My thanks to AndroidHero, Vertigo and Shingers5 for Touch recovery and rooting zip files.
1) Unlock Bootloader (if it locked goto htcdev.com site and follow all steps)
2) Download .zip file and Extract recovery_for_1.28.img from the .zip
3) Copy recovery_for_1.28.img to the same folder as fastboot.exe
4) Select usb debugging (settings>develope option)
5) Connect phone with usb cable to pc and select charge only
6) Goto android-sdk folder and then into platform-tools
7) Shift & Right Click and select open command window here
8) type 'adb reboot bootloader' <enter> (without quotes)
9) In the command window type fastboot flash recovery recovery_for_1.28.img
10) type Exit and disconnect phone

This recovery is touch recovery and seems to be in its crude form but functional.
If you want to root your phone then do the following,

Also, this is the slightly revised version of rooting guide from “ibtimes.co.uk”, the original link is http://www.ibtimes.co.uk/articles/4...id422-jdq39-jellybean-install-cwmrecovery.htm

3. Unlock the bootloader.
-----a. You can still unlock the boatloader using Toolkit V1.3.0. Option “3. UnLock or Re-Lock your BootLoader”
-----b. You must enter Fastboot Mode to perform unlock: Vol Down + Power (Unplug USB first, and then when the fastboot mode appear, you can plug in the usb cable. If for some reason the toolkit does not list your device serial, choose reboot fastboot mode and/or check your USB driver).
4. Have enough battery for installation.
