without root, you can't backup the app data. So you may as well just download the apk from internet and save it, than backing up the app.

That's not actually true. But the OP wants to back up protected app data, and that simply cannot be done.
I mean backup the app to .apk file to install it on another devices.

If you already purchased it just add your account to other device and redownload.

Oh!
U u didn't root? Then u have fewer choices. Try mybackup from market.
Finally able to remove apps from all apps list (hint: long press app to select more).
just install over current market, if you run into problems replace with file explorer and reboot.

Thanks this list was really annoying... Guess I'll just delete each one one by one.

Long press on one app and then select all that you want to remove, no need for one by one.

No you don't need Root.
Btw, my App store manually updated to this version
I am rooted and have titanium backup installed, however, when I uninstall a system app it always comes back when I reboot the phone. How do I remove them completely so they don't come back?

Did you delete them from your internal SD card? If you did, then you can't really get them back
