Did you check your APN in your network settings? Usually some APN don't allow tethering and hot spot.

I believe there shouldnt be any problem if your phone is from Dubai becasue I have seen quite a few phones coming from Dubai and they work pretty fine in other countries. Try doing following and see if this fixes the problem.
* Settings==>Mobile Network==>Network Mode (select to GSM Only if your company doesnt provide 3G) or (select "WCDMA Only" if your company provides 3G)
* If aforementioned doesnt work then try flashing this http://forum.xda-developers.com/showthread.php?t=1680776 if your phone is rooted (if not rooted then unlock bootloader from htcdev.com and then look for a rooting threat http://forum.xda-developers.com/showthread.php?t=1625841 and then use this tool http://forum.xda-developers.com/showthread.php?t=1865265 to flash recovery and S-Off your phone
Please try inserting another operator's SIM in your SXL and see if it has same issue. If not then it means your phone is working fine and then you need to contact your Network provider to fix your GSM Signal issue at their end.
Report back if this works or doesn't work
Hey Guys,
I'm very frustrated cause of my htc one. I tried to install Cyanogenmod 10.1. Unlocking and Flashing worked like a charm. After the Installation I noticed one strange bug.
When I open a mobile data connection it will only work with GSM/GPRS, not with HSDPA/WCDMA. I'm from Germany and my Internetprovider is using the vodafone net.
I've searched on get.cm for an version for me, but there are only Sprint, AT&T, T-Mobile and GSM. First I tried T-Mobiel and NO mobile data connection worked. After that I tried the GSM version, but only GSM net is working. Is there currently no cm10.1 version which supports german vodafone mobile data net?
Can anyone tell me more about this?
I need help.
M7ul.
You have to make sure your APN is correct.

Okay, I installed m7u and created a new apn with the credentials from my provider.
After that I've rebooted the HTC One. The 3G mobile data worked.... for about 2 minutes.
And then the same **** again.
I have full net connectivity and there is a small 3G or H Icon which shows me, that i have established the mobile data connection.
But nothing works, Neither App-Store nor Browsers....
Any Idea?
No ideas!?
It's desperating....

For the last weeks.. I have been trying to get this phone working with T-Mobile..I had unlock the sim card and now running badboyz 4.3 rom. 1.3
After unlocking the sim card and setting up the apn, selected T-Mobile from the available networks and it will connect. But when I go to work, I will lose signal every few block, and need to search for available network again and wait to select t mobile again.
I had try to use the t mobile sim card on my old phone and everything will works fine with no signal lost.
Can anyone please HELP!... I been searching and looking for an answer for more than 2 weeks..but no resolve.....
Thanks

This is probably because T-mob covers only particular places the frequencies this phone uses http://theunlockr.com/2013/07/05/htc-one-sprint-specs/ vs t-mob https://t-mobile.jive-mobile.com/#jive-document?content=/api/core/v2/documents/4988

Is there any solution for this problem ?
Is there anything I can do to fix this problem ? (different rom or radio...etc..) Or I have to give up the phone... Cause it is too much headache to "searching for network" all the time and miss all the call with no service on the phone without knowing..
Thanks

well, I am not an expert on the tmobiles network, but going by what lazybozz, said, I seem to remember tmobile using different bands than the other carriers, so what you may be experiencing, is the phone being in the vicinity of multiple towers, but not all of them are within the band that the phone supports. So its like the phone doesnt even see those towers. On a side note, this issue caused alot of chaos for those who unlocked iphones about 3 years ago, they could use EDGE on tmobiles network but not 3G, so i assume this is a similar situation. So long story short, yeah you probably cant fix the problem, unless you get a quad band phone. I could be wrong, but it does sound like a logical reason for the issue you are having.
as elvisypi said above, Its the freq that T-mobile operates on in that area. If your getting T-mobile at all in the states then you have already flashed a radio. However flashing any other radio is not going to give you the freq that tmobile uses, Its not a software limitation its a physical hardware limitation.
Thanks for your reply, do you know any app out there that monitor and alarm you when the network or signal is lost ? That works with 4.3 ?That way at least you know the phone is offline ... some of the apps I tried is anything at all ...
Thanks
Have you tried an app like tasker? Its essentially an automation app. It isnt jist for your use. Its for many different functions. Jist look on the app store for tasker. That might help

I bought it on Ebay. Dual sim beautiful phone. It is rooted and running Soul-26.0 Android 4.4.2
Now I'm having some trouble with WIFI WPA connections. I should note that I can connect to WEP or WPA2 connections without any problems.
And also having some slow 3g issues as well.
Does anyone know how to solve this issue? I'm willing to go back to 4.2.2 if I have to.
Please help me with some knowledge and experiences.
I have attached all the pictures of the phone information.
