I have the Galaxy Note III on T-Mobile, but it's AT&T branded. Are there any workarounds to get mobile hotspotting through my carrier without rooting?
Give the free version of Foxfi a try.
There's a data cap, but you can just disconnect and reconnect then keep going.

I used the app... app quarantine from playstore and froze the tethering provisions. Rebooted phone and working fine. I have an AT&T note 3 but have tmobile service.

I rooted my at&t note 3 with kingoroot. My question is: if I freeze tethering provisions in titanium backup can they (at&t) detect I'm using my tethering?

There are SOOO many ways a carrier can tell what and where your data is going. Freezing the tethering provisions will enable the tethering feature on your phone. It will not hide your data from your carrier.
I have unlimited data on my attention account so as long as they can't see I'm tethering I'm good.

If your provider see more traffic going through your connection than the phone alone would normally generate then they will assume you are tethering and change your plan and bill you accordingly.
I have hit 16 gigs before. With out root.

Like we said, IF your provider checks. Many are cracking down on data leeches as it is costing them bandwidth that is not being paid for. AT&T comes to mind as they have even announced they will start doing it as of last month or so.
Thanks for all your help guys
