hey, i found a webside which tells you about many apps, if they are art compatible:
http://www.androidruntime.com/list
.. for other apps, like whatsapp a workaround already exists
Tsf shell is the application that I need mostly to be fixed.

I don't know cause I'm not on 4.4 yet, but if any of those gapps like Play Store works on ART then the list is useless, cause how can you trust it if they don't have the core app compatibility right?

Try TSF Shell v2.0.6 is working with ART. Upgrade while using Dalvik. Then switch to ART.
If you're on ART already then uninstall TSF Shell > Install v2.0.6 > You're Running TSF Shell with ART.
UPDATE: TSF Shell v 2.0.7 is not working with ART but you're not missing much with 2.0.6 so go for it.
Tested on CM11 Nighly, Device: Galaxy Nexus (Maguro), Mpokang SuperRam Kernel
So far, i can't install these apps in ART. Mobimail, Pandora, Greader pro (installs but crashes), Snap Camera HDR and xposed framework.

You will have to wait for the devs to update their apps.
Another way is to download the APK some way put it on your phone and then run the APK.

Maybe these app r old, cuz devs v started to implement auto scaling features, that scale any app to the optimum resolution or screen size.
I think if a crazy company released 4k display android phone, apps will function normally.

Not sure what you mean by that, just copied the file and installed it using a file manager.

Okay here some advice
1st I manually updated to 4.3 and Now I regret it .
word of advice stay with 4.2 till it works with all your Apps
4.3 Crashes way too many apps for my Liking
My Top apps don't work at all
(1) Hola!
(2) MX Player
(3) Crome Beta
(4) Franco kernel
(5) Vlc
I am thinking of going back to 4.2 cause of this
If want your apps to work Flawless then 4.3 is not for you Stick with 4.2
It works like clock work on Everything
What apps are crashing for you? As for me, only VLC Player and Franco kernel won't work

I´m waiting for CM10.2 and franco kernel that fully works and also NexusLoud mod. Can´t be without that mod.

VLC works fine for me. So does pandora, chrome beta.

I was on the official stock 4.3 image, non rooted. Watching recieved snapchat videos would cause the phone to reboot every now and then. While charging with a USB cable, it would happen at least once every 10 minutes. It happened while the phone wasn't charging too, but not as often. Back on 4.2.2 Rasbeanjelly now until better kernels and custom ROMS come out for 4.3. Oh and I did a clean flash. Backed everything up and wiped everything, including the internal storage.
I just want to add that if you are using jawbone up band, that will not sync after 4.3 either. I have gone back to 4.2 for now

What issues have you experienced on Android 4.3?
In my case the wipe dalvik cache starting apps on boot bug still exists which is just irritating and the developer of Clipper has found a multi-clipboard crash on Android 4.3 which was reported to Google.
Miracast no longer works with play music app. Guess they disabled because of their chromecast dongle. Very naughty google! Taking cues from apple now?

True BUT Android 4.3 is causing this class issue for certain applications and plus this thread is about the issues within the OS, application issues to do with the OS itself and much more.
Basically this is about issues people suddenly get after the update.

Yep, you can get rid of it with Xposed Installer, you could also download Pie Control from the fantastic XDA forums that can replace the action bar
