I think it's impossible to change the appearence of settings without flashing a new rom.

Go to statusbar.xml
Changed the textsize line of clock

How are you applying them?
Normal fool-proof is:
Apply system>reboot>apply new theme>reboot
Might not help, so when you flash new roms, do you also do a proper wipe?
