You can try, but extremely unlikely that it is rootable.
Having an older serial with a newer firmware is unlikely but possible (only one occurrence so far), but having a new serial that is rootable is near-zero unless Google sent someone back in time to "invent" Chromecast with your specific unit and it was subsequently reflashed with the original bootloader and sold.

Still haven't gotten 4.1.2 on my N7...

You are not alone. I am rooted with screen dpi changed to 160.
There are OVER 9000 other threads about the update you could have asked this in instead of clogging the first page with more junk
I haven't got it either, I'm on stock not rooted and from Aust. xD

stock 4.1 rom rooted with stock bootloader and kernel here and still no notification yet. i keep checking software update and it always says im up to date. so annoying.

Plus, the update has been available to everyone for download since yesterday, and can be installed various different ways whether rooted or not.

No you're wrong, for those who have a JRO03S build there ils no way to install the update manually

Sure there is a way. Just downgrade to "...D" first.
Or even better, flash the factory image.
seriously guys, it's mega easy to sideload via adb an OTA now... couldn't quite believe how easy it is!
you don't need a custom recovery, nor root... completely stock
google: adb sideload nexus 7
the only prerequisite, is you need adb installed...

Ok but it wouldn't be an update anymore would it ? if we agree on the term update.
I'm not even sure that titanium backup would work if I restore apps from 4.1.1 to 4.1.2.

Are you trolling on purpose or just ignorant? Most people don't want to downgrade and have to setup their device again for an update. We just want to update our devices and keep our apps and app data. And so far it looks like it's simply not possible, as Google has not released an update for JRO03S at all.
Please use one of the existing threads to discuss this.

Well I'm glad but I'm new to this so not sure how to proceed if I get wrong software I can break it. So that's why I'm asking for as much help as one can give so I don't brick the crap out of my tablet.

You could try, but you will brick the device. The locked bootloader will not load anything lower than 5.3.2.1, and we have no way of unlocking the bootloader. No root and a locked bootloader means no custom ROM or kernel.
That said, there is a way to install the Google Play Store even without root, on any firmware. Check out the supertool thread. Once you have the Play Store installed, you can use that to install all kinds of whatever apps you want.

Alternatively, one can sideload (free) apps obtained from reputable sources such as APKMirror. However, installing Play Store/Services offers additional functionality and convenience.

Can't you just do a factory reset? That will wipe your data and you phone will like when you first turned it on.

My apology if I'm misunderstanding what you're looking for, but I've typically downloaded Sammy firmware from here https://www.sammobile.com/firmwares/ .
So has there been any answers to this? Im on Verizon and took the OTA.. Looking to flash with Odin to original out of box qd9 from Sam mobile I believe. Can this be done without issues?

No it's possible.... But very hard they had some bootloader locked phones rooted and with twrp ... But the last few have been no go...s9 still isn't rooted... You need to find a exploit that allows you to get su access and sadly most of the people that were doing such things now make money with the phone manufactures on the other side.. Keeping phones locked down

Unless you're on REALLY old firmware, like a year old, you can't root it anyway.
And no one has a link, because it hasn't been released yet.
And there isn't Verizon-specific firmware. That ended with Oreo when Samsung introduced BYOD firmware to the Note 8 firmware. Now all carriers push the same exact firmware.
