[Q] Limit notifications on CM10.2 - One (M7) Q&A, Help & Troubleshooting

Is there a way to limit the number of notifications a certain application can display during a certain interval?
For instance i'd like to retain facebook messenger sound/vibration notifications, yet prevent the app to give out a notification for every single message I receive (since this is obviously not handled in-app).
Even more stupid is that most apps (fb, skype, viber...) have the notifications that keep coming even during an open chat session which is very annoying.
If I were to disable sound/vibration notifications for those apps, then i'd be sorting the issue during an active session, but i'd loose sound/vibration notification when the app is in background.
But that is the application fault sadly....
Has anyone come to a solution to those issues or i'm just being too demanding?

Facebook notifications, don't want 'em

How can I tell which application is actually creating notifications from facebook?
In the official facebook app's settings, I've turned off notifications, but I still get them. I also have bloo, and a few other facebook apps installed, but as far as I can tell, none of them are running when I get the notifications.
As they come in fairly often, it can get annoying with the constant buzzing and/or bleeping.
(On a related note: going to the item in the menubar dropdown takes me to the official app, to the notifications page... Which I then close. And then, without any actual new notifications coming in, it alerts me again shortly thereafter. Annoying. Halp!)

Messages For Web Silencing Notifications

Hey gang, wondering if anyone else has this issue. When I'm using Messages For Web (Google Messages SMS) it silences notifications on my phone. This is especially annoying if I leave Messages for Web up on my computer and leave the office, in which I get zero notifications.
Any idea how to fix this?
I just tested it and while it's running on my Windows PC I still get a notification on my phone.
Fixed this...you have to go to App settings and enable notifications. There's a separate section for 'notifications while using messages for web'

Missing notifications

I am running EX Kernel, Magisk, Edexposed, and Blackenedmod. I used to have all notifications come just fine to my phone and my smartwatch. Recently I stopped receiving certain notifications.
For example Snapchat no longer sends me a notification if someone is typing or if a message has been sent to me. I notice I have to open Snapchat before it pulls a chat update request from their server. Also, I have games that notify me about stuff every few hours/daily reset, but I no longer get those notifications either for those games.
Could I have done something to my phone where some apps give me notifications but others don't? I checked settings and no notifications are disabled. Wear OS is also set to disable notifications on my phone while I'm wearing the watch but I had that setting on before and got notifications just fine. Any ideas for me?
Edit: fixed Snapchat by reinstalling it. But reinstalling my game won't give me the passive notifications.

Major issue with delayed push notifications

I have been experiencing delayed notifications on my Note 9, mainly with Facebook Messenger, but it applies also to the Line messenger app and Outlook, so it's not confined to one app. It's probably just that I use Messenger often, so notice it more with Messenger
The symptoms are a random and sometimes very long delay between sending a message and receiving a notification, measured in minutes to hours. Sometimes, I'll receive a bunch of notifications from multiple apps when opening the screen.
Other times, even opening the screen does not cause me to receive notifications. I can be actively using the phone and there will still be a random delay on notifications.
For example, I was using my phone earlier to web browse and my girlfriend sent me a message. I did not get a notification. After 30 minutes, she called and asked me why I was not reading her message. Opening the messenger app, I saw the message there (as well as the time at which it was sent) and about one minute later the notification came in.
Similarly, I can be using the phone and someone will video call me on Messenger. I don't get a notification until I actually open the app (I know this since my other phone that has the Messenger app installed on it rings, so I know I have an incoming call).
I can test notification delay by using one account from a computer to send a message to the account linked to my phone, so I know exactly when the message was sent. But the notification delay, even while using the phone actively, is still present and measured in minutes to hours, whereas the other phone receives the notification immediately.
It is NOT doze mode at fault. I have explicitly disabled ALL battery optimizations as well as turning off doze mode with ADB at boot time.
It's not bluetooth, even though some users in other threads have pointed to bluetooth being at fault.
I have cleared cache, uninstalled all updates for Google Play Services and Google Play and reinstalled them.
The phone itself seems capable of receiving push notifications correctly. I can use the push notification tester app to setup a high priority notification for, let's say 10 minutes from now. Then I shut the screen. After 5 minutes, I send a message to my phone with Facebook Messenger. No notification is received for this message.
After 10 minutes, the Push Notification Tester app triggers its notification correctly, which is received immediately. And then shortly afterwards, the notification comes in from Facebook Messenger.
Clearing cache and data on Messenger doesn't make any difference, and as I said in the first paragraph, it does not appear to be the app, since other apps are affected.
This is driving me crazy. I miss out on messages and important emails.
Is anyone aware of any solution to this problem? I just see a whole bunch of snake oil remedies on the net, but no real solution.
It appears to be something that might be related to notification priority, judging by the behaviour of the Push Notification Tester app, but this is just speculation on my part

Question TikTok notifications issue

Does anyone of you facing a problem with TikTok notifications? I have a problem only with this app, all the notifications are ok, but with this app I have a problem. In particular, I cannot receive DMs notifications, with all my other phones I have no problems...
Of course, all the notifications are enabled and I already tried to set the app to avoid battery optimization but it doesn't work.
The strange thing is that it seems the messages arrive whenever I open the app, not in background
