INTRODUCTION
It seems that a lot of Canadians are having this problem, so I decided to make a guide on how to bypass it. For my guide on flashing RUUs on the Canadian IS, click here.
THE PROBLEM
People with a Canadian Incredible S are continually getting the "Model ID Incorrect" error. This error occurs because the Canadian IS has the model ID PG3212000 while it seems every other IS has the ID PG3213000, which is blocking us from installing it... But luckily there is a way to fix this error.
THE SOLUTION
NOTE: It seems many people are having problems. After reflashing my phone and S-OFF'ing it again I had the same problem. Turns out ENG S-OFF is needed for this! Find out how to install it here: http://forum.xda-developers.com/showthread.php?t=1070348
To install a PG3213000(Any non-Canadian Incredible S) radio on a PG3212000(a Canadian Incredible S) follow these instructions:
1. go to: http://forum.xda-developers.com/showpost.php?p=12870734&postcount=1 and download whichever radio matches your rom...
2. extract the file you just downloaded and open up the file called: "android-info.txt" in WORDPAD...
3. In the text file change the first line saying "modelid: PG3213000" to "modelid: PG3212000" and go File -> Save.
4. Rezip the file and make sure you call it: "PG32IMG.zip". Copy it the root of your SD card.
5. Reboot your phone in bootloader and let it install... DONE!

which one do you find works best with the bell is?
It all depends on what ROM you're using... You always want to use the radio recommended for the ROM... if it's a RUU, the radio is already in it.
I'm on the Virtuous Unity 1.26.0 ROM and oddly enough there isn't a reccomended ROM.
Also is this way any different than extracting the radio image and pushing it through fastboot?
Both have the same results, but this doesn't require andriod sdk, any work in command prompt, or ENG S-OFF... And I would recommend the 20.2804.30.085AU_3805.04.03.22_M radio

Hey can you use this guide when trying to flash a ruu? It never works when trying to flash a RUU because of Model ID incorrect... I am stuck in bootloader because of that...

I have tried that before and it did not seem to work... All it did was install the HBOOT and radio from the RUU and then it rebooted my phone...So essentially all it did was revert my phone back to S-ON... I will keep playing around with RUUs and will release a guide if/when I figure out how to flash them.

Yea I am stuck in bootloader because I was running Gingerbread and when I try to go back to my stock RUU I can't because it is Froyo and I receive "Main Version is Older" error...

Reflash a Gingerbread radio... Unfortunately it is currently impossible to downgrade your radio from Gingerbread to Froyo... It will put you into a never ending boot up loop.
Wait... Are you saying you successfully flashed a GB RUU? How?

No it doesn't work... It was only when I was S-Off that I installed Android Revolution rom and that upgraded me to gingerbread... Well after that I accidently did a hard reset which removed my S-off and I am now stuck in bootloader with ***Security Warning***. The only way to fix it is by flashing a stock RUU but since this is Bell IncS only Sasktel rom works and I cannot flash that because I get the error "Main Version is Older" error.

I don't know what you can do to fix that, unfortunately... Post a question in the general forum and hope that someone can help you out with more information...
Edit: :O maybe that's why the RUU didn't complete the installation and rebooted my phone! The radio was newer then the version in the Optus RUU?!?! Omg that might have been my problem...

RUU is an acronym for ROM Update Utility... It is an official update for the phone which makes it as though it was new and seem like it was never tampered with(no root, no custom recovery, not custom HBOOT, returns you to S-ON, etc).
I believe this has been posted elsewhere, but if you are unable to flash your radio AND you are already ENG S-OFF the following works perfectly.

Make sure HTC Sync is installed
Extract ZIP to a folder and from that folder run the following:
1. Connect your phone into a PC, and make sure that USB Debugging is enabled
2. Type: "adb reboot bootloader"
3. Once your phone is in bootloader (white screen with text), type "fastboot flash radio radio.img"
4. When the flashing completes, type "fastboot reboot"
This works on any version of the IS, including the Canadian one. I included the recommended radio, however any radio can be used by replacing the radio.img file.

Yes, I know, but this makes it so that ENG S-OFF is not required as it is a little bit overkill... Plus, I used this as my basis in an attempt to installing RUUs on the Canadian version of the IS, since I was told it is not possible unless I XTC clip it... I proved those people wrong.
It doesn't seem to work for me.
I edited the android-info.txt file, re-zipped and placed the file onto the sd card. When I reboot into hboot, it says "Loading PG32IMG.zip" then "Parsing" then nothing else happens.
EDIT: Never mind, I got it to work using the other method.

Changing the CID is not going to get you around the model id error. You need to be S-OFF and then you can manually edit the andrioid-info.txt and add the modelid to it.

Which RUU are you attempting to run? What you need to do is extract the ROM.zip from the RUU and then in the ROM.zip there is a file called android-info.txt that you need to edit and add a modelid= line to it for your modelid. Then you copy that ROM.zip file to your SD card and rename it PG32IMG.zip and reboot into bootloader and it will attempt to load the rom image.
Get into FASTBOOT USB mode and enter the following command and post the results:
fastboot getvar all
That will give us a true picture of what phone model you have and what you need to do.
Of course it is a risk. Especially considering even after you were told its the modelid that needed to be changed and you are still going on about the Cid.

The risk is that you are not understanding what you are being told to do. You will not solve our problem by changing the CID value.
The risk of modifying a ROM.zip with S-Off is that you cold flash one that is not compatible with your phone, thus the reason you were asked to run the Fastboot getvar all command so that we can help ou determine the correct RUU you should be working with.

Ok now we are getting some information that is useful. You will definitely need to modify the android-info.txt and add the line modelid=PG3212000 to the top of the file if you want to flash an official PG32IMG.zip file extracted from an RUU.
If you are S-Off why don't you install one of the stock, rooted ROMs in the Dvelpment section that were created from the WWE RUUs?
There is one based on WWE 2.30.405.1 which is the original GB/Sense 2.1 RUU and there is one based on WWE 3.08.405.3 which is the latest GB/Sense 3.0 RUU. I have installed and ran both of these on my Canadian IncS.

What error did you get? After you edited the android-info.txt file, did you then copy the ROM.zip file to your SD card and rename it PG32IMG.zip?

OK, in order to help us solve this, we need for you to post the contents of the android-info.txt that you modified and also from FASTBOOT USB mode, please run the following command and post the results:
fastboot getvar all
This will give us all of the details we need to assist you in getting straightened out.
Once again, since you are S-OFF you could simply go to the Development section and get the stock, rooted version of 3.08.405.3/Sense 3.0 ROM that you can simply flash from CWM Recovery and be done with it. You would still have S-OFF and root.
So I've asked this question before and I remember people telling me an RUU is capable of removing an HBoot and installing a new one under the conditions that the CID and MID are matching the RUU. My phone is S-On and my HBoot is GPE, but my CID and MID are T-Mobile and I want to return back to stock T-Mobile Sense 5. The new RUU has an HBoot higher than my 1.54 GPE HBoot so it should work... I haven't unlocked my phone through the HTCDev site, if that matters; I unlocked it through adb commands on GPE but I've tried relocking it via adb commands and I still get the error when I run the .exe file... My device is not recognized on HTC Sync Manager and there is no status bar on the "fastboot oem rebootRUU" menu like the instructions says there will... I tried flashing GPE recovery and even Sense 5 recovery; neither worked... I'm on ARHD 3.06.1700.10 ROM because I can't seem to flash stock ROM due to S-On... I'm starting to think that I get the error because of the GPE HBoot and S-On... Am I just screwed? Is it not possible to run an RUU if you have a different HBoot and S-On at the same time? Is it an issue with my drivers? Or is it because I haven't unlocked my device on the HTCDev site?

Sorry about the late reply; since my phone is so messed up, I was trying to fix it with another route by doing Rumrunner S-Off first, but that isn't working out so well... So I'm back here trying to get past this error. The file in that thread cannot be used with my CID due to the .txt file inside the .zip file, and whenever I try to edit it with Notepad++ (the program that supposedly doesn't corrupt .txt files), it always corrupts the .txt file. Is it possible you or anyone (pretty please) could edit the .txt file inside the .zip file to have "T-MOB010" and send it to me somehow?

It does actually work, just seems very sensitive to OS, USB ports, drivers, (possibly even locale), etc.
Recommend you use a plain vanilla Win7 PC with USB2 port.

I had this exact problem trying to go back from 5.11.401.10. When i extracted the rom.zip, fastboot came back with remote: 02 data length is too large.
I had already unlocked with HTCDev, flashed TWRP and s-off. i just wanted a stock ruu to go back to sense 5.5. In the end, i found TeHashX has created a twrp flash here: Link I flashed that without root, with radio and recovery and I'm back to stock. You'll probably need to be s-off for this but I'm not sure. I kept s-off and the unlocked bootloader.
Ps. You can remove the tampered with a rooted rom in the process.

I have also been unable to use any of the 4.xx RUU... They worked once but none of them work now. Anyway I just wanted to say I also created a Guru Reset for the 5.21.502.2 (AT&T) here >> http://www.androidfilehost.com/?fid=23501681358545274 to go along with the files posted by @TeHashX
The only thing i can think of was the hboot prevents it now but i wasnt going to play with that. I personally went to 4.xx to get away from sense 6
Is there any other maybe older stock ROM i can try ?
I tried 1.29.401.x and that failed too. There was a note with the download saying you need to flash hboot 1.44 which i didn't bother with.

I have the drivers installed, my phone is recognized by the computer and also phone

When I use the fastboot command it gives me an error.
Then I decided to use the latest RUU thinking it will upgrade my firmware as well.
After I execute the RUU on my windows 8.1 machine it just vanishes after the install wizard
finishes and it asks me to agree with terms.
Any suggestions or help will be appreciated.
I am on viperRom 7.02 with bootloader unlocked and S-ON.
I believe you need to be S-OFF to do a firmware update other than an OTA

You need s-off to flash modified firmware. Flash stock firmware for lollipop and the lollipop RUU will run fine. Don't update firmware (stock) RUU don't work.

you can s-off with sunshine, will cost you $25,don't upgrade your hboot past 1.57, or you will be stuck with s-on for awhile/you need to be s-off to flash modified firmware.

You can only flash stock firmware.
Once you do, then you can run RUU.
It will give you hboot 1.60 and you can't get s-off with it.
Firewater and Moonshine require internet connection on computer while running tool.
Tools have been shut down, and servers closed. They will fail when you try to run them.
To get s-off costs money now http://theroot.ninja/ they are same people that put out Firewater/Moonshine
This will get Sprint HTC One M7 to stock Lollipop http://forum.xda-developers.com/showpost.php?p=59334111&postcount=4 and will put you at hboot 1.60
Decide if you want to pay for s-off while you can still do it before you go stock lollipop

Try it like this...
open cmd from folder that has the firmware.zip inside
type fastboot flash zip then drag and drop the firmware.zip from the folder to the cmd window
My guess is you firmware file is named firmware.zip.zip
Windows hide extensions so if you name it firmware.zip it will really be firmware.zip.zip

on my windows 8.1 I am unable to run the RUU, I tried it on a windows 7 machine and I was able to
run the RUU but it kept running forever and then failed. Bootloader was unlocked and I recently
found out that bootloader needs to be locked before running the RUU so I am going to try that
again and if I am not mistaken that I will give me the updated firmware.
To be honest with you I don't see much use of being S-off so I would not want to spend $25 on it.
I found a post where some one suggested for people on hboot1.57 to try the following.

type fastboot flash zip then drag and drop the firmware.zip from the folder to the cmd window
My guess is you firmware file is named firmware.zip.zip
Windows hide extensions so if you name it firmware.zip it will really be firmware.zip.zip

I have double checked the extensions no issues there since I have the settings to show full extension.
Still I did what you asked me to do but the drag and drop of file didn't do anything.
I even tried to flash the cmd: "flastboot flash zip firmware.zip.zip" to be safe side, give me an error.
