i think so the release of CM9 would be great.. who's interested in windows 7 when we will have ICS 4.0.4 on our mini..! ;-)

but it will not be perfect ROM for day to day use. :-( it will have camera issues as well as bluetooth issues i guess.. :-(

Recomend software

Anyone can recomend me a new software (how to update to 4 version) and more good versions than the 2.3.4.. I'm tired of this version.

If you are tired of 2.3.4 then try 2.3.6 or any Custom Rom (CM7/Emanon etc)
We don't have any official ICS release for galaxy mini but there are various CM9 based roms which give ICS interface but they are too laggy for Daily use .....If u wish to try you can do so you will get the Imstructions in Cm9 dev. post ....

Yes, that is true. All you need to do is to change one line in "get_brain_ics.xml" and viola! We have official ics on mini!

(in my opinion, it would be better to concentrate on kernel, as we ever have good roms like simplicity mindcr excalibur... But that's just my opinion)
By the way if you also make a rom, think about a smooth rom, or originaly themed rom (we ever have many ics or jb themed like rom)
