No, you need an unlocked bootloader to direct flash another providers firmware.

What about not the full thing just system and boot?

No. You must be on the stock rom to be able to input the unlock code.

Can I just Flash radio? I am on OMJs BadBoyz 4.3 ROM. I am not S-off.

So if you're htcdev unlocked and rooted you can be s-on yet still flash different radios right?

Use the search. This is asked daily. Searching is No. 1 on the list of forum rules.
If your bootloader is unlocked, flash a kernel with a recovery. If your bootloader is locked, downgrade and root.
