You can get it back by modifying the registry
[HKEY_LOCAL_MACHINE\Software\Microsoft\Contacts\Me]
"DisableCheckin"=dword:0

You should give us more details about your rom first.

You can extract the system.apk file from your rom.zip and then place it in your system. Or simply you should flash the rom again. it'll solve the problem.

at that time when i had deleted it, the installed rom is the stock rom and i forgot to make back up.
but as of now, i'd already fixed it...btw, tnx sir for your help...
