Well if you read them you would know you only have two choices...
First call Dell and or TMobile and see if they'll be nice enough to give you the code
Secondly pay the $80 for the code
Those are your only 2 options
I really worked well.

i contacted tmobile and told them i was going out of the country on business and needed an unlock to be able to drop diffent sim due to cost. With in one day they sent an email with the unlock
Actually, there are four options.
1. Send email to [email protected] with IMEI number which for me yielded a big fat:
Dear Customer,
The below device is a retail piece. Please contact carrier with proof of payment in order to procure the code also do let the carriers know that the below device is a retail piece.
Mobility Unlock code Team
2. Call T-Mobile and plead your case, which yielded me heartburn.
3. Use a 3rd party chip/service and pay money.
4. Call Dell's mobility team toll free number (can be found on this forum or on Dell.com) and plead your case, which yielded me a code.

Tried that unlocker, waited 24 hours, got this:
Dear Customer
Thank you for you recent order. Please find your updated order details below.
Unlock Status:
We have been unable to obtain an unlock code for your phone using the imei number supplied. Although this model is generally un-lockable, there are instances where codes cannot be generated. This is due to unique phone variables and cannot be predicted in our preliminary report.
I called Dell and waited for day. They gave me unlock code on the phone within 5 minutes. No sweat. Make sure you're still with TMO before unlocking. That's it.
I've finally got my Dell Streak 7 Unlock!!!!!!!!!!!!!!!!!!!!!!!!!, after three long frustrating months of head aces, and many many hours on the phone chewing out T-mobile and Dell, fist off id like to say if you buy a Dell streak 7 and want it unlock PLEASE PLEASE buy it from Dell- NOT T-mobile, this will save you and the reps at T-mobile lots of time, anyhow here is what i had to deal with!!!!!!!!!!!!!!!!
After getting my Dell Streak 7, i ran Gingerbreak.apk, great root tool, rooting in a few clicks right from Tablet.... then i started to call around about the Sim Unlock code......only to find out the if you bought it stright threw Dell they would unlock in in less then 24 hours.......but if you bought it threw Tmobile OMG your in for a treat......
I had to sign up for a pre-paid plane, plane had to be active for two months, after which you had to have $10 dollar credit on your account, about 40 bucks what i had in it total not to to bad, when there are places asking about 60-90 bucks to unlock it, but could have dealt with not having to call Tmoble every day to find all this out in the first month, so now a month in trying to get the code im on my way closer to unlocking it.. i wait my 60 more days with the proper limitations that they said to have the tablet unlock ( account for 60 days and $10 on account)......... when my 60 days was up i was calling right back to get the unlock code.......
This was my trouble for three day about 4 hours each day on the phone with T-mobile, T-mobile was saying that Dell has the Code, and Dell was saying T-mobile does, well we all know that T-mobile has it!! its a SIM Lock its there SIM wtf....... so so so mad......grrrrrr... days of this...... i called and called and called demanding the Code, Saying someone put it on there i want it off !!!!
If not your taking this Tablet back and im buying one from dell, they even came to a point trying to tell me that it cant be *unlock* that they dont have the software to unlock it, that i would have to buy a internal tablet, i was like wtf...... thats a bunch of BULL SH*T......
so i called again.......... most the responces back are threw emails saying something ( some kid of excuse ) on why they wont give you your unlock code...... so fillany getting Dell and T-mobile to do a conferance call and each of them saying they had the code to each other, and me causing one big azz stink.... saying they either taking the Tmobile tab back and sending a unlocked dell not stamped with the t-mobile logo, or im calling a Lawyer yes i say it..........Lawyer ;-p
and Bam
my unlock Code was sent in less then 24 hours in the 6th email with my code....... the 5 email before were some excuse why they woulnt give me my code......
if you have T-mobile i feel for you, they have the worst customer support ever.......
all but one Girl that i got, her name was Kris, she helped out alot in the end........
thank you bunches
Kris.........
so if you have account with them for 60 and its prepaid, you can get it unlocked
ive even GingerBroke (rooted it) with Gingerbreak.apk
and ive NVFlashed android 3.2 on to it as well, running 3G from T-mobile.... guess the 3.2 doesn't have 4G yet on the ROM but all works g..... rumor has it its Dells coming out with 3.2 update Oct.7th so we will see, im not getting my panties in a bunch though.....
runs great i love the 3.2 on it, it runs so much better
however i have Boost Mobile, and i threw my Boost SIM in it and it was for the unlock code, put that in it was good, it unlock, then i ran the code on the Sim threw the settings and it was good, got me into the PUK code which at the time i didnt have and it locked up my boost sim
but now i have the boost sim unlock and still nothing working on the tablet.......
soon to try out a rebel sim and see if that works or maybe even go with ATT gophone plan....... 50 buck unlimited..... and it will work on ATT
if anyone has any questions about the DELL STREAK 7 and needs some help hit me up i would be glade to share what i have learned in the past few months..........
I purchased multiple SIMs through T-Mobile (whiile trouble shooting). How can I find out if the last SIM is locked (or not)?
If I am willing to buy a new SIM from AT&T ($12) do I care if I have an unlock code?

Is this a 'senior moment'? Call Dell? Didn't you red my post, I'm (sorrowfully) with T-Mobile.
I get it; the Streak is locked. I've inserted 3 T-Mobile SIMs and never been asked for an unlock code. (I'd ask where to put an unlock code, but I doubt the answer would something physically possible)
Your first question was about the sim itself and second question was about the device itself correct?
If you know for a fact your device is either unlocked or willing to accept that carrier, just pop the sim in and see what happens.
If it's unlocked it might work, but it depends on how the carrier sets up sims for tabs and phones (they make it intentionally complicated)
If the device accepts the sim but the sim is locked there's bound to be an input box somewhere to enter the PUK off the larger sim card it came from.
Noone really ever bothers with sim locking though as it's not really relevent/useful (to my knowledge), it's mainly device locking.
If the s7 is locked a tmo sim wouldnt prompt for an unlock code though as it's either locked to tmo or not locked at all.
If you need to unlock the device either ask tmo or dell like previously mentioned.

Well first of putting a T-Mobile SIM card in a T-Mobile device like the Streak7 will not cause the Unlock screen to come up , because it is a native SIM card ... To get the unlock window to come up you have to put in a foreign SIM card .. If this is a TMO S7 Most likely it is locked ...

Yeah , what he said ... did not see this post before I posted ...
If I want to root my 4G, does it matter if it's locked or unlocked? I am currently buying a month at a time, and plan to continue doing so for the near future at least. But want to make sure I don't do something that invalidates my month halfway through.
I presume if I were to root it would then be possible to delete the Dell Stage software? Any of the other add-ons I can get rid of - or perhaps more importantly ones I need to make sure to keep?

Does not matter, Locked or Unlocked , you can still root .... Sounds like what you want to do , you may investigate a custom ROM that has that stuff already removed ...

Recommendations? Via PM if necessary
'ey forgive me I'm a noob.
Seriously, this is an old device and there's not one available freeware method of obtaining the lock-code? I have two of 'em, purchased to resell.
Both are tmobile devices right now, I'm wanting to unlock them for any AT&T sim card. I'm currently ordering chargers for them, so I'm not too clear on which ROM they're operating on currently, I just know they're locked to Tmobile because they guy who sold them to me.
Options I've seen are to use dell or tmobile support-neither will work this isn't a retail piece, it was purchased from ebay, ebay seller doesn't know the original owner, no clue where any of that info is.
I don't want to pay for the fee, kinda negates the purpose of my purchase.
I've unlocked other tmobile devices via ROM's, managed to get a select few on the proper networks with AT&T...
Is there any option available for these two tablets?
I'd prefer full functionality (3g 4g)but if the only available means are limited, then so be it.
Heck, is there a way for me to just find my own unlock code in the device once I manage to get the chargers?
I'm just surprised this is such an old device, there's not a simple/available free solution to this????
gimmie a compass, I already have a bit of a map... (My search results have all popped up with forums from last april or so, and an abundance of them to the point I don't have time to dedicate crawling through them all. :/)
Okay, I'm a total newbster / newbsterino and probably even suggesting something that is frowned upon.... maybe LOL, but here's what I was thinking...
There is currently a list of IMEI and unlock codes available but it's a very short list. Couldn't you "Temporarily and for testing purposes only" change your IMEI number on your DS7 to one on the list and use the code on the list to unlock, then rewrite your IMEI to your original one. Just a thought if that may work.
sim card error
i really appreciate your work helping and providing the android updates that dell wont even do.
i installed honey and it kept turning off.( i think i found the repair)
so
i upgraded to cm10.1 (and am very happy with it/ i don't want to go back)
the cm 10.1 isn't finding my sim card.
sim toolkit will not update or find the card (all the number about size are zero and when i insert and remove their is no "signal" that its noticed)
i will be happy if i have to revert to honey3.2 but i want to keep jellybean!
thank you for reading.
I tried to start the process of unlocking my TMOBILE S6 today - first thing I discovered is that I need to get a new ATT NANO SIM Card - the Note 4 I am using has a Micro SIM - and the S6 uses the smaller NANO SIM CARD.
When I chatted with one of the online "unlock" web sites - they said they are not able to unlock the S6 EDGE because it does not give the user a prompt to enter an unlock code after inserting the ATT Sim Card.
he did not know if this would happen (or not happen) on the regular S6.
I am going to get a nano SD card from ATT and try it today - but after what I heard happened on the S6 Edge - It is not promising - it looks like TMOBILE is trying to close the door on people buying their phones and then immediately using them on ATT or some other provider.
If anyone has any experience they can share it would be helpful - I am going to see what happens later today after I get a new NANO Sim Card from ATT.
Updating my original post -
I have learned (thru attempting to use an ATT NANO SD CARD - that the only way to unlock the TMOBILE N920T at this time is by using a special AP available from TMOBILE - and then it will only work when TMOBILE has authorized it.
Cellunlockers or any of the other web sites that offer codes to unlock your phone will not work as you never are given a chance to enter an UNLOCK CODE.
I don't know if there are any other options - maybe secret samsung codes - or a special app by one of our illustrious developers - but for the time being, if you have purchased a TMOBILE S6 (like I have) and want to use it on ATT - it is not possible.
I would love to hear from any one who has an idea on what can be done about this (if anything) short of getting TMOBILE to give you an Unlock Code.
(I beleive the current policy at TMOBILE is that they won't give an unlock code until after 3 months of service. I might be wrong on that - but I beleive that is the situation.)
Any suggestions
What if i have been using T-Mobile for a few years now and decide to buy the phone full price. Wouldnt that also unlock the phone? My wife uses T-Mobile on her iPhone 5S and i wanted to buy a S6 Edge and pop her sim card in it, wait a few minutes and request the unlock. Would that work?

T-Mobile has no idea how to unlock it and they claim that they won't until after the phone officially launches (April 10th). I have been on the phone with them for hours over this.
I'm officially UNLOCKED!
I can tell you that I have had my S6 for about 4 days and I put my prepaid sim card in it instead of the one it came with (had to create a postpaid account so that I could get this phone!). I tried to unlock with the app on the phone and it told me NO, I am not eligible to do that, but I just tried it a 3rd time about 30 mins ago and BOOM! I am permanently unlocked and can confirm that AT&T works great! The phone rebooted and it automatically froze the unlock app. LOL I un froze the app and sure enough, I am perm unlocked! Not bad for using the phone for less than a week and not calling T-Mobile even once to ask. Just wanted to give people a heads up in case u wanted to try this yourself with a pre-paid sim (if u have a prepaid account, of course). I love my $30 plan so I will be cancelling my service so that I don't have to pay for anything except for the phone itself. Good luck!
Wow! Lucky!
I tried 10 times with an AT&T sim but no luck.

Since it's associated with your account u gotta have YOUR SIM card in there in order for the app to know if you are even eligible or not. So, u are correct, u have to unlock it with a T-Mobile SIM card than after it reboots (if successful) then u can put a non T-Mobile sim in.
My question is.. S
Did your phone say unlocked before or after you put in the Att sim card. Your first post wasn't clear. Also are you rooted or no?

What he is explaining is that he had his T-Mobile SIM card in the phone, he then opened the T-Mobile unlock app and tried to unlock the phone. And it told him no. So he tried a few more times, and finally it allowed him to unlock the phone. Then AFTER the phone was unlocked he put his AT&T SIM in and it worked.
The reason behind this is for the T-Mobile unlock app to work it has to check your account to verify that you are eligible for the unlock to occur. The phone will not unlock with any SIM that is not a T-Mobile SIM because it will not be able to verify if it is or is not eligible. And since there is no chance to enter an unlock code there is no need to put your AT&T SIM in the phone until after it is already unlocked. Basically they changed everything.
To be eligible for the unlock from T-Mobile, you must have an account in good standing at least 40 days old, and the device must be paid in full. So my suggestion would be to find a friend or family member that has had T-Mobile for a while and swap their SIM into your phone and do the unlock request, afterwards swap out your AT&T SIM and you should be good to go.
Thanks for the clarity that was lacking in the original post. Unfortunately I don't know anyone who has tmobile. Oh well... Waiting ain't so bad...
Unlock code
I bought an unlock code, as everyone stated the unlock code screen doesn't come up with an ATT sim installed but if you turn the phone on with no SIM in it and the. Go to the phone screen, type #7465625*638*# it will take you to the unlock code screen. I was able to get an unlock successful but when I restart the phone with my ATT sim it still says insert valid sim. Very weird and very frustrating. Have a friend that is prepaid. Trying that tomorrow

I got lucky, had a chat with TMOBILE rep and they approved for the unlocK. I only opened the account a few days back. She did say it may take up to 14 days because the unlock cod or the device isn't available in the database yet

To unlock a prepaid phone, T-Mobile requires that you put at least $100 in your prepaid account if the account is newer than 1 year old. My question is, have you deposited over $100 in your account, or did you just recently open up the $30 line and you got lucky? Trying to replicate with my $30 plan I just bought

You are correct, but that is only one of their stipulations... You have to be activated for at least 40 continuous days for the phone you are trying to unlock AND your account must have had at least $100 of funds that have been put on it with the number assigned to the phone you are unlocking. With me, none of those requirements were met and my unlock still went through so I don't really know what the hell happened but it was def not policy. See, I have had the same prepaid number with the same $30 plan for over a year but I have not maintained continuous service. I jump from carrier to carrier so as long as I don't let my number get deactivated then I can keep going back to that plan but if I don't fund my account for over 90 days then my prepaid number gets recycled and I have to get a new sim card to get back on the plan I had. It may seem weird but I have been doing this 4 awhile now so I have caught on to the way T-Mobile works. I just put $30 on my account so that I could upgrade to the S6 but then I was told NO and that I had to wait til they were available at stores and that did not fly with me so I activated a postpaid account in order to get the S6 but I never put the new accounts sim card in my S6, I just immediately put the prepaid sim card from my old account in there and that's the way I got it unlocked. It's confusing but I'm trying to give you the best details I can so everyone knows EXACTLY what I did. Hope that helps...
Just bought a T-Mobile s6 today and it was unlocked when I purchased it, the guy I bought it from has been with T-Mobile for 5 years and he unlocked it right away when he got the phone. All you really need to do is find someone that has had a T-Mobile account for the said time and pop the sim in ur phone and get it unlocked. Working like a champ on ATT network.

So what is a prepaid sim? im relatively new to sim cards
I searched around and could only find one unlock service for the T-Mobile Note 5. It's pricey too at 31 bucks so hopefully someone can find something cheaper. Right now this is our only choice for those of us who want the unlocked bootloader but use other carriers. If you guys find something else, please post here. Thank you.

Are the lte bands the same between the ATT and T-Mobile variants. I haven't been able to find this on Samsung's site.
That's a very good question and something I should have probably looked into prior to preordering LOL If it's anything like the note 4 we should be okay. I'll be the first to know if they ship my phone out. I have AT&T and ordered the T-Mobile variant.

You can use the TMOBILE NOTE 5 on ATT - no problem - I have been doing that for years with every phone I own.
The Unlock process on TMOBILE Changed when they released the S6 - and chances are it will be the same on the Note 5 - there will be an unlock ap on your device from TMOBILE - to unlock the phone y ou click the ap and follow instructions - HOWEVER, you must be qualified to unlock the phone before it will let you unlock.
If it is like the S6 - UNLOCK codes from web sites will not work. Period. The only way to unlock it is using the ap that comes pre-installed on the device.
If you have been on TMOBILE more than a year and you paid in full when you purchased the NOTE 5, you should be able to use the unlock ap with no issues. If you have any issues you can call TMOBILE customer support for help.
This all depends on whether they do the NOTE 5 like the did the S6 - and I would guess that this is going to be the case.
By the Way - there was another way to unlock that we found on the S6 after a day or two - and that was by using odin to flash the full stock rom made for Metro - a carrier that uses TMOBILE PHONES - on the s6 they had a version of the same firmware rom on Sammobile that you could download and flash in odin and it did not have the unlock up - when you flashed that - then you could buy an unlock code from one of the web sites. (also several web sites sold unlock codes for the s6 and they never did work for anyone with a TMOBILE Device and stock rom because of the Unlock app on the pohne. Uninstalling the ap doesn't help - it is much more pervasive than that -
and remember you are unlocking the SIM Card is locked -the bootloader is not locked.
Whatever happens -good luck and hope it all goes smoothly for you. (it was a royal pain the a... for me when I unlocked my S6 but I was unlucky - do a search from your TMOBILE Account and read the TMOBILE RULES about Unlocking your device - it sholud give you all the details.
I bought the phone outright from them so there should be no problem with them giving me the unlock code right?

Paid for the phone and plan, cancelled the plan without ever inserting the sim. Soon as I see its shipped I call and cancel the plan and tell them I dont want the service.
https://www.unlockbase.com/unlock-phone/samsung/galaxy-s6/ is what I used last time, server based, Easy GUI, and immediate. I would assume all will be up for the Note5 soon. The provider frequents the forums, not sure of his user name though. It can be found in the tmobile s6 forums though. Hope this helps.

I found him on the s6 edge forums and already sent him a PM inquiring about Note 5 unlocking. I'll direct him to this thread when he responds.
Great to hear that it worked for the S6 for you! [emoji106]

Got my Note 5 today and confirmed it does have the UNLOCK AP - as far as I know (and I have been wrong before) you will not be able to use Cellunlocker or any other service to unlock your device with that ap on the phone - there are ways around it - which I described in an earliere post - but unless TOMOBILE has changed their policy from the S6 - you may have to jump through some hoops to unlock - probably not a problem if you hve been with TMOBILE more than 1 year - and if not - if you have owned the note more than 43 days -
if METRO has a NOTE 5 and Sammobile has the firmware for it - that is the easiest way to get around it for those who have not met the normal requirements set by TMOBILE.
GOOD LUCK
there is someone selling unlocked gsm note 5s on ebay but they wont be released until sept 15th, thats something to look into.

The process used, bypasses the unlock app, it roots the phone, unlocked it through a server, then unroots the phone. Pretty sure it used ping-pong, so it didn't even trip Knox. The service was immediate, took 15 minutes, root will have to be obtained though.

From T-Mobile website:
Unlock eligibility for monthly phones, tablets, and mobile internet devices
The device must have been active on the T-Mobile network for at least 40 days on the requesting line.
If the device is financed using T-Mobile’s Equipment Installment Plan (EIP)or if it's leased through JUMP! On Demand™, all payments must be satisfied and the device must be paid in full.
If the device is on an account that is under a service contract term, at least 18 consecutive monthly payments must have been made or the account has migrated to Simple Choice no contract rate plan.
If the device is associated with a canceled account, the account balance must be zero, including all pending charges

You can buy the phone from a shady authorize t-mobile store but you have to be on a plan for 40 days before you can ask the CS for the unlock code.
I tried that few times with the Note 4.
I have my phone and can confirm is uses the new unlock app which looks like will be difficult to get around. Don't know what to do now. May return it.

They got back to me. The service like the s6 is not available for now.
Yeah, I'm sure root is going to have to be in place before they can even attempt it

I was not aware of that - It must have happend after I unlocked - the first week or two on the S6 was crazy - trying to figure out how - the process you mentioned sounds great - do you have happen to know where to find it or do you have inks to the thread where it was done so I can read up on it?
Hi guys, anyone know of a good method to unlock a locked T-mobile Note 5 that was bought from e-Bay? I've been using t-mobile for years, but I don't know if the 40 days of use method will work since I didn't buy my previous/current Note 5 (unlocked) from t-mobile. My new Note 5 is factory locked, and I don't think the unlock code method some third party sellers sell will work with it.
Any info?
It doesnt matter if you bought the device from Tmo or not you may have to get service for at least 40 days. and after that last payment with 40 days in mind the unlocker app will work....I went thru that with the Lg v10 when it first came out and i got it from swappa. But i dont know off hand if things have changed or not since then but third party unlockers couldnt do it then. Thats one reason i quit buying devices from tmo and having to mess with that app but after 40 days made the payment on the 42nd day and the app worked fine.....

Thanks for the info. As far as I've read there used to be more options in the past:
-People would flash a MetroPCS Rom to their Note 5's in order to prompt to enter an unlocking code they would buy from a third party seller.
-People would unlock the phone through the T-mobile app regardless of where they bought the phone from, after a 40 day service under t-mobile, and have the phone fully paid if they bought it through t-mobile (used to be a whole year in the old old days). Also, some people reported being able to unlock after only 4 days of use under a t-mobile line, and requesting help from t-mobile. However IF the phone was stolen, or the previous owner had pending payments, the phone would get flagged by t-mobile, and other issues would appear to prevent you from unlocking, which is why it's risky to buy used phones off not so reputable sources like eBay.
- Some people or third party sellers would offer a server based unlock that was either free or paid by donation. I read that they needed root, but would use a "ping pong" type of temporary root that would not trip Knox, which sounds amazing, but I doubt people are still doing that since a lot of users ar moving on from the Note 5 by now.

I wasnt getting nowhere talking to tmo but went ahead and got the service with them just to unlock the device. But after that i started buying international devices, which was better since tmo is allowing bootloader lock and i prefer the exynos chips anyhow over snapdragon.
Hey, I was able to easily unlock my phone through T-mobile for free and really quick.
I bought a genuine T-mobile locked Note 5 from eBay, fearing it maybe a fake, since they still sell so many fake phones out there.
I tried the unlocking app on my SM-920T, and it said my device wasn't eligible. I called T-mobile, and a lady told me that she wouldn't know how to unlock my device past the unlocking app, so I asked her to transfer me to a tech guy, and she did.
The tech guy looked up my IMEI number, and realized it wasn't a stolen phone, or a used phone under someone's account left with a debt, so he said that was good so far, and he tried his first "unlock method" to no success... I don't know what that method was, but then he said he'd try a second method (probably server based), and he was successful. He told me to wait anywhere from 2 hours to 24 hours, and try the unlocking app.
I tried the unlocking app right away, and it worked. Overall, it took less than 5 minutes talking to T-mobile to unlock permanently.
I did this in Florida, US, with a refurbished phone that seems to be legit. I don't know how this method will vary under other circumstances.

Hey man, just to let you know, it is even EASIER to unlock phones through T-mobile now, and for free!!! All you have to do is leave a message about it on T-Mobile's Facebook support, and leave them your IMEI.
IT DOESN'T MATTER IF YOU'RE NOT USING THE PHONE ON T-MOBILE
NO CONTRACT OR DAYS OF USE WITH THEM REQUIRED
THEY USUALLY RESPOND IN MINUTES
NO CHARGE WHATSOEVER
IF YOU ARE IN THE US, EVEN THE SIM CARD ON TMOBILE SHOULD BE FREE IF YOU NEED IT, JUST DON'T GO TO A SHADY SMALL T-MOBILE SHOP OWNED BY A THIRD PARTY, GO TO THE BIG STORES.
Hi, I like to know if anyone else has the same problem and what options there are if any.
I bought a new AT&T Note 9 on Ebay. Seller told me the phone had been paid off so I went ahead and requested an unlock code from AT&T.
AT&T approved my request and provided the unlock code. Problem is that I kept getting message that the unlock code is incorrect. I have tried 3 times already and still got the same incorrect unlock code message.
Upon further research, I found that one may have up to 5 attempts to enter a code to unlock the phone. If entering incorrect code more than 5 times, the phone will be permanently locked to the network, in my case to AT&T.
I have been given the run around from both AT&T and Samsung. One says the other should be responsible for fixing the problem (!!!!).
Any advice is appreciated. Thank you.
Go to cellfunlocker and buy code..they will give you all codes you need

First question. It's an important one that you need to answer accurately. Did the original owner buy it from ATT or Samsung ?
Sent from my SM-N960U1 using Tapatalk
Seller told me that the phone was purchased from AT&T and paid off, which seems accurate because AT&T already approved my unlock request even though the unlock code does not work.
Now with the blame game AT&T and Samsung are playing, I am not sure what else to do. Last resource will be to pay and get another unlock code from 3rd party.

I'd suggest cutting your losses and going the route as the person above mentioned using simunlocker net. To be honest.

I ran into the same issue. Apparently it's a common issue and one that ATT is not moving quickly to fix. I just bought an unlock code from cellunlocker. Now I just have to wait. Irritated since ATT is is supposed to do this for free and I already waited once for their useless unlock code. Now I have to wait for another one.
I submitted a request last week for a lock code from AT&T, then later that night said screw it, and purchased one from Cellunlockers.net. 2 days later, AT&T sent me the code (same one from Cellunlockers), and it was in the correct 16 digit format. So it looks fixed now, but you still have to wait 2 days. $25 gets you the code in a few hours. So I guess it all depends on how patient you are.

Must not be fixed for everyone. I requested a code from ATT last week and received the 8 digit code. I tried it again last night, and they sent me the same 8 digit code. Not sure why some are getting the correct 16 digit codes then. And its a wide spread problem if you search the forums. Even ATT's own support forums, and people there are saying the only solution is a 3rd party.

Both. I'm using it on T-Mobile, but need to leave the ATT firmware on it to unlock the SIM first. Then I'll flash either the U1 firmware or the TMo firmware. Haven't decided which yet.
The first Note 9 I bought was a Verizon model off eBay for $690. Two days later the seller "made a listing error," and meant to list it as a brand new ATT version for $900. He forced me to cancel the listing and issued a refund. Which has since been denied by HIS bank, so I don't have the device or my $690.
In the meantime, I found this ATT variant, which is mint condition, like new for $560. They listed it parts only, because it MIGHT be locked to a carrier. Before I purchased I verified it was clean, clear, and paid off and eligible to unlock. Now just dealing with getting the correct unlock code. It cost me $22.50, so I'm still in this for less than $600. So it's all good.

Sounds good. Hopefully the phone won't turn out blacklisted a few months down the line. I think you might be happier with the T-Mobile firmware due to functionality like RCS messaging etc. I believe wifi calling works on the U1 firmware but that's it. For Sprint anyways.

I don't think it will get blacklisted. If it does there's always PayPal buyer protection.
I don't use RCS, since I use Google Voice for my primary number, so I'm stuck with Hangouts anyway. WiFi calling worked on the N950U1, so I assume it will work on the N960U1. Seems like the signal was maybe a little better with the TMB firmware, but I cant remember for sure.
It worked!! Less than 12 hours later and I had a 16 digit code. I'm now running my T-Mobile SIM without issues!
Hi guys, quick question... Im about to try cellunlocker. My phone is Note 9 960F dual sim. So it comes with two IMEIs... which one do I give to the website? SIM 1 or SIM 2?
ive tried switching SIM cards between SIM 1 and SIM 2 and wherever I put the different network simcard, thats the one that is grayed out and stuck on 2G only. So either I have two unlock both SIM slots or maybe just one slot/ IMEI?
Thanks

It's a mixed bag. Some people got the full 16 digits. In my case on two separate ATT Note 9s, I only received 8 digits from ATT, so I had to get the correct code from cellunlocker.net, which was 16 digits.

If you can figure that out you will solve a 7 month old mystery. From what I've seen, ATT blames Samsung for giving them the wrong codes, and Samsung says ATT is providing the wrong codes. Either way, 3rd party vendors are able to get the 16 digits codes without issue.
Before the Note 9, Samsung phones used 8 digits codes. So it seems ATT did not update their system to provide the full 16 digit number. The number they give you is the first 8 digits, as though the full number was truncated by ATT's system. It just doesn't seem to be a priority on ATT's part to fix it.
