Enter recovery mode. Wipe data. Clear dalvic cache. Reboot

Edit: the boot is stuck at the screen where it says samsung Galaxy mini, and it stay like that for 2-3mins and reboots again. i donno whats wrong with it

It called bootloop. Try to enter recovery mode by hold all physical button. Wipe data, clear dalvic cache then reboot. If the problem persist then try to reflash the ROM.

When you flash a ROM it will restart after a few seconds of installing. This is because it flashes the kernel first I'm guessing. All you have to do is take out your battery, reinsert and go into recovery. Flash the ROM again and this time it will not restart and will install fully.
Took me 5 minutes to figure when I flashed my first ROM, 5 frustrated minutes lol

Nimbah is exactly right it has to flash and launch a new kernel as the partition layout is changed

It could also be an app. For example the installation of LBE Privacy Guard which worked fine on GingerBread caused a bootloop on Cyanogenmod 10.1 as it doesn't work on the newer versions.
If it is an app, it is most probably a root app.
EDIT: If you have to flash a new ROM, I would suggest this one: http://forum.xda-developers.com/showthread.php?p=39339443

Stuck in a boot loop, Ultimatum ROM

I flashed the ultimatum rom and it worked fine first time, i did a quick reboot not long after flashing and now im stuck in a bootloop ? i cant get past the loading screen
i tried going into recovery and wiping cache/dalvik cache as well as reflashing the rom but still the same problem
I haven't this problem with ultimatum...
Try to flash with odin, reflash your recovery and then reflash this rom ...
I hope it can solve your problem.

Please help with phone not booting

Hey guys. Been around for a while and have never encounted this problem. I went to restore back to stock firmware after running a custom rom.. both 4.3... I added the firmware to odin. It failed before it started and rebooted th phone. Figured out that the firmware I downloaded must of been corrupt/incompletly downloaded.. stuck on samsung boot logo.. tried to restore a fresh complete rom but still stuck on boot logo.. is there something I can do to fix it other than sen it in.

You don't mention recovery .
Usual would be to format sdcard system data cache boot to download mode and flash stock rom .
Yeah i have done all that

After install, try pulling the battery during boot then boot into stock recovery and do a factory reset/data wipe.
Has worked for some
