Coming from the galaxy s section I'm used to the stock roms being in the general section. Why are the stock and development roms in the same section? Surely the general section would be better for stock roms as the galaxy s and s2 sections are.

Rom itself a development, it is Samsung development. So there is nothing wrong if rom consider under development
No surely it would be better for them to be in Development so they're with the custom roms. It's actually more organized, all roms in one place, but that's just me.

Good question!
The original android dev is about android as it was intended by google. (Aosp).
The other one is mainly for samsung based roms (with touchwiz and all that nonsense ;#)

Thank you so much for your answer. I have a little question. Does it mean that roms in original developement doesnt have multiview and other cool samsung features? And last, which rom you prefer? I m planning to flash the Ultimate rom

Thats right, multiview is a feature developed by samsung and is part of touchwiz, both those things arent available in AOSP (Android Open Source Project) roms.
If you prefer a samsung/touchwiz based rom then I reckon Ultimate is alright.
I myself however have am more comfortable with an AOSP rom, currently and for the last year or so ive been using Paranoid Android, which can be found in the Original Android Development section of the forum.
It has alot of nice features such as the Pie menu, DPI Mods (which is awesome on the big screen of the G-Note).
None of the touchwiz features are available on that rom, I prefer it that way.
I suggest you make a backup and just try both : )

My Mother is currently on the official 4.0.4, I would like to upgrade her note to 4.1.2 similar to TouchWiz but without all the bloatware, so NeatRom was an obvious choice as I am using it on my S2, but I could not find NeatRom for the note, may it does not exists, so any recommendation would be great.

Devote some time for your mom. You will find quite a few best custom roms, where you have posted your question. Go through these roms and surely you will find one suitable.

I think the Android dev forum are for those who take stock ROMs from the carrier of the device and modify it to their liking. Original Development probably has devs taking the source vanilla Android and creating a ROM out of it.

Android development is for roms based on stock - trickdroid, arhd etc.
original is for kernal development, aosp, aokp etc.

You must be using the xda mobile app. The difference is clearly explained in a sticky on the original development forum.
(the sticky is there precisely so we don't have to have a lot of threads like this but I digress)
In the full web browser experience, you will see that thread listed at the top above all the others. In the mobile app you have to click on the "stickies" tab to expose these. Just fyi..

Also I believe the original dev forum are using alpha and beta builds kernels and Roms, which most were projects that are work in progress I.e. the cyanogenmod, some hasn't received updates for long time, they may have been abandoned or obsolete.
On the other hand, the android development forum are housed with released roms, kernels and mods.
If this description is incorrect, please do correct me.

We already got one of these with every rom, kernel, recovery, theme, mods, and more for the S4 in the general section. Been around for a month or so, check the signature, can't link to it on my phone. It's in the general section so probably why you didn't notice it :thumbup:

Android Development = ROMs/kernels based on stock
Original = ROMs/kernels based on not-stock(i.e. AOSP, MIUI, etc.)
Generally speaking, of course. That's my understanding.
Original Development can also contain ROMs based on stock, but with extensive changes like Viper ROMs. They're just starting out on the One, so their thread is still in the Android Dev forum
