I don't know what I'm doing wrong:
It's a dev edition, the bootloader is already unlocked. I skip to the flashing recovery stage. Using hasoon's All-In-One tool, I go into the bootloader, flash recovery, select Recovery in the bootloader menu and....it fails to go into Recovery and boots normally.
Fastboot is off, cache has been cleared. I've tried flashing manually CWM, CWM Touch, TWRP, unplugging from USB after flashing them. It just fails to boot into Recovery each time. The HTC logo displays, blanks out, and then goes back to initial logo display and boots normally.
What am I missing?
the only issue I had getting into CWM was when fastboot was on in the power settings. It looks like you checked that though. However, I flashed CWM from the command line, I didn't use the tool.

The tool is basically a front end for batch files as far as I can tell. I've tried it manually with the same results. Can you tell me if you're using a developer edition and what steps you used?
yes i have a dev edition.
1) Installed HTC Sync to get drivers
2) Copied the latest CWM Touch recovery to sd card.
3) Disabled Fast Boot in power settings.
4) >adb reboot bootloader
5) fastboot flash recovery recoveryfilename.img
6) It rebooted twice for me at this point, and I had to re-disable the fast boot option.
7) Powered off the phone
8) held down power and vol down until i got the boot menu, and i was able to go into cwm without issue.
Rooting HTC One Dev Edition

I have a HTC One Dev Edition and was wondering.. With the bootloader already unlocked, can I still use hasoon's tool, which apparently does it again, without risk of bricking or modifying my phone in any way, with the exception, of course, of getting root access? Can someone please confirm that? Thanks!

Ok, I've got an unlocked bootloader, and I've tried to flash a recovery using fastboot. It always seems to flash fine, with an example of this process being thus:
C:\Users\DJ\Downloads\f\Fastboot>fastboot flash recovery recovery-clockwork-touch-6.0.3.0-m7v2.img

When I try to reboot to recovery though, which I've tried to do from within the bootloader and via adb, it just reboots the device.
I've now tried this with CWM (touch and normal), both 6.0.3.0 and 6.0.2.8 as well as the v2s of 6.0.3.0 posted here. I've also tried the two versions of TWRP 2.5.0.0 found here. I've also tried to flash recovery (all possible options) from both version 1.0, 1.1 and 1.2 of the All-in-One kit. I even tried the method found here as well as the recovery found here, all with no luck.
Any help in allowing me to get access to recovery would be very much appreciated.

I'm having the same problem. I'm unlocked but can't enter recovery either, no matter which recovery I try and flash, or whether I use the toolkit or fastboot commands. I've tried erasing the cache as well but it makes no difference. When I try and enter recovery the screen goes blank and then a couple of seconds later it just boots up into the rom.
I've looked through the link above but don't really understand it about flashing recoveries as boot.img. Sounds a bit risky as well. Can somebody give some clear instructions on what I need to do to get a recovery flashed correctly and so I can get into it. I unlocked it a couple of days ago but still haven't managed to get any further. Thanks.

I solved it by doing a factory reset from the bootloader.

This first bit (steps 1-5) didn't seem to work but just in case it did something which may be relevant...

I can confirm this works, though I used the touch version in part 6. I also did parts 1-5, though same as you I doubt they are necessary. The only slight difference to your instructions was that I found I had to re-enable USB debugging after resetting from the bootloader. Other than that though everything remained as it was before the reset. Anyway, thank you very much

I have an HTC One international. Today i try to get root access and install custom recovery, whent i flash recovery i missed that chose a boot partition to install it. Now phone boots only into recovery, and from my PC, adb or fastboot don see it, but in usb devices its present.
Im on linux Ubuntu 13.04.
In phone dont have any backup.

When i chose from CWM recovery menu "Reboot recovery", phone boot into download mode, and thats all. Fastboot or adb dont see it.
But. In usb device list:
In download mode:
Bus 002 Device 061: ID 0bb4:0ff9 HTC (High Tech Computer Corp.) Desire / Desire HD / Hero / Thunderbolt (Charge Mode)
In recovery mode:
Bus 002 Device 063: ID 0bb4:0f91 HTC (High Tech Computer Corp.)
Assuming you didn't corrupt your boot loader you should be able to get at the boot loader and use fastboot to flash a new recovery.
Power the device off
Hold power and volume down, the phone should turn on and load into the boot loader.
From there you can select fastboot (navigate menu with volumn buttons, power button to select fastboot).
You can use this command to flash a recovery:

fastboot flash recovery recovery.img
If you can enter bootloader,you may try formatting partitions from fastboot,and flashing them afterwards,that is if bootloader is unlocked.
You can also lock your bootloader and try installing RUU,it will put your phone back to stock,

fastboot shouldn't be affected.
when you connect your phone to the PC, does it the text in bootloader change from "FASTBOOT" to "FASTBOOT USB"

adb or fastboot is not recognize my phone. In cwm recovery i have only reboot option or reboot into recovery. I have the same situation as tha developer in other post.
when i chose boot to recovery i have : "screen with a phone icon and a green image like i can connect via usb or something, but then it turns red after about 30 seconds"

Before, when you are in bootloader (image attached), are you able to "fastboot devices" and it shows up? because the bootloader is not affected by the recovery.
basically "fastboot flash boot recovery.img" put the custom recovery where the kernel is supposed to be.
First thing you need to get/confirm working is bootloader/fastboot.

In cwm adb will work.
So i think you have some issue with drivers.
And, however, if you turn off the phone, you can't access in bootloader with a longpress of power and vol-?
Hey, so I'm the one who had this same situation. What I had to do from what I recall is go to CWM screen, cleared the cache, even in advanced the davlik cache, then I believe (and you might have to try different combinations of this, because I don't 100% remember as I had before tried so many different ways) I unmounted the system mount, then went to reboot from the first screen to get to the bootloader (hold power button and volume down). After this, I clicked on Fastboot and it then went to Fastboot USB. This is where you should be able to connect. Don't leave this screen until you flash the recovery in the right place and then properly install the ROM. Let me know if you get to at least connecting and I can even send over an image for your boot, so you can at least get your phone back.
It can be done, I had the same situation so your phone is not bricked. Just keep working at it.

I dont know much about this stuff (def not tech savvy), but I decided to take my bad esn Sprint HTC One (running 4.3) and try to unlock it myself. I was successful in unlocking the bootloader, and I even rooted the device on my own (woo!!!). I was on the last stage of finally unlocking the phone, so I decided to go for it.
I tried to follow these steps to finally unlock my HTC One, but I did not know how to go to /system/app to replace the files (The 'Root Reader' app didn't show /system/app in my phone).

I dragged and dropped the copies into the 'system storage' (not into a specific file) and started wiping data in TWRP 2.6 (Im assuming I wiped something that I shouldnt have). However, now whenever I try to boot my HTC One out of TWRP, I get the 'No OS installed..." message and it just just keeps showing the white screen with the HTC logo when I do boot anyways. When I connect my HTC One to my PC via usb cable, it doesnt even show up. I decided to take a screen shot of my files/drives/etc that I used. When I click on the 'instal' button in TWRP, it no longer shows the 'android' folder while scrolling through the list of things. My phone also automatically shuts off when leaving it on idle (TWRP running) for a bit, it doesnt connect to my PC anymore too
What should I do to get the phone working again? Could I unlock it from here or do I have to backtrack or something? I have very little knowledge about this stuff so please try to explain things easily for me lol
You need to relock your phone and run a ruu and to reroot your phone with the latest version of twrp 2.6 .3.0 and supersu 1.9.1 I think but you can check that when you run the ruu in the app store real quick to see if it is the latest version.
On the PC download the RUU

Connect USB cable to the phone to the PC (keep the phone connected until you are done)
1. Boot your phone to the bootloader (volume down and power on). Go to fastboot option on the phone menu.
2. Now using fastboot on your PC type fastboot oem lock
3. Boot your phone to the bootloader (volume down and power on). Go to fastboot option on the phone menu.
4. Now using fastboot on your PC type fastboot oem rebootRUU
5. Run the RUU that you downloaded. That will put your phone back to stock.

To unlock the bootloader:
1. Goto http://www.htcdev.com/ follow the steps.
Install custom recovery
2. Install TWRP. Download http://techerrata.com/file/twrp2/m7wls/openrecovery-twrp-2.6.3.0-m7wls.img put in in the same folder on your PC as your fastboot.exe command.
3. fastboot flash recovery openrecovery-twrp-2.6.3.0-m7wls.img
4. reboot phone.
Install root:
download http://download.chainfire.eu/351/SuperSU/UPDATE-SuperSU-v1.65.zip?retrieve_file=1
copy UPDATE-SuperSU-v1.65.zip to the phone
Boot your phone to the bootloader (volume down and power on). Go to recovery option on the phone menu. That will boot into TWRP. Use the install and install the zip UPDATE-SuperSU-v1.65.zip.
Just sideload a rom.zip

How would I do that? I just installed the HTC 4.2.001 driver to my pc as well
I have traied a few different recoveryies and fastboot and mfastboot, but I can not get any recovery to ACTUALLY flash to the phone.
It is a XT1053 running 4.4.4. Even when everything says it flashed fine, the recovery is still not there when i try to boot into it.
Any ideas?
Use the Vol+ button to select recovery, not power.

What @nhizzat has said, is the most common mistake.
Beyond that, you don't mention if your bootloader is unlocked or not. I'm guessing it is, otherwise you should get some kind of error from fastboot/mfastboot on your PC.
One other thing that some have run into is... after flashing a recovery, having to reboot into bootloader before trying to enter recovery.... For example...
Start the phone in Fastboot/BootLoader mode and connect it to your PC.
open command prompt file and change to the folder your recovery IMG file resides in.
type the following, pressing enter after each command, and wait for it to finish before going onto the next...
mfastboot flash recovery recovery.img
mfastboot reboot-bootloader
Note: the recovery could be twrp.img, cwm.img, etc.
The device will reboot then display different BOOT OPTIONS
Use the VOL DOWN Key to SCROLL to Recovery and VOL UP Key to select it.

My thread title says its Unlocked, I will try rebooting to the bootloader first then trying recovery. I did not try that. I have been rebooting to the OS then rebooting to Recovery,

that is your issue right there after you flash a custom recovery you need to boot into the recovery before letting your phones boot into the OS.
if your phone boots into the OS then the recovery will not stick and you will be back on the stock recovery.
so
1.boot into bootloader
2.flash Custom recovery of your choice
3. make sure the phone does not boot into OS it can reboot back into bootloader and it can reboot into recovery with no issues but if it boots into the Phone OS then you will be back on stock recovery.

Not sure about alle the steps you did or did not do.
But if you install TWRP and then reboot back to MIUI, it will overwrite the recovery again.
From the TWRP.me site:
fastboot flash recovery twrp.img
fastboot reboot
Note many devices will replace your custom recovery automatically during first boot. To prevent this, use Google to find the proper key combo to enter recovery. After typing fastboot reboot, hold the key combo and boot to TWRP. Once TWRP is booted, TWRP will patch the stock ROM to prevent the stock ROM from replacing TWRP. If you don't follow this step, you will have to repeat the install.
Ok, followed all the steps exactly, the phone boots into twrp, then i reboot in system, or let it reboot by disconnecting, same thing happens. Black screen MI logo, bootloader unlock, in red, at the bottom of the screen with an open padlock.
Now it wont boot at all.

OK, if you want to keep MIUI, just flash MIUI again and it should install the needed firmware, recovery etc.
You can use the recovery zip for this or the fastboot gz version to install (both should work).
If you want a custom rom installed, go to the Lineage thread (i use that since feb, with weekly updates) or another one.
Read the first few post carefully, but if you want to install it (Lineage), do flash the firmware first via recovery before flashing the rom (don't forget this one).
Update. I can get into TWRP recovery but have no back up.
If I try to boot into system I get a black screen with Mi logo and a red unlocked boot loader padlock graphic.
If i boot into fast boot and run miflash, the phone is recognised but the sd storage does not appear in the drop down at all.
I cannot use the pcsuite software and if the phone is not in TWRP or fastboot mode it is on the black screen with logo with red unlocked padlock and is not recognised by the PC. I dont know what else to do, any help will be greatly appreciated.
Found out the problem it was supersu, gonna try a different version

Glad you found the problem.
I think that MIUI has already build in the SU via the Developer options, but i'm not sure of that.
If you think of Lineage, just flash the Lineage Su addon after the Lineage rom.

MIUI has some sort of verification on boot. If it detects a custom recovery different from stock one, it won't boot. You need to use zcx twrp. It can bypass this verification.
