Network SIM unlock fail - Galaxy S 4 Active Q&A, Help & Troubleshooting

I paid to get an unlock code for my Samsung Galaxy S4 Active SGH-I537 locked to AT&T. I have tried to enter the unlock code given when the phone boots with my other carrier SIM card inserted, but get "Network unlock unsuccessful" error message.
I wrote to the company and they responded with the following instructions:
(Samsung Galaxy S4 Only)
Follow these step carefully, as long as you have the correct code it will work 100% (Your phone must be updated to the latest firmware!)
1. Make sure that the phone PROMPTS for the code with a NON accepted sim card and that your IMEI is correct by dialing *#06#
a. Go to the Dial pad and dial *#0011#
b. Please click your MENU button (Bottom LEFT button) and click BACK on the menu that appears, Nothing will happen do not worry please move to the next step
c. Please click your MENU button AGAIN and this time click KEY INPUT
d. When the Key input box appears please input the number "1" and hit OK
e. You will see a number 1 for a while, please wait until it changes into the SERVICE MENU
f. Please click [1] UMTS > [1] DEBUGGING SCREEN > [6] Phone Control > [6] Network LOCK
g. You will see 3 OPTIONS within Network LOCK
h. Please click on number [1] Perso Sha256 INFO, the screen will change slightly
i. Please hit the MENU button then when the menu pops up please carefully hit BACK to return to the previous screen
j. Next Please click on number [2] Perso Sha256 ON, the screen will change again to a one line message
NOTE: If you see ENABLE_FLAG[1], refer to the notes below. If you see ENABLE_FLAG[0], proceed with step k.
k. Restart the phone on the screen by holding the power button and click RESTART
l. When the phone prompts for the unlock code simply enter the unlock code provided to you
m. Your phone is now permanently unlocked!
*If this is not working, go to Solution #2
*NOTE - If it shows ENABLE_FLAG[1]:
Press menu, select back to go back to the Network Lock menu.
Select [3] Perso Sha256 OFF, then select the first item after.
It will say "Menu not exist".
Press menu, select back, press menu, select back to go back to the network lock menu again.
Select [2] Perso Sha256 ON again, it should now show Enable_Flag[0]

I cannot get pass step e. The Service Menu is inaccessible.
I write to them again and they send me the NCK Network unlock code along with the MCK Defreeze code and the following new set of instructions:
Try Solution #2
Follow these step carefully, as long as you have the correct code it will work 100%
1. Power off and on your phone with different network sim card. "SIM network unlock PIN" or "Enter Network Lock Control Key" screen will appear.
2. Type your Unfreeze code (MCK code) and hit Unlock button. You will get "unsuccessful message" again but don't worry.
3. Now type the Unlock code (Network or NCK code) and hit Unlock button.
*If phone say "Network Lock Succesful" it worked, but if not, proceed to step 4.
4. If you get "unsuccessful" again then hit Dismiss button and type *2767*3855# on phone keypad. (CAUTION! This will reformat all your data!)
5. After phone restarts, type the Unfreeze code (MCK code) when prompted to enter "SIM network unlock PIN" or "Enter Network Lock Control Key" screen and hit unlock button.
It will say "unsuccessful" again, don't worry!
6. Type the Unlock code (Network or NCK code) and hit Unlock button.
7. Your phone should now give you the message "Network Lock Successful"

I tried it, but couldn't get past step 4. After I enter the code *2767*3855# , it doesn't do anything.
Ok, so may third time is a charm? No.
Latest set of instructions:

f. Next Please click on number [2] Perso Sha256 ON, the screen will change again to a one line message

h. When the phone prompts for the unlock code simply enter the unlock code provided to you
i. Your phone is now permanently unlocked!

This time when I enter the code I am presented withe following screen but the options don't match up. I can not get into the UMTS MAIN Menu.

I have been given the Network unlock code, defreeze, provider and sub provider keys and none seem to work.
I am on Android version 4.3 and have never rooted and don't want to just yet. At least until the warranty expires.

I managed to sim unlock my S4 active by rooting and downloading this app from market "regionlock away"

I'm still under warranty and don't want to root yet.

It does the same problem!

I figured out hot to get the service menu...

Menu, back, menu, key input "Q" menu, key input 0000
Then I hit UMTS, Debugging Screen, phone control, network lock, and I only get 2 options, not 3...
So where would I go from here? Is there somewhere that I can read what each thing in the service menu does/ means?

Bootloader unlock HTC DESIRE 510*Links updated*

Hello guys today im gonna tell you how to unlock bootloader on HTC Desire 510
What you are gonna need?
Adb+fastboot+drivers
(Installing HTC Sync Manager is recommended)
Some brain
Some patience
Links

Adb+Fastboot+Drivers=http://www.mediafire.com/download/qxntl2nbk62ycjx/adb-setup-1.4.2.exe
***When installing Adb and fastboot on installation console anways type in Y so it installs adb+fastboot and drivers
Ok before doing anything backup everything because unlocking bootloader restores phone to out of the box state(everything will be deleted apps,pics,etc) unlocking bootloader doesnt touch external SD but i would recommend to remove it just in case.
Ok first shut phone down remove battery and reinsert it
Then power on phone holding volume down+power
You will see white screen saying software status official
***LOCKED***
etc
Now go into fastboot select fastboot using volume keys and press power button to select
Now connect your phone to computer
Wait for drivers to install
After drivers installed go to C:\adb
In adb folder while holding shift rightclick any empty space and open console
Then type in (fastboot devices) just to check if drivers installed correctly and if device is connected
It will look like this

go back to console and type in (fastboot flash unlocktoken Unlock_code.bin) without () and hit enter

We have 3 HTC phones altogether including the Desire 510.
The HTC Dev site has gone insane, it seems.
I've tried it a whole bunch of times with 5 different browsers, on different PCs, on phones - and even registered/verified a 2nd account - but it refuses to stay logged in.
I go there, log in, and it says: "You are now logged in.", then try to get to the bootloader unlocking page and it tells me I am not logged in !!!
I tried emailing them about this problem, but they never replied.
Is there any other way to accomplish this, please ??

It wont work HTCDEV keeps coming up with the message:
"404 Page Not Found
The page you have requested does not exist.

It happens when I hit submit on the token page. Im already checking with htc to see if they can help me but tech support is always slow and not always helpful.
The HTC Dev site is a lost cause.
We got HTC phones many months ago - tried it - waited - watched - still useless.
Have instead given up on having any HTC phones anymore, the simplest solution.

I'm Stuck with Nexus 6 locked Bootloader

I encrypted my phone while it was rooted and somehow I lost everything. The device magically locked the boot loader. I can't seem to find a solution.
Define everything? Can you get into recovery?

No, I can't even get into recovery. I tried pressing power and volume +, but no lock. There is the android logo with "no command". I can't even unlock the bootloader as it appears that there is no rom so I can't go into developer option. "Device is Locked. Status Code: 2"

The OP apparently doesn't have a recovery either, which makes flashing the Android N OTA impossible. If that is the case, the device is bricked.

Yeah I tried on my windows using minimal adb and fastboot it keeps telling me "check 'allow OEM Unlock' in Developer Options." Now is there a way I can completely erase the phone? I remember on my oneplusone I did it before. I wiped the cache and userdata but no luck.

Again, I haven't thought this one through (tiring day) but it's worth a shot...
If you have no system, then you've already erased the device. Give the advice by @dahawthorne a shot before calling it a day. You may actually have a recovery still, but it's just not easily accessed.
Oh No! Now it's just the android logo. Fastboot devices appears but no ADB in command prompt.

ADB commands are for when the device is connected, switched on with USB debugging enabled. If you type "adb devices" in the CMD window you can expect to see "ZGST339FF6 device" or similar. From there you can type "adb reboot bootloader" and the phone will enter bootloader mode. [Edit: the Android image has just loaded on my screen now - that looks like stock recovery].
Once you're in bootloader mode you use fastboot commands. "adb devices" won't work. "fastboot devices" should show "ZGST339FF6 fastboot".
So are you saying that when you enter "fastboot devices" you get a response? Or nothing at all?
Have you done all the required background reading about installing drivers/ADB/fastboot and how to use them? Without actually sitting beside you watching what you're doing we're groping in the dark here...

I get a response when I enter "fastboot devices", and I see the device. However, I can't use the command fastboot oem unlock. It tells me that I have to select enable oem unlocking.
You're not reading the posts that I pointed you to. You need to download the Android N preview OTA and sideload it in that recovery screen via the CMD window. Once you've got Android N on the device you may be able to unlock the bootloader, though I've seen comments about it being greyed out. If you manage to load Android N then at least you have a working device, no? And if you do manage to unlock the bootloader then you can flash whatever ROM you like.
Problem occurs at Step. 4 "Select the option "Apply update through ADB"
I do not get the list of options.....even after Press & hold the Power button. While holding Power, press the Volume up button once. Then release the Power button.

Android N Preview 2 grays out the "Enable OEM Unlock" option, while Preview 1 doesn't. The reason the Preview 1 OTA works so well to recover bricked devices is that it is a full system image, signed by Google, and flashable through the stock recovery. The Preview 2 OTA zips are most likely deltas, and thus only include the changes made to the system, rather than the complete system image.
Problem solved. Uninstall all android drivers. Reinstall new ones via google usb installer. Make sure in recovery mode you hit power, volume +, and volume - continuously until you see the options. Thank you all!

If your stuck in a locked state and want to downgrade. (Android N grays out OEM unlocking) Go to https://www.google.com/android/beta and opt in using the email your using on the phone. Then opt out. Go to settings and a OTA downgrade will be given.

it just brings me here and after that it does nothing!

This Download screen is waiting for you to connect to your computer and fire up Odin and flash stock firmware.

After I flashed stock firmware again - do I still have TWRP then?
Scenario 1. Your phone is rooted with Magisk.
Go into Developers options and check OEM options, the switch must be ON (to the right). If it isn't turn it ON.
Turn off your phone. Press and hold the Bixby and Volume-down button, then connect with USB to your computer. (The cable shouldn't be connected until after you press the buttons).
Within seconds of USB connection the Download screen will appear. You will see 3 optiions, choose and Long press volume up and hold button until you see the 2 options at bottom of screen. Choose and hold volume up until screen goes off. Then the S10 logo screen will briefly apppear, before it flicks back to the Download screen with the words 'VBMETA: Error verifying vbmeta image etc' at the top, as the image below.
This is all good so far. Leave the phone exactly as it is with this screen showing and make sure the phone is still connected to the computer.
On your computer, fire up Odin3_v3.13.1, you can leave the Reboot option in Odin ticked. Locate your firmware on your computer and put the 4 file parts (BL, AP. CP and CSC) into Odin.
Let Odin finish.
The phone will reboot ready for setup.
The Unlocked bootloader warning screen will be gone.

But why should we relock the bootloader in the first place?
Only so we don't have the bootscreen-warning anymore?
Or does it have some other purpose as well?
And I see what I was stuck at, I didn't flashed the stock firmware, but tried to flash the patched stock rom again.
Because the bootloader was locked, It stuck at the flashing process everytime. So thats basically why this thread was created to bring some clarity about this.

re-lock Samsung S20 OEM after flashing
For those who may still be interested in knowing the EASY way of doing this:
This is what i did for the S20 (snapdragon)
After flashing stock firmware, the bootloader (OEM) stays unlocked, meaning that things like GooglePay and some bank apps wont work. The way to fix this is by re-locking the oem after you have flashed your new stock rom. Here are the steps to do that (since it took me a while to figure out and there is hardly any info online) - bear in mind this works if you have NOT tripped Knox and its using a stock rom and do these steps at your own risk - always have a backup just in case:
How to re-lock bootloader (for S20):
1. Turn off your device.
2. Press Volume down + volume up and insert usb cable to your phone to start the download mode
3. Read the text below on the Download Mode screen
to block or unblock the Bootloader.
4.- Long press the vol (+) button to enter unlock mode.
LOCK BOOTLOADER SCREEN:
5. Read the 2 options available, one will say to lock the lock the bootloader, the other to lock. Press the relevant volume button (was down on mine) until the phone restarts (this will erase your data and restart automatically).
6. Go into developer mode and then uncheck the unlocked oem option, restart your phone.
That's it! Now you have a device with an OEM locked, so everything will work as expected, again, as long as its a stock rom and you have NOT tripped Knox by root etc.

Can you tell me how did you escape the downloading window (after you tried to re-lock the bootloader). Mine seems to have stuck and I tried to long press Vol Down and Power button, but the phone reboots and comes to this screen again.
I also tried to flash a few rom, but everytime it was blocked by OEM lock. I am not sure what was the CSC of the phone (as I bought it from someone who is now not in my contact). Is there any way I can find the stock rom with limited information?
My phone is Samsung SM-G977B (5G). I just know that it is a european version.
Any ideas?

Problem to downgrade noob question

I have the lastest update MR3 so I wanted to flash back to MR2 but everytime I tried to flash_all My phone just restart and get stuck on boot logo, I understand I have to have bootloader unlock, something that I have but everytime I tried to do fastboot flashing unlock_critical Its just restart and get stuck on boot logo, So i dont know what to do sorry for bothering about, but would like some help with it. just adding it say fail write to device on cmd.
Tried too from recovery mode to do adb sideload the firmware, its start but on the phone while been on recovery mode it say installation aborted and gives error 21

Thank you for your response but exactly thats what I do and the razer phone after having to use the compatibility patch for the newest update to MR3, everytime i try to unlock critical just restart and then gets stuck on razer logos

The phone is already unlocked but cant do the unlock_critical because it just restart and on cmd say " FAILED (Write to device failed (Unknown error))

Yes, the phone will perform a complete factory reset and you'll lose all you data and gor the backup part I don't know but you can get various articles on google

If you have a vivo or xiaomi phone you can try the Fastboot command `fastboot reboot`.
If you are on phones like Samsung or Oneplus you can press down the Volume down + Power key for force reboot (only works for selective devices.)
