what is difference between VGA and QVGA windows mobile software and roms
The main difference is the display resolution on your device screen.
QVGA = 320 * 240 pixels (Width * Height)
VGA = 640 * 480 pixels (Width * Height)
You have to check your device's screen resolution, and download the correct version for your device. Otherwise you may not be able to see the program's window on your device, or it may get distorted, or the program may not run at all!
To check your device's screen resolution read the specifications in the user manual, or go to: Start -> Settings -> System -> Device Information -> Hardware tab
You'll see your display resolution listed there.
BTW, the display resolution of all OPAL (aka HTC Touch Viva) devices is QVGA (320*240).
Remember that you have to choose and download the correct version of software and ROMs for your device before installing it.

Are they the same in means of hardware? Specifically the Network bands? Because I want to buy one for use in the US or International and try to unlock it for use in all carriers. Can anyone help, I have found nothing online. I need a phone just like the N910T, if you know any models just like it that would help.

I've always used ui tuner, and i've used 289 ppi for more screen estate. But a z3 runs a 1080 screen at 424 ppi. So we know the hardware in the z3c can that. But i can't set my dpi to 424 as it would make everything larger and not smaller. So i have to use negative ppi. So i go from 320 to 289. When i lower the ppi it makes things smaller which also means the hardware has to draw more content.
But how do you figure out the relation between these. How does 289 ppi on 720 resolution relate to 1080 at 424 ppi?

System and apps use both resolution and dpi values to determine screen size, so they can figure out how much space to dedicate for interface stuff (bars, etc).
size (inches) = resolution (pixels) / dpi (pixels / inch) = (resolution / dpi) inches
The bigger the screen size, the more “zoomed out” default/interface view a device usually has.
The pitiful thing with certain world wide web sites is they use this information to determine your screen size and decide zoom level, usually resulting in jackassilly bigass screen items and little onscreen content, sometimes further sabotaged with squatter behemoth search bars and dumbass Twitsh1t and Fakeb00k buttons.
In my honest opinion, this is kind of stupid. I prefer fully zoomed out classic desktop pages, I'll zoom in where required, thanks.

Don't worry, you are probably fine.
The Mi 9T's main and selfie camera are so called Quad Bayer sensors. That means they can shoot either in max resolution (48/20MP) when you want maximum detail, or when the lighting isn't good they can combine four neighbouring pixels into one "big pixel", effectively creating a lower resolution but more sensitive sensor.
For some reason, Xiaomi only supports the lower resolution, more sensitive camera modes in the standard android Camera2 API, which is the system that other apps (like your DevCheck) can use to access the camera. The higher-res modes are implemented in some proprietary way so that only the stock camera app can use them.
