out to try and make it work for everyone. If you find a cooked rom that works for your needs, it's likely to be better because it doesn't include all of the stuff that doesn't interest you. Better yet, you could cook your own rom if you really want to, look for a tutorial on it. Not incredibly difficult, just takes some time to learn. (This is my perception of it, I've never cooked a rom myself but it doesn't seem so impossible)
Thank you guys, I chose the SwiftBL for the Rom since it have just what I need and much more.
But I have another question about the Radio Rom. I have the Radio version 1.00.25.03 and I wanted to ask do I need to update/change it ? If it's not necessary, can I skip this step and just update my Rom and not the Radio ?

read!?! nobody told me i was suppose to read before trying to flash my phone for the first time?!! jk
yeah, just look around at the different tutorial on here, and it should help you to better understand it. I just got my diamond last week, and i can't believe how much i can change on this phone compared to my old S60 v3 phone...
I wouldn't change the radio unless you have issues with reception... But that's me, I'm very conservative compared to most on here when it comes to flashing/changing major aspects of the phone.
I have completed the flashing the Rom and Radio on my Diamond and thank god it didn't brick.
Everything is done now so thank you guys very much for everything.
