I remember with my One X, I had to download an app to set my locale settings; changing it in the phone settings wouldn't do it. After I did that, it would talk.
Search for the Set Locale and Language app by brucedior. That might do the trick for you.
Inside you can set it to the US.

In order to have Google Now talk back I went into Settings > Language & keyboard > Text-to-speech output > Google Text-to-speech Engine > Install voice data > English (United States) > Female (high quality). After the download completed and installed Google Now speaks back to me now.

Is the new Google Now just an app update available from Play Store, or is it an actual device update via OTA? I'm on Ubuntu atm
It's an app update.
I can't get the package delivery card to populate. I have it enabled in Google Now and have even forwarded the shipment email with tracking to my email address but it doesn't show up.
Anyone have any luck?
It showed up for me, it's got links to the email AND to directly track the package. All I did was enable it in settings. I don't know why is not working for you.

I'll try to extract apk for free dictionary from L9. Saw it already and it enables you to download one dictionary of your liking.
But in the meantime You can just select Cancel while it's asking for one and still use it (it'll connect with google translate).
Sorry I haven't written that piece of information.
thank you
Working on CM10, tested
After re-install V20A its working fine.
Ask for the dictionary in the begining but, maybe because had as default Korean...

Guys, this is thing is nearly useless, if you have to get into so much trouble just to get it on your phone. Why don't you, go and grab form the Play Store the free Google Translate app that now, also offers the download of dictionaries for offline use???

For me was like install any other app... But you're not completely wrong. The only "if" is that QTranslator is kinda exclusive and Google Translate don't exactly fit the captured text. We need select the area more far away cause after it gets bigger. If we select the text just inside of the screen limits, after gets kind of zoomed and gets out of screen... But like you said, they're almost the same.

Supposedly, should go to settings - controls - language and input - text-to-speech (TTS) options - Samsung TTS engine and press configure cog. Then install voice data and download high quality voice female, but it doesn't do anything (in my case just a popup window that says it will download and nothing else happens). Can you please check this on your device also? It might be a software bug

Yup, same here. I want the Google voice, not the HD samsung voice.
I have this problem on my Huawei P6, and from doing reseach I believe it's the TTS. If you look at under language and input, there is no Google-Text-To-Speach engine, but instead just the Samsung one.
I still couldn't find a way to download (or where to download the app for that matter) the Google TTS engine.
I hope some can figure this out, because that Samsung voice is really annoying. The funny thing is, Google Now have the correct voice/sound.

in the text to speech menu under advanced samsung has HD voice downloads and they all sound really good. and there free
I took a peek on the link provided as far as a work around for this issue/annoyance, and seems like a lot of work.
Anyway, I've found an easier solution. You have to be rooted and have Titanium backup. Not sure if it will for everyone, but it sure works on my phone.
All I did was freeze the Samsung TTS engine, and like a miracle my Google maps now sounds wonderful (it use the Google voice/speech) now.
Let me know if this works for you guys.
I'm happy now.

Google's map navigation function is pretty better than apple's. It shouldn't be lead you to lost at a different location.

I didn't realize that it "bleeped" words like that. I'm going to have to give it a try because I find spelling like "f***" more amusing than the actual spelling.
If you use the Samsung keyboard with S-Voice you cannot unblock offensive words I had to change to the Google keyboard and use Google Input to be able to use offensive words.
