1) You inet was stolen probably by apps that are synched all the time. Check Settings -> Account and sync
2) If you use ICS then there is inbuilt feature that allows to control your traffic and see what apps use internet too much. Settings -> Networks data usage smth. like that
3) But also you can use any firewall app though might need root for this. E.G Droidwall app

Check your Data Usage in System Settings, it will give you an idea of what is eating your data. Also, check your Battery stats, it can also give you an indication. Are your apps set to Auto Update? maybe change the settings to "Over WiFi" only.
I hope this helps. Please hit THANKS if it did.
If you want a third party app for monitoring data usage, check onavo in play store :

GUYS (and GALS)!
There is an application in the Market called Quick Settings. If you have Froyo, this application has a feature that hacks the built-in Hotspot app and makes it work without carrier requirements!! I have tested it, and it works GREAT so far. Give it a shot!

does this allow unlimited free wifi hotspot? or is it just enabling it then i get billed for the usage?

Maybe there are too many apps running on backgound. It eats your ram and cpu all the time. I use Greenify to help my phone become faster. Just learn more about greenify. Give it a try. Free on Play Store.
Try disabling all animations on developer options, then try to root(if didn't do that yet) then remove bloatware and try to install greenify and hibernate unnecessary apps and also you can try Ram manager after installing busybox
