Is mobile phone theme and PC theme are same in coding prospective?

Start -> Settings -> Today
You can also download new themes from the web and put these in windows directory in phone memory to see them in the today screen.

Does anyone know where to find a CM7 theme for the theme chooser wich look like Windows 7 or Vista? i found only WP7-like themes,but i don't need WP7,i need WM6/Vista/7 theme MDPI for theme chooser.
