Already tried everything and can not receive messages, I think it's because the message center is not configured.
But the message settings does not appear there space to set message center.

I assume SMS messages right? Are you on Verizon? You might check if it's set to EVDO only (you can check in *#*#4636#*#*).
Check these settings
menu>system settings>battery & data manager>
data saver should be uncheck, unless you are trying to limit data usage
and
menu>system settings>battery & data manager>data delivery
check 'data enabled'
check 'background data'
note: exact locations may vary

I have a new device and i get a message that reads, there is a delay in setting up your voicemail. setup will complete when this message is delivered. if i go into voicemail and click menu, i have an option for undelivered. in there it says activation message. if i click menu and select retry sending all a message pops telling me that the message will be delivered when data services become available which isnt right cause i always have data. or it tells me that there is a delay in setting up your voicemail. your message will be delivered once this step is complete.
please help me cause sprint was unable to...

You can use Wifi to activate voicemail. I have the same app on my Evo.
Also, try updating your data profile. Go to Settings -> System Updates -> Update Profile. See if that fixes it for you afterwards.

Ive tried via wifi but i will attempt once more...
i enabled wifi, updated my profile, rebooted. launched voicemail and am receiving the same error. there is a delay in setting up your voicemail. your message will be sent as soon as this step is complete.
there has to be something i am missing on the device side...i can access my mailbox by calling in. this makes me thing, its device side...
any solution is greatly appreciated...in getting the sprint vm to work.
or i can delete sprint_core.apk and be done with it and its 5mb running process.

If you really want visual voicemail and don't care if it's Sprint or not, download Google Voice and activate voicemail on it. You need a Google account (it's free). It's nice because you can manage your voicemail online. You can download it, archive it, forward it, etc. Works just as well, if not better. You can set different greetings for different people, etc. Give it a try.

I had a similar problem... what seemed to work to me was to press menu in VVM and compose a message to [email protected]. Make sure you have either wifi or 3g enabled and make the message over 25 seconds. Idk why your original activation message is not sending but this may help fix your problem.
edit... i just saw that you already tried this so the only other thing i can think of is to try to take it to a sprint store

it needs to be over 25 seconds?? i tried that method but not that duration...it just seems to me that the vvm app is not sending the activation messages...any messages.

ive got it rooted and junk, i really dont want to reset this thing to deal with those...'people that dont know', for lack of a better term.
there has to be a way to fix this. i just tried sending a longer message to [email protected] tells me there are two messages awaiting delivery.
Don't know if you are aware, but Sprint recently updated the VVM software to version T.5.1.0.48 (here in TX it was updated the last week of October). Note that Sprint CSR will not be able to help you reset it unless you are on a Sense ROM. Period.
Two options to fix on your non-Sense ROM... there is an updated .apk floating around on these boards (might need to PM someone for it). Get it and install via your file manager.
Or...
Other way is to nandroid your current ROM, then flash a Sense ROM like Fresh's most current. Then, update your PRL and Profile, then go into the VVM and press Menu and update Sprint VVM.
Then, either try to nandroid back to your original ROM and check to see if that does it (haven't tried that, but it might work)... or else... yes, you will need to pull the updated com.coremobility.app.vnotes from the Sense ROM and install the pulled .apk into your new ROM.

I have an idea. Try calling 408-970-0000 from your cell phone. It may ask you if you would like to receive sms voice messages. when i call from my phone it says "our records indicate that you are calling from an sms voice messaging enabled phone. if you would like to stop receiving messages press 2" If you changed from a phone that did not support this feature it may ask if you would like to receive messages instead. I am not sure if this will work but it is worth a try
none of this is working. in fact, I called that number and seemingly disabled the feature and there is no option to reenable.
well i did the same and i accidentally disabled but then re-enabled by sending another activation message to the visual voice-mail activation address. if that still does not work p.m me and i will send you the most recent version of VVM and you can flash it to your phone. if that still does not work you may just have to use Google Voice. it is free and i have used it before when i could not get sprint vvm installed and it works great.

i have the latest version. I attempt to click retry sending all and it tells me there is a delay in setting up my voicemail. Your message will be sent as soon as this step is complete.
ill take the latest version that you have...im willing to try anything. this is a new device and it wouldnt configure even on day one, before I rooted and rom'd it.
Well, i got it.
I thought, 'there has to be a reason Im not receiving these messages.'
I had 9016 included in the 'blocked texts' list. at sprint.com in my account. So my vvm wouldnt send me messages(i had a dozen sitting in there when i called) and I was unable to compose and send.
I removed 9016 from the blocked text list and tested. It worked. Then I added 9016 to the list, and it DID NOT work.
Days of frustration, something so simple.

Fix
I deleted all the Sprint VM apk's and flashed the attached zip. No more stupid update notification!
EDIT - Opps, posted in wrong thread, but if you have that annoying Mandatory Update Notification, this should clear it.

Could anyone tell me what the visual voice mail activation address is? I've made this same mistake and can't seem to figure out how to re-enable the 9016 text messages and thus re-enable my visual voice mail. Thanks!

Is anyone having problems with auto retrieve. I have it turned on but when someone sends me a picture I just a notification and I have to manually turn on my data and hit download.
Any suggestions?
It's my understanding that it should just manually turn on my data and download it.
Also shouldn't my data turn on right away when trying to send an MMS instead of me having to turn it on manually?

Edit: i just tested mine on data and then on wifi and theyre auto receiving

And no I'll have my wifi off. Nope no Wanam settings are checked. I'm in an LTE area and I have Auto Retrieve on. I have my roomate send me a group message and picture and it just gives me a notification with the button to download.
It's suppose to just automatically download right?
Also if I'm in a group message and I send an MMS without my data on should it turn it on automatically?
I'm used to CM MMS so I don't know Touchwiz too well.

Youd have to manually re-enable data , remember a text message is sent via the network "voice" carrier while mms is sent as data which is why you can still send texts with data turned off. Your saying that with group messaging it gives a notification, how bout just a regular message picture? Under normal circumstances if you have auto retrieve on it will download it by itself though. Did you change APN settings by any chance?

Yeah a regular picture message just comes up as the download button and I have to turn on my data and hit download.
Nope APN settings are the same.

Hi, first of all thanks for the help you could bring me. My problem is that since yesterday night I'm not receiving any kind of sms or mms on my stock messaging app. Today I was trying to solve it but with no success. So I installed Go SMS Pro and to my surprise it worked, I started receiving SMS and mms, but still the stock messaging app is not alerting of upcoming sms even though it's receiving them (I think that they share a common folder and that's why if in go SMS pro it works it'll show on stock messaging app, so in theory stock is not receiving but just showing, am I right?).
For now I'm using SMS go pro, but I'd like to know why this happened. I read something about accessing a hidden testing menu (*#*#4636#*#*) to change the smsc but that menu is not available on my phone (any idea why?) tried the code above and tried using those apps that serve as a shortcut. The screen goes dark as it's trying to access the testing menu and returns to home screen, in other apps (like missing shortcuts) it shows as unavailable. I even edited the hiddenmenu file on efs/carrier from OFF to ON and still the testing menu doesn't appear. I'm using my phone right now with mobile data, wifi works well and so do phone calls, no problems at all.
I'd really appreciate any ideas that could help me. My phone is a Samsung Galaxy S3 I9300 running 4.3 firmware, I updated from 4.1.2 a couple of days ago but didn't have any problems, I could receive sms normally. The problem happened suddenly yesterday night.

there is an option in Messaging app...Auto Retrieve - check if enabled....
if other app work with no problem it's just an app related problem..not something else...check in app setting maybe something is not enabled...
a factory reset would make it work for sure....but is too much...

Thanks for the answer. Yeah, I don't want to factory reset since I've just did it to upgrade to 4.3. About the app settings, I've just tried all the possible combinations. I'm just using GO SMS Pro for now but MMS aren't downloading. Sigh.

try this: go to Settings->More->Application Manager-> Select "All" tab -> select Messaging-> Clear data + Clear cache...
This is my wife's new X. She wanted a freaking Iphone but I talked her into this. Just some color here.
She now has a notification in the tool bar that reads "messages unable to send." If you pull it down, it brings you to the general text app. There is nothing that tells her WHAT messages didn't send. It's driving her crazy. Even to the point of her going to Verizon (which she despises) who were, of course, zero help. Made her delete all her texts and it's still happening. All her texts read as sent and if you exit the text app, the notification goes away for a few seconds then reappears.
Need to know if any of you guys have an idea of why this is happening and if so, how to stop it.
She'll turn that thing into an iphone by the end of the week if I can't figure it out.

Anyone else have a guess? It's driving her nuts.
Are her messages actually being sent and received?
Remove her sim and reinsert.
Google the Verizon APN settings and confirm they are correct in network settings.
Try a different texting app. I'd recommend Textra or hangouts.
If none of that works reply here I'm sure there will be more help incoming.
I sometimes have this problem when sending pictures to iPhones, it will constantly fail to send. Rebooting usually solves it

Have you tried Settings > Apps > swipe R to L to get to All > Messaging > Force stop > Clear cache > Clear data. Restart and try another message. Or as others have suggested, try another messaging app. I really like 8SMS and have set that as my default messaging app and set Active Notifications to show 8SMS notifications by default.
Switched to Chomp SMS and it's fine.

I had the same problem before the 4.4.3 update. It was picture mail that wouldn't send. Our APNs have a dedicated MMS APN that needed to be configured for my mvno . once I configured the APN I rebooted and it sent whatever picture mail I had been trying to send out.

A lot of people actually seem to be having trouble with SMS after the 4.4.3 update. It generally seems to be because they've disabled the app "messaging" and for whatever reason, they can't reenable it after the update.
It doesn't make much sense though, because texting apps can't rout messages through other apps anymore.

I had the problem before the update and after I updated it was already fixed but it was because my service provider and I figured it out before the update

I'd been getting the unsent SMS every couple days on 4.4.2. I used 'Permission Friendly Apps' to find what had 'Send SMS' permissions. I don't use Skype from my phone, so I uninstalled it. I also disabled SMS and turned off the 'Improve Hangouts' option in Hangouts. After about a week, still no mysterious empty message.
It's not proof any of that fixes anything, but may be worth a try?

try to disable LTE cat6 in settings and reboot, that fixed my problem

By default phone uses "Force close/stop" feature to prevent apps from running in background to save memory. As a result when you swipe remove the message/sms app or any other app from backround app list, they get forced shut down and you wont receive any message or they won't function any more. Follow this step to enable receiving sms or any other app:
Go to Settings > System > Advanced > 'DESELECT' Deep process clean

if i try to write a sms it says something like: "Error on creating chat. try later again."
same problem after setting deep process clean off and other apps for sms dont work too :/

You still haven't provided information on your Carrier or your Carrier Plan.
How can you expect to have any help?
If you have Verizon, call them and ask to add CDMA-Less provisioning. I work for vzw and have had plenty of customers with this issue when using non mainstream brand devices
