I was wondering if there was an easy way to change the icons on a rom with ones from another one? I also want to take the icons from the notification bar from one rom and put it on another.

The icons for applications are inside the apk's (for both system and third party applications). So you can either replace the image in the apk (which requires the apk to be pushed back and only works on system apps) or create a new shortcut in BetterCut and choose an image from your SD Card as the icon.
For changing the icons in the status bar you need to replace the images in framework-res.apk with ones for the other ROM.

Is there a guide or tutorial somewhere on how to take a bunch of icons and package them as an icon pack?
The icons are in each apk, so if you updated the apk with the new icon, and pushed it to your phone, the icon would change.
Alternatively, if you wanted this to happen automatically, you could modify multiple apk icons, resign them all, and create a script to automatically push them to the appropriate directory.
I read somewhere that if I change the icons in an apk, the signature will no longer match and the apk would be unusable. Is this true?
(I intend to rip open one of the OpenHome icon packs and replace the icons with my own.)

Well if you change the icon in the apk, you will have to resign the file prior to flashing. I haven't actually tried this, but I don't see a reason why it wouldn't work.
Is there any way to change the icons for the apps and actions in the framework for a Sense rom? Im a rom that is based on the 2.1 Rogers RUU, and I detest the icons that Sense comes with. So I was wondering if there is any way I can change them permanently. So, none of that bettercut stuff.

I'm not totally sure where you're going with this. In order to change the status-bar icons you need to edit the framework-res.apk. In order to change the icons you need to pull system/framework/framework-res.apk from your phone, decompile the apk and overwrite the icons you want. Compile the .apk, sign it and push it back to your phone.
Since you're mentioning Bettercut I'm not completely sure what you're aiming for, though. If you're talking about the icons linked to the application on the other hand this is what I've got. I'm sure there are alternate ways to do it:
Pull the desired application from your phone and change the icon directly in the res folder.

Sorry, I know I wasn't being completely clear. I wanna change the icons for the applications in the app drawer.
So I have to pull the system/framework/framework-res.apk. Then replace the icons (assuming they have to be the same resolution?). Compile the apk (how would I do this?) and then push it back to system/framework/ ?

No, the framework is not linked to the icons in your app-drawer
I'm not 100 % on this, but you're gonna have to pull the applications you want to edit one by one.
so i am trying to make my htc one feel like my own android with my touches to its design and i was wondering where on the htc one are the images for the icons located because i want to change my dock design with a theme .zip from themes and apps but i just want some of the theme not all of it. would you say it is best to extract the files delete what i dont want then compress the files back into a zip and i should be good?
I am looking for some information and assistance with attempting to modify the SystemUI.apk or in creating a custom Theme for my HTC One M7 on Android 4.4.3 with Sense 6. I am running the ARHD Rom but I would like a method independent of using Custom ROMs or Xposed framework if possible, requiring root is fine. I have seen some packages that do some of this which contain a vrtheme folder in them but haven't been able to find a tutorial on building one of these and which files are for which icons.
I have tried modifying the background color in res/values/drawable.xml and in res/layout/status_bar.xml files to #ff000000 but the status bar still appears grey on the home screen. This seems to match with the theme I selected from the Personalize menu in Settings. It's my guess that somehow, these theme settings override the systemUI settings. So I would like a way to create my own theme to select which will hopefully also allow me to change the color for selected notifications and the like.
In addition to this, I have a set of icons for the status bar such as battery power, battery charge, wifi signal, cellular signal, mobile data quality, etc.. which I would like to use to replace the systemUI icons for these. However, there seem to be several versions of icons in various drawable folders. So if I could find out the requirements for these files (size, naming, location to replace them at) or if there is a way to replace them as part of a theme that is, again, independent of custom rom or xposed framework if possible.
If anyone knows of a tutorial that already exists for any of these things simply pointing me to that is answer enough, I just didn't have luck finding it when trying to search for it.
I've used icondy, which will allow me to merge icon packs. I've also used apps that will pull the icons out of a theme and save them as individual graphic files (Themex for instance). I've found some directions on how to create an icon pack. What I'm thinking is:
1. Why isn't there an android app that will pull the icons out of a theme and create a separate icon pack? The theme has all the info needed to properly identify and set up which icons are used for what. NOTE: if this is considered unacceptable and stealing, never mind then.
2. Why isn't there an android app that will let you create an icon pack? I may not understand the process correctly but it appears you have to identify the icon properly and possibly have more than one dpi version, but that seems like something an app could actually handle. You would just need to have the PNG files and then select them as needed for the icon pack and it gets created with the necessary permissions and so on.
Thanks for anyone who can assist, or at least explain why it's not possible to have an app do all or any of the above.
