This is the .cfg file of the 4.3 OTA for the Samsung Galaxy S4 Active (i537) from AT&T on 1/14/14 for those who are unable to receive OTA because they are not on MF3. (The file doesn't download as a zip via OTA)
Using this on another device would likely cause problems so I wouldn't suggest it.
Also, I did not update because I want to keep root.
Instructions:
1) Download the .cfg file (links below)
2) Copy it over to your phone's internal storage
3) Using a root manager app like 'ES File Manager' or 'Root Browser', copy the .cfg file from internal storage to /data/fota
4) Make sure you have KNOXAgent.apk and wssyncmldm.apk in /system/app for this to take place. A lot of people either changed the name, deleted, or moved the apk for rooted purposes.
**If you replaced Knox and wssync, you MUST reboot for effects to take place since the odex tells the apk what to do on boot**<<
5) Go to Settings>More>About Device>Software Updates>Continue Update
OR the method below which worked for some people (I can't confirm this works or not)
1) Download .cfg file (links below)
2) Change file to a .zip
3) Copy to phone's external storage (the internal will get wiped)
4) Flash via regular recovery

Loading it to Google Drive right now. Bandwidth got capped on Dropbox, any suggestions for a place to upload it?
Would it be possible to get some help getting some stock files from the /system/app folder? I modded/removed a few of the stock apps and seem to have lost a big chunk of my original backups. I believe these apps are why the update fails for me as the updater script checks a bunch of the files SHA1 checksums. Seeing as on my phone these apps are missing or modded I figured if I could acquire the stock copies it may finally work.
Files I need, and corresponding odex if possible: (a full copy of the /system/app folder would be awesome if possible)

Are you able to root with any method? It seems as though no one knows about rooting 4.3. This thread has a root method for the firmware leaked before official ota: http://forum.xda-developers.com/showthread.php?t=2606550 I really need someone to test it so I know if it's safe to go to 4.3.

AFAIK you don't need to have all of those to get the update going cause I have several of those deleted since I got the phone.

you will lose root with the official OTA and so far there's no confirmation if SafeRoot method works.

Yup, me too. Continue Update is grayed out, even after copy and setting full permissions.

I was trying to get my tab back to stock after messing it up. I was following the instructions off of gizmoninja but it says I have to download and install their wpa_supplicant file so I can flash the update.zip file. I am on DJ11 now. The link is bad that he posted. Does anyone know where to get this file from. This is my second day of searching. Thanks.

why would you want to return to stock if your problem is wpa_supplicant? what has wpa_supplicant got to do with returning to stock?
When I return to stock dj11, the uodate to ec02 fails every time. The intructions I found said that it was a problem with the wpa_supplicant and it said to replace the file so the update would work. The link to the file does not work. Thats why we need it I suppose. Or, is there a better way to fix this?

I made a promise to myself to only lurk here from now on but I can't keep quiet for this one. First, I'm on my tab so I can't upload. Second, I'm sprint so I'm not sure which original wpa you people are asking g for. Third, when you put the modified file into the folder you are told to (did you remember to turn off wifi?), just rename the end of the original file .old or .bak or whatever (after telling file explorer program to go into rw mode of course), so the os won't run it and then just copy the modified file into that folder. Fourth, put the folder back into ro mode and reboot. I used to delete or overwrite files before but decided tacking .old at the end of the filename (works good for stock apks that you want to trial and error disable while testing for fc and stability when trying to lean down the programs loading). It's been much easier putting things back the way they were originally when I do it this way than ripping them out or overwriting them. Deleting or overwriting existing files and not having the original close by can many times come back and bite you in the ass. Flashing back to stock is a time consuming task that gets old really quick when you can't get whatever back into working condition.
Backing up is so simple. Just rename the original file to wpa_supplicant.old and copy over the modified one and reboot. Done. Want to revert? Do the opposite. Delete the modified file and rename the wpa_supplicant.old file to wpa_supplicant and reboot.

Adb wasn't necessary for me. I got the file out of the 7zip and copied to the folder with root explorer. So easy even a caveman could do it.

I use the same file as shown by oscarthegrouch for sprint SPH-P100 and the file works fine,
but I can not be sure if used in Verizon tab

Im assuming you have a file manager installed (Root Explorer, Es File Explorer)
You have to long press the app, after moving into proper folder /sysstem/app/ and set the same permissions as the others (I cant remember which ones they are exactly but you will be able to tell once in the file system).

Hopefully someone can help me here, I followed the links and after a few attempt's of being told too much traffic I was able to download the system dump, I Extracted on my PC moved the email widget and the supernote APK's to the internal storage of the zoom, then I use Astro to install them it starts the process but if fails I get an error message saying file not installed, what do I need to do so this installs ? and where do I put the ODEX file ? and how do I sign them ?

You didnt follow the instructions. You shouldnt be trying to install anything because the .apk's are not signed.
However, if you move supernote.apk and supernote.odex into system/app and set proper permissions and then reboot it will work.
still cant install this app. I move both supernote.apk and supernote.odex to system/app. try to set permission in many different ways, but this app still not be installed. i guess i give up.

Are you setting the permissions exactly the same as all other apps in system/app and are you rebooting?
I cant remember which set worked for me - I downloaded the Dump and the ROM but I know one didnt work.
Try both.

Yes, there are two types of permission: rw-rw-rw and rw-r-r. I alredy tried and reboot but still didnt work. I download the dump image. Trying down the Rom now.

I've been searching through here and over on RootzWiki for a Droid 3 copy of BlurEmail.apk. I haven't successfully been able to locate the file or a dump containing the file that I'm confident will work. I am a noob and I apologize for that, hopefully this question hasn't been asked and answered a million times, though if it has I can't find it. I've been looking for the last three hours I promise, I just can't find what I'm looking for.
I have BlurEmail.apk and BlurEmail.odex that I know works on my phone out of my backup prior to installing Steel Droid. Can I deodex this myself, or am I able to just drop both of these files into /system/app and be back in business?
You would have to deodex to use in a rom that is deodexed all ready.
I had to do this as well, needed email on steel droid. Just download Monster Rom bloated, and then you can pull it out of there.
1) Obtain the Deodexed install from RootzWiki. (Or if you have a back-up, that will work too!)
2) Extract the zip file (I downloaded mine to the PC and unzipped it there).
3) Open the extracted folder, then navigate to /system/app.
4) Locate the BlurEmail.apk file (not to be confused with blur_email.apk) and copy it.
5) Paste the file to the SD card or internal storage.
6) Using a file explorer (such as Root Explorer),copy the file from where you put it and paste to the /system/app directory (you may need to mount as RW first).
7) Set the permissions to rw-r--r-- by long-pressing and selecting "Permissions" (this is if you use Root Explorer, other programs may vary). Make sure owner has Read and Write, while Group and Others have Read only.
8) Reboot phone, and enjoy!

I'm using the email.apk file taken from a Desire Z cyanogen rom, I consider it way better than blur email because I can mix the accounts and assign a custom color for every inbox.
I've just deleted the blur email and copied the email.apk in the system/app folder

I had been able to locate that post you quoted for directions on how to do it, which are straight forward. I'm just having trouble finding a BlurEmail.apk, email.apk, or Messaging.apk that when used in coordination with these instructions gets me to a corporate e-mail inbox. I'll keep downloading different ROM's and trying different ones I guess until I can find one that works for me.
If I ever get to that point I'll attach it to a follow-up post so if someone finds themselves in my shoes later they can just pull that down and be set.
Okay, finally found what I needed to get back working with corporate e-mail. I can't attach to this post unfortunately, nor am I allowed to post links in a post so... I'm throwing this archive up on one of my boxes so if someone else needs it they can maybe find it faster than I did.

I'm relatively new to Android (had the Nexus 7 for about a year). My questions is this:
I have 4.2.2 currently loaded. When I orinally got the nexus 7, I used a toolkit to unlock the bootloader and root the device, so I could install SixAxis and a few other apps that required root.
What is the easiest way for me to now update to 4.3? Will the OTA update that is bound to show up on the device shortly work?
BTW This is the WiFi only Nexus 7, 16 GB and my main PC at home is a Mac.

Get it locked and unrooted to get OTA possiblt easiest way.

I don't think that having the bootloader locked or unlocked will really affect the OTA..

I don't think that having the bootloader locked or unlocked will really affect the OTA..

I dont think having it unlocked will effect the ota (it hasnt in the past for me), but it sounded like he wanted to flash the factory image. I actually have a nandroid of it on my unlocked n7. Gonna flash the official and see if I can get the ota later...
I've taken OTAs no problem on an unlocked, rooted device with TWRP recovery. So you're fine.

So I downloaded what I believe to be the right file, ab67ca07c4b2e03eca795ada10ff041b77fbb7bf.signed-nakasi-JWR66V-from-JDQ39.ab67ca07 (1).zip.
I then reboot my nexus 7 into clockworkmod revovery and select install zip, choose zip from sdcard, browse to the aboev file but then get an error:
It ends in (Status 7) Installation aborted.
What am I missing?
Also, just tried via adb sideload and that didn't work either.

Did you install the aosp browser and rename the default browser apk and odex files or modify the buildprop file? Those must be as original to take the update. Also, you should have gotten a message about what failed when you get the Status 7 error. What else did it say?

No to all of the above. I don't know what odex files or buildprop file would refer to, so I defintely haven't modified them.
It says:

Does it make a difference that my current build number in "about tablet" shows as JDQ39 and not JDFQ39 as above?
The problem file is 'debuggerd' in the /system/bin folder as it says in the error message. I had the same issue previously on the last N7 update. I had to get the original file from someone since the file had been replaced by another app (possibly Stickmount) or it can be extracted from the previous update to 4.2.2. I don't know about the JDFQ39 compared to the download file showing JDQ39, but that is the same file I downloaded. The (1).zip means you had previously downloaded the file and this is an additional d/l. That shouldn't be a problem, but you can delete the (1) if you want.
I'll try flashing through CWM and let you know if mine worked. If so, I can send you the right 'debuggerd' file.

Well, I got the debuggerd error also. I'll try the backup debuggered file I used in the last update. Otherwise, I'll have to find the debuggerd file from 4.2.2. Any help out there?

Still no joy. I think someone will have to get the right debuggerd file and get it to one us on a pm or email. Also, I noticed on my update try that the file was listed as JDQ39. ... and not the JDFQ39. ... that you saw.

once we get the file, how do I replace the file with the debuggerd that is currently on the nexus?
What I will do is to copy the debuggerd file to the N7 internal storage root folder from my pc. Then I will rename /system/bin/debuggerd to debuggerd.bak (or whatever extension you want to add). Then I will copy the correct debuggerd file from sdcard to /system/bin and try the update again. I started a new thread asking for someone with an unaltered 4.2.2 debuggerd file to send it to me. If I get it I'll pass it along to you.

Are you using a tool like ES File Manager to do the moving and renaming of files etc?
I have canned a lot of apk's recently.
Now I notice when my wifi scans it won't show any networks/SSID's. But if I manually enter one, it will connect.
Any ideas? It may not be related to the apk's I don't know
An apk file is an installation file - it installs an app. Once the app is installed you can delete the apk. So I doubt one has anything to do with the other.

Isn't the apk and the program one in the same? If you remove an apk from browsing with root explorer it will remove the program off your phone.

When you delete a system apk it deletes it from recovery as well.

Download UrDroid from the development section. Open the zip and goto /system/app and copy them to your SDcard into a folder (so you don't clutter the root of your storage)
Reboot into safe strap
Click on mount
Select /system
Back out
Goto advanced
Select file manager
navigate to the folder on your SDCard
Copy them into your /system/app folder
When your done fix permissions and reboot
If your nice, pm me and I will make you a flashable zip

Not for it to be right. But safe strap is uninstallable.

If that were the case, I'd have very few apps on my phone. I always delete the apk file (as soon as I back it up to my normal backup locations, which are on devices other than the phone).
An apk is actually a zip file with a different extension. (Rename it .zip and open it in Winzip - you'll see.) It's an installer. Once the app has been installed you no longer need the installer.
If you've deleted apk files and had your apps disappear, you're doing something in addition to removing the apk files. (I normally put apk files on the root of my external SD card, so I don't need a rooted program to delete them.)

I've added/deleted/modified files in /system/app with just root file explorer, back before safestrap existed for the N3 - you do not need safestrap to fiddle with /system/app - you can do it with root file explorer (remember to set the permissions correctly - 644 iirc).
