It's not in the white papers, and nowhere to be found in setting on every Z device we've seen. So i think not.

With that extra payment is it just the unlocking of sim card or do they also enable the unlocking of bootloader? I really wanted that Xperia Z from japan but it's just not developer friendly.

Would just be sim unlock. I don't think they've worked out how to make bootloader unlockable when doing sim unlock, though apparently it is something they are working on.

NTT DoCoMo has officially released pricing for the Sony Xperia Z (SO-02E), due to launch in Japan on 9 February 2013. The price looks equivalent to that mooted in other parts of the world, coming in at 77,280 Yen (£545, €645, $860).

Sony's released plan of the devices is messed up. Everything they said on their announcements didn't come true. And yeah japan should also recieve Xperia ZL as sony did mention that both Xperia Z and ZL will be available on all southeast asian countries before european countries gets it. But look what's happening now. Europe has already demo units and released Xperia Z now but on Southeast Asia only japan got the Xperia Z release and only singapore got a demo unit with them. Rest of Southeast Asia has no news whatsoever about these devices. And yeah my most anticipated device "Xperia ZL" looks like got left out of the dark now also.

That will be great except even with a SIM Free phone you need to have the IMEI registered by Docomo to use it, and they won't register any device they haven't sold.

I very much doubt it, as the hardware is almost certainly different. (The model number is).
At a minimum:
1. The Japanese version supports Saifu Keitai (Felica) in addition to NFC.
2. The Japanese version has 1seg TV
3. IR support, as is demanded by Japanese consumers (IR is universal in Japan for transferring contact info between any two phones)
4. Of course all the Docomo APN settings, etc. are baked into the Docomo firmware.
5. The frequencies supported may be different (unsure)
6. The amount of "ROM" is different. (This means flash memory?)
If you don't care about the above, there is a chance you might be able to flash the UK firmware with only a loss of functionality for 1 and 2 - but trying to flash the Japanese firmware on an English model might fail when it tries to access the hardware that the overseas models don't have.
For example, if you flash a ROM for the global Acro HD into a Japanese Acro HD it mostly works (except uhm the battery won't charge until you fix that which has better be fast!) I am not sure if anyone has tried the reverse.
There are many small details too, like "area mail", which is used for earthquake alerts in Japan, etc. Also bear in mind that unless you ask Docomo to unlock the phone, it's locked to a certain type of DoCoMo mini SIM. Also, there are baked in apps for DoCoMo's email service, and their annoying "DoCoMo Pallette menu", etc.

I've bought unlocked Sony Xperia Z here in UK last summer and I'm going to Japan for holiday this autumn. Do you have any idea if it's going to work or not? If yes with which networks (I would like to get local sim card)? I know that there use to be some limitations but I couldn't find anything definite regarding this phone.

I am planning to buy Sony xperia Z1. In eBay it shows only seller warranty is applicable as it is imported and in MPN it has been put up ebay_SonyXperiaZ116GBUnlockedBlack. what that means ? and will i be able to use that phone in India? any cons in that ?
Ask the seller about compatibility between carriers and which model it is (C69XX)

No Problem it works in India, there are 2 models imported, c6902 (3g only) and c6903 (LTE), i too bought it for a friend (then 3g model).
Also in my opinion z2 is around 27k and z1 24k. shell a few grand more and get the z2. you won't regret it. if shortage in cash, then save up. it's worth the time
