I'm currently looking for a way to "combine" to widgets to look like they belong to each other, or seem connected. I want to use these spaces to put apps in them to use them as better looking icons.

I think its a Galaxy Tab only widget. Might be on other Samsung phones, I'm not sure. You can only use it on the Samsung home app though.

It actually is the AccuWeather Clock.
It is available in the Samsung Apps.
Only condition though, you must be running twlauncher as your home launcher to be able to select this as a widget.
Attached file is flashable via CWM.
