Call you cell provider and tell them you entered the sim unlock key wrong too many times and tell them you need your PUK (personal unlock key I believe) and they will provide it free of charge without complaint.
contact your network provider.
sarcastic/joke?

If you read the OP, you'll see the network service provider has been contacted many times.

Hi, I have bought an I9000 from France locked to Orange and was given the unlock code from the Orange. I unlocked the phone with my simcard and it unlocked. I tried to use another sim but it requests the unlock code and the one I have is not working. When I type *#7465625# with now sim in the phone everything is OFF Network Lock etc. I have also flashed a stock android 2.3.1 and debranded the phone.
It still works with my sim.
Is it possible to use with another sim or do I have to get another unlock code?
Thanks
Are you referring to SIM Unlock code or Network Unlock code?
SIM unlock code is independant to the SIM while on the other hand Network Unlock code is independant on the phone itself. It is based on IMEI of the device.
Yes the other sim had sim lock code and i did not know, that was the problem. Thanks.
You don't have to say thanks. Just hit the Thanks button if it helped.
my phone fixed via JTAG but now my phone asks me for SIM IMSI UNLOCK PIN so I enter any random digits, receive msg "phone unlocked" but the phone restarts and asking again for code... I bought my phone without any sim lock.
can you help me?

in some case you can contact your carrier and give them your imei # and the will give you the sim unlovk code. You can also buy an unlock code from ebay or other internet sites. Did you asked the persons who Jtag repaired your device if they can provide you this code?

SIM UNLOCK PIN seems to be a security code from the sim card, try with another SIM Card from same carrier. Apparently it has nothing to do with unlock code.

So I had SIM unlocked at&t htc one (I obtained unlock code from carrier). Once I unlocked it, i was using european simcard and then revone s-off came out. so I s-offed it successfully and after reboot i got exactly same problem - enter sim imsi unlock code or something like that. Any code would result in unlock successful and reboot phone, but it would ask code again. I ended up sending phone to HTC for repairs. I guess they completely reflashed firware or updated something else, since phone that i received back had different IMEI then what i send them (same physical device though - scratches on the side). I had to obtain new unlock code for new IMEI and new code unlocked it for european sim.
Basically, I have an ATT branded M7 that should have been carrier unlocked. First thing I did was complete the HTCdev unlock to install TWRP and supersu. I completed a SIM swap from a mini-SIM to the micro-SIM for this phone and it is asking for the network password which the provider is telling means that it is not carrier unlocked? Could the HTCdev unlock caused this? Seems like the SIM unlock is in a different area of the boot loader that requires s-off so I think no. Need to contact the eBay seller but anyone have any other suggestions? Is S-off and unlock the only option for a permanent SIM unlock?

Bootloader unlock and s-off are not related to sim-unlock. You probably got scammed by the seller, but sim-lock can be removed easily using a sim-unlock code which you can buy online (for really cheap). So it might not worth wasting your time contacting the seller.
There is another method to sim-unlock that require s-off(sieempi)
Sim-unlock is permanent even if you unlocl/relock bootloader or if you turn security on/off (s-on/s-off)
Thanks for confirming. Is there anyway to determine if it has been hardlocked?

what are you talking about? Hardlocked?
Something about if an incorrect code 10 times there's another layer of locks (found AT&T page that references PUK and PUK2 codes). Are those different than the carrier lock we're discussing? Found a cheap code on eBay. Ordered it, will find out shortly I guess.

AFAIK (I'm not an expert on this) PUK codes are used to unlock the device when a wrong PIN was entered to many times in an attempt to access the device. PUK (Pin Unblock Key = Personal Identification number unblock Key) locks the device on a lower level or/and the sim card can become locked (preventing access to data stored on the card) but this have nothing to do with sim-lock that are locking your phone to a specific carrier.
Im not even sure if PUK is still used, ppl just reset their PIN using their google account or they are performing factory reset....
purchase the sim-unlock code, insert the new sim card, enter the code when prompted.
Thanks for the explanation. I did manage to test the new SIM in another phone and it worked and another known good SIM resulted in the same error (new info since OP). Maybe I should have paid more for 15 minute service... ?
Purchased unlock code did the trick.

Hi all;
got my sim unlock code for the nexus 6. when i put in a non carrier sim and boot back up no menu comes up for me to enter the unlock code, just says no service, if i put the original carrier sim back in it works fine..any way to manually invoke the unlock code menu so i can enter it or any other tips..thanks in advance
I can't help with this but it may help others to say what carrier you're locked to..
Sorry..iT's locked to rogers in canada
Since the phone was already used on Rogers, perform a factory wipe to use a new carrier's SIM
My Rogers Nexus 6 came unlocked out of the box. I expect yours is as well. I have never heard of a locked Nexus device sold by a Canadian carrier.
Weird
..just says selected network (telus) what im trying to connect it to is unavailable. Factory reset at this point too
Please tell me anybody i purchased 2nd hand samsung j7prime with another ****ry mobile. When i inserting India sim didnt showing signal. Its asking ****ry code.

Well, I think you might be talking about network unlock right? If here then please tell me which carrier your phone is locked with?
Well If you want to get your phone network unlocked then it can be done by 2 method
1 - Try to connect with customer support service of your network
2 - Using network unlock service from any trusted unlock service provider.
If customer support failed to help you then you have to use network unlock service... There are lots of unlocking service provider on the internet but the one I trust most if safe unlock code.
You can request an unlock code by providing your email address, phone's IMEI, and Country. Once your unlock code request is successfully submitted then within a day of 2 days you will receive unlock code along with complete instructions to unlock your phone by using code.
