Is there a way to install apps outside app store? I'm only interested in this because i develop apps for myself.
Yes. You need to developer unlock your device, which requires giving ms $99.

Okey. I have developed an app for my IT department(4 people), so to get that app on those phones outside app store, i need to developer unlock all 4 phones? And as i have understood a developer account can only register 3 phones. This is totally ridiculous!!!
You need a company account for what you want to do.

Can i develop an app, send it to a friend which has a developer account and he can install the app on his registered phone?

you can also use AppsBrain, it's much easier to handle all your Apps install/uninstall sync, and purchases

Where can I get this "market enable"? .. It doesn't show from AppStore or AppBrain :S ..
Market Enabler website
http://code.google.com/p/market-enabler/
MarketAccess is coded better: http://amip.tools-for.net/wiki/android/marketaccess
Doesn't this require root ?

Yes. You must be rooted.

I really hope that Google or the carriers or whoever is responsible for this problem will it fix soon. It´s a shame to have so much countries, or should i say so less countries where pais apps can be bought.
Well we all can root our phones and use Market Enabler or other stuff to get them, but there are a lot of people without the knowledge to do.
I have my ouya rooted. I downloaded an app called usb otg helper which works nice mounting all my harddrive in different formats. But the free version wont auto mount only the paid version. I tried using the paid version but I get an error message saying it cant connect to server. Hope theres some trick to get this to work. I just sideloaded the app through es file manager.
If it's an app that was paid for on the play store, the developer can build in drm to authenticate with Google that it's been paid for by the currently logged in Google account. Currently it's not possible to install Google services on the Ouya, you're out of luck till that happens.... Sadly a pirated version of the paid app may have that drm stripped.

I actually thought about not asking this but there's a thread on trying to hack google play store on this so I figured it would be ok.

They're not really "hacking" the play store if you actually read the thread. They are trying to get the play store to work on the ouya so you could use paid apps like the one you asked about here

Settings > Apps > All
Scroll to the particular app and click it..you will see the options like disable, force stop, uninstall updates ..so n so there
I dont think its because of Disabling apps
it might be the reason because your google account doesnt support magazines, movies n all (some countries doesnt support these)
your friend might have an google account associated with a different country from yours

So is it possible to change the Google account country to the same country as mine? Or do we have to create another Google account to be able to fix this?

AT&T requires an active AT&T account that is registered for online account management. Visit http://www.att.com/myatt to register your account and download the myAT&T app. myAT&T does not support Premier business accounts or GoPhone/Prepaid accounts.

I use my att, that's about it.

So only one person uses an app, to pay their bill.
(I pay my bill at att online and have never needed an app for that).
12 jillion Samsung and Att apps installed on my new phone, and no one on this site is using any of them ???
Seems legit!!?

Guys I want to join Google play developers but I live in a country where I cannot use GOOGLE WALLET MERCHANT ACCOUNT, which is necessesary for developer registration. So what do I do??
Sent from my GT-P3100 using XDA Free mobile app
You probably can still get a Play Store developer account and distribute apps which are free and don't contain in-app purchases. And you are probably able to use someone else's card to use Merchant account(make sure this 'someone' is from supported country and you can trust him). Another thing you can try is Payoneer
