after the update, do i have to reinstall all the programs and settings?
Yes, You need to reinstall everytnhing again... but if you have backup... I'm using spb backup and there;s no problem just restore with rom upgrade option..

In this rom , when you select Settings tab, you see Conntacts right key and not the key More!

dude there is an app called LBE guard.... You can find it in Tool Folder.
Its a SU application in MIUI

Not so easy, if you want the language to be available in all apps. I did it on my Rom before.
But why don't you simply install a stock rom from the region (DXLSE)?
Then you'll have "ภาษาไทย".
