How can i add new language in settings.apk? - Galaxy Note GT-N7000 Q&A, Help & Troubleshooting

How can i add new language in settings.apk?
i have problem with add new language in settings.apk file for samsung ics.
i create new directory and past string.xml in to it,and i rename folder to vaules-kh (i live Cambodia)
this folder "vaules-kh" i use with all sony Xperia it work well.
why i can't use it with my samsung N7000?

I am a newbie developer and i am finding the way how to install font to the nexus one and other android phone by written a code and export to .apk file. Can anyone help me ? or do you have any source for me ?

How can i put a hebrew keyboard without root ?

(sorry about my english, if i wrong, please try to understand)
i want to set hebrew keyboard on my galaxy mini...
but i want the hebrew pack in the Samsung keyboard...
i don't want to use perfect keyboard or something like this.

then go to market and download Hebrew Language Pack
for Anysoftkeyboard (link below)

put both together and you got your Hebrew Keyboard without root!!

ahh ok! if you dont want to root like you sad you have to stay on
AnySoftKeyboard ;-(
i know a way to get this on Samsungkeyboard but you need a rootet
phone for this way! there is no way to do it without root ;-( cause you
need roodexplorer to put it in system/app then change permission!

only one way. make a update zip file with this tutrial and flash with CWR.

can't make, then i make a flashable zip file. download my zip file but not flash it! put your files in zip file and flash in CWR.

I did root my phone (thank you @geohot ID:3AS25583W49419905) and I can not find the file to enable the languages ​​android (need the Portuguese of Brazil); already tried editing the file /system/customize/CID/language.xml and /system/csc/language.xml but I do not think the file. I have also tried with the Enabler Language, More Locale2 and Language Enabler but nothing worked.
Can someone help me?
Lately I extracted the files /system/spidb/pt_BR and \system\VODB\pt_BR\ checked , files.txt , pt_BR.lang , pt_BR-ak-cur.lite.res , pt_BR-lk-text.lite.res version of SM-G900M (G900MUBU1ANE2_G900MZTO1ANE4_G900MUBU1ANE2_HOME.tar.md5) and put on my deviceSM-G900A (G900AUCU2AND3), edit the file \system\csc\contents.db adding the files but did not work. These were the only ones related to language files that I found in the root of android and did not work.

Flash a custom rom from another region is the only choice. G900A is specifically made for AT&T therefore it doesn't even have language.xml (or it will not read langauge.xml if you add it there) file for additional language.
Technically if language.xml is not present then android should display all languages available.

i was told you would have to decompile the apk instead of extracting it
use apktool or ticklefish it may help
Decompile the app....
