How to install custom rom for I8190T? I'm new to this device.
My previous device is I8160L, it's just copy&paste "tee" folder to make rom have phone signal.
How about this device. is it same?

Sorry, I am new with Andorid phone. I rooted my phone and my phone is using stock rom FRF-91
I downloaded version B Battery-Black Numbers for stock FRF-91 non-themed from http://forum.xda-developers.com/showthread.php?t=754873.
After downloaded, I don't know what to do with the zip file. Someone told me that I can use A4D Utility to flash into the phone. I keep trying and no luck.
I want to have step-by-step guide to teach me how to flash a theme into a phone.
If I am using ROM Manager to flash CM6-RC3. Do I need to unlock bootloader? Do I need to have Superboot installed?
Also, how to tell if my phone is bootloader unlocked?
just use ROM Manager to flash the theme...just as you did with CM6.
Just make sure you backup the ROM when the Manager asks you. Just in case something goes wrong...you can restore back to your previous state.
Just asking if there is any tutorials specific to the gt540?
IF there isn't, may i ask what counts as a rom?
A kdz file or a recovery file for clockworkmod or the such?
Or even how could i modify the vasquez rom or quarx rom?

From your post I think you are using stock ROM with out root access. If you really want to customise your phone go for some custom ROM. You will get full root access. Try Darky 10.2 RE. You can follow the Installation procedure in my signature.
i have got a milestone with android version of 2.2.1, and i can't install much games because of the low software, and I cant move games to SD card,
where there is a guide that show how to root milestone and install custom roms ?
I have got some knowlegde about android, i am not a noob.
BTW, i need another guide to restore the phone like he was in the beggining, with the original kernel and stuff.
