I know the law was passed, but I was curious if it's still possible to unlock a droid bionic to ATT, I'm looking at one for sale, and I was wondering if anyone here could help me out.
the law is for phones made this year and on. all older models are not affected by the law

yes it is, and you can get it unlocked but you either have to buy the code off ebay or have verizon give you the code if you are their customer.
Also it is locked to US carriers so if you plan on using it on AT&T or T-Mobile in the US then its locked but the rest of the world, it should work fine.
I would also check to make sure it has your freq. in your country as well if you are out of the u.s

I'm stuck with AT&T for awhile. Like most other sensible people on the planet, I want a Droid 3. I thought all hope was lost until I just recently heard that someone finally cracked (rooted) the thing and there are already several custom ROMs out, to my understanding..? Does the Steel ROM allow a Droid 3 to work on AT&T networks?
I also read that Negri Electronics is selling custom Droid 3's that work on AT&T's 3G networks, but it's $600.
Is there any hope of getting a D3 with AT&T, or do I have to stick with my beat-up (but still functional) old Tilt 2?
And Yes I searched, but the Droid 3 Root thing is so new there's not much info on it yet.
I have heard of people successfully using a D3 on AT&T, I think you need to unlock the SIM for US networks somehow. Loading a rom like Steel Droid won't make any changes that will allow you to use it on AT&T though.

Hrm... Crap. So currently the only way to get one for AT&T is via Negri Electronics? No one has heard of any other way? 0.o

I'm coming from a VZW TP2 and i know people used it on Tmobile and other GSM networks by unlocking the SIM. The way I did it was by calling Verizon and telling them I was going out of the country and they did it for free on the phone, I'm not sure how to do it if you're already on another network or don't activate it with Verizon first (For free). But that's definitely what you should look for, once the SIM is unlocked it should work anywhere as long as you enable roaming.

Simlock or not you can use the droid 3 anywhere in the world but not in the us.
No matter if you use the verizon sim or any other sim.
To do it you need the so called band unlocking which is currently unavailable for the droid 3 and when and if will be, will require a good amount of money.
In short if you need the phone buy a milestone 3/Xt860
...but keep in mind, that while root and recovery are a go for the XT860, there's no custom ROMs working as of yet.

Did a little research, but just to be clear, the Milestone 3 (aka the XT860) is the Canadian version of the D3, released by Bell, correct?
And since it already works in North America, could I simply buy one and use it on AT&T as-is? Or would it also need some sort of unlocking?

I called AT&T to do my part in the campaign to unlock the bootloader of the Vivid. The CSA seemed to understand our issue (wanting root/not wanting CIQ). I told her that these were the issues that needed to be resolved before I would upgrade when I am due late 2012. She (out of nowhere) asked if there were any other devices that I was interested in that were capable of root and didn't have CIQ. When I mentioned that my wife had an Inspire, she quickly asked if I was interested in an upgrade today. (I am using a rooted Aria). I told her that I didn't want to pay the higher price for a device since I am not due for an upgrade for several months. She offered to send me an Inspire, to arrive in 2 weeks if I want. Renew the contract for 2 years and it's mine. "Free"

I got my son's Inspire for Free at Target 6 weeks ago.
Important to point out that I am in the middle of a 2 year contract. An upgrade so far from my contract end date typically makes one ineligible for discounts on new equipment, right?
Also...are we sure that the G Nex will have an unlocked bootloader and no CIQ?

nexus phones are specifically made with bootloaders you can unlock easily. since the verizon one comes with bloat we can assume, if at&t subsidizes it in their store, not through the nexus website, that it will have some at&T specific apps also.
but the phone will allow u to disable them just like u can on verizon
If they said that they'd send you an Inspire with no contractual obligation, I'd have been thinking "Wow, great!". Add the two-year wrinkle to it, and you are swiftly drop-kicked back to the reality that AT&T sucks.

Very few Verizon phones have the capability to unlock the phone's bootloader, which allows for rooting without an exploit and the ability to flash custom ROMs (firmware), such as Cyanagenmod. Those of you believing root will appear on any new Motorola phones are not well versed in Motorola phones sold by Verizon. Dan Rosenberg, who is the person anyone with a Motorola device on Verizon has to to thank for the last half decade of being able to root your Motorola VZW phones, has repeatedly posted on numerous threads for over a year to not expect for your Motorola devices to be rooted and if you want root, either buy a Nexus or buy a Developer Edition (if VZW is going to release any more editions after the S5 is not known and information about Developer Editions for the Note 4 Droid Turbo have been repeatedly ignored by VZW's Public Affairs office). This is due to the fact VZW has wizened up and made finding an exploit on anything past 4.4.4 nigh impossible. Exploits that allow root access are not easy to find (taking several months for most VZW Moto root exploits) and as soon as one is found, within a matter of weeks, if not days, VZW will push an automatic update, forcing your phone to update to patch the exploit. This is why when you root your phone you're told to disable OTA updates at the apk level by freezing the update apk or removing it all together after making a backup of it.
Many Motorola users got a surprise in late Spring when a Moto employee "accidentally" included the exploited code that allowed you to blow the fuse and unlock the bootloader of devices running 4.4.2. That was a once in a billion opportunity that will probably never happen again. Every time an exploit has been found that allowed root access or the ability to unlock the bootloader (which was only recently cracked in the past year, possibly two... to put that in perspective, it took over half a decade for Dan Rosenberg to find the exploit that allowed the internal fuse to be blown, unlocking the bootloader). Exploits are not easy things to find, especially in Motorola devices running on VZW's network.
To all of those that like to post root bounties... BUY A DEVELOPER EDITION. You'll pay $300 for a device and then offer $300+ for a root bounty... which is the cost of developer edition device... considering VZW offers Edge, you no longer have to pay full retail in one go for a DE. From this point forward, VZW customers need to comprehend the fact that rooting will continue to be increasingly difficult to perform, most especially on Moto phones running on VZW's network. If you want root access, buy the S5 developer edition or wait until the first week of december to see if a developer edition for the Note 4 will be released (if a Note 4 DE is going to be released, it will occur within the 4 - 6 weeks following it's RTM on 10/23 [Thursday]).

The answer is no, you will probably never see a root exploit for the Droid Turbo. The person above linked to one of my prior posts on a different thread, and it comes down to two fundamental facts... there is probably not going to be a DE of the Turbo because of the Nexus 6, and rooting a non-bootloader unlocked device once it's running Android 5.0 [Lollipop] and beyond is damn near impossible. The latter has to do withe SELinux and how Google locked down the partitions and permissions. ChainFire wrote two posts on Google+ that explain in great detail why those without unlocked bootloader can kiss rooting goodbye. It's not impossible, however it is highly improbable a root exploit will be found, in the same way it's possible the Earth could be hit today by a 5 mile wide asteroid, but it's highly improbable.
The new security features Google built into Android 5.0 is a double edged sword... on one hand they've finally addressed issues that, as of today, make Android the least secure OS on the market; however, the security that all of us most definitely want makes it highly unlikely a root exploit could be run on a non-bootloader unlocked device. The only reason it would work on an unlocked bootloader device is because a previous kernel could be flashed that would allow the exploit to run at bootup (flashing kernels is prevented by locked bootloaders).

I recently purchased a droid 4 and it is unlocked and rooted. ive been to Verizon and they said I could not use a gsm carrier even tho it has gsm and global along with cdma option. I was just wondering if theyre putting me on or if theres another way around it. any info would be greatly appreciated. ive heard of flashing bionic and it might work. thanks ereone.

GSM works, just not for american providers due to radio blacklisting by verizon. You can use GSM elsewhere in the world on a Droid 4, I don't think anybody has ever gotten one working outside of Verizon in the US.
Only way of getting a truly unlocked decent QWERTY phone in US is getting a Moto Photon Q and having it sim modded.
