So I can't seem to find anything that answers this anywhere.
I have some remembered WiFi networks which are open but require me to hit OK on the login page once I connect in order to use the internet. If my phone is in my pocket it will connect to these networks but not be able to access the internet until I go through the login procedure.
I notice though that my phone drops the cellular data connection as soon as it connects to the network giving me a large amount of time with no data at all. I have searched high and low for the setting that will keep cellular data permanently active but I cannot find it. When I look in settings I see:
Mobile data
Use my data plan when Wi-Fi isn't available.
If I tap that I see no option to change anything that would always keep the data connection alive. I see only the following
Data roaming
Data roaming sound
Access point names
Network mode
Network operators
In Power I have Power saver switched Off and Sleep mode switched Off.
Does anyone know how I can enable this?

I'm in Australia, and with Telstra on their regular GSM network (no 3G). I don't have a data plan, so I don't want my phone to ever use data. Up until recently, I didn't have Telstra's APN programmed into my Dream, but I discovered that I couldn't read MMS without it in there, so I put it in. I now ocassionally see the icon with the 2 up/down arrows and the 'E' in my notifications bar when I don't have WiFi connectivity, and I can only assume that means it's using Telstra to check emails, etc. which I don't want...
I've gone in to the wireless controls and ticked "Use 2G networks only", but that doesn't seem to help it. It's going to end up costing me a lot if it keeps using data through my mobile provider. I have WiFi in 90% of the places I go, so I have no need for a data plan!
try to adjust your apn so that the username and password sections are blank. to see if that works just try and connect to a webpage without wifi on.

try downloading APNdroid. It disables all but non data apn's i think (make sure you test your phone to see if you do receive the MMS)
Also make sure data roaming is disabled ( Settings > Wireless Settings > Mobile Settings )
Is there a way to disable automatic WiFi connections when WiFi is on?
I was able to get around the automatic connection to my workplace's WiFi (they block sites and require a PC-generated pin to log in, thus I have no actual data if I forget to turn off WiFi) by checking that "Block Network Notification" box. I do have to connect to it at times which is the only reason I haven't forgotten the network.
But.. anytime I walk into a Starbucks, it'll connect to its WiFi network automatically. I went to AT&T Park this past weekend and it did the same thing (didn't realize until doing anything took forever). 4G/LTE is much faster than using these WiFi networks and I hate having to go in and turn off WiFi when I'm in public areas. I walk into range of these networks I don't know about and it automatically connects which is irritating.
Not sure about a built in setting to not connect to certain networks without forgetting them, but you could just put a WiFI toggle widget somewhere
I'm running the EQS from Android Revolution so I do have that option. Just hate when I forget to turn it back on when I get home.. lol

Well, you can always pull up the list of networks and long press each one. Then you can block it. Over time you will block all the places you generally go.

I figured I'd need to do that. Just wish it didn't automatically connect to WiFi networks I've never seen.

My TMO doesn't do that; it just alerts me that there are open networks available.

Anyone else having an issue with their Nexus 6 device where if it detects a poor WiFi network, it will disconnect from it but in this state, it does not connect to your carrier's 4G/LTE connection? I know this used to be a feature you can enable or disable (Settings-> WiFi -> Advanced -> Avoid poor connections) but looks like this option has been removed from Android lollipop and instead is just enabled by default with no way to control it.
I noticed this when I walked outside my house and didn't have any data connection. When I went to my WiFi network lists it said "Temporarily Avoiding due to poor connection". It did not automatically connect to my 4g/LTE network, I even stood there for a few minutes to see if it eventually would. The only way to enable data was to turn off WiFi. As soon as I did that, it established connection with my carrier.

Can be connected to wifi, but for some reason the phone thinks the wifi connection is bad/poor, and then it will use cellular data (there will be an ! in the wifi)
This is VERY VERY VERY VERY VERY bad for me because I use a LIMITED CELLULAR DATA plan - and this phone decides on its own to not use what is really usable wifi. I have only had the phone 2 days and it is doing it repeatedly - did it at a hotel (which required username/password) but then every single time I leave the hotel and return, it connects to the wifi, but uses cellular data. If I turn off cellular data [I use Power Toggles app to make it easy], the wifi suddenly becomes acceptable to lollipop and the exclamation mark disappears from the wifi icon and I have internet access (no sign in required as the network remembers my mac id/authorized me for at least 24 hours) - and then I can toggle cellular data back on and it will stay on wifi - UNTIL I leave and return again when it starts all over again.
Similarly, at my home where I have strong wifi - sometimes it just decides not to use it. So, when I look at my phone and see the wifi with ! I have to do the same thing - disable cell data to get it to use the wifi.
This is ridiculous!

Already was disabled. (That was the option I chose when I set the phone up).

My S21 Ultra is the T-mobile variant, in the US.
The Wi-Fi advanced setting for "Switch to mobile data" is nonfunctional, because it has no effect when turned on.
I'm hoping that others can verify this problem: When you are connected to a non-functional Wi-Fi signal (e.g., your phone displays an exclamation point (!) next to the Wi-Fi signal strength indicator), your phone should still be able to access the internet by switching to mobile data, when you have this advanced setting turned on.
However, with my phone, I *CANNOT* access the internet when I connect to a non-functional Wi-Fi signal, whether I turn on or turn off the "Switch to mobile data" advanced Wi-Fi setting.
I'm hoping others can confirm the same issue, so we can escalate as a bug that Samsung can fix. Or maybe somehow it's an issue specific to the T-mobile USA variants of the S21 Ultra?
Anyway, I'm guessing most people don't encounter this bug, because usually you are on a functional Wi-Fi signal. But in my situation, I *NEED* to be able to connect to a non-functional Wi-Fi signal, and access data through the mobile/cellular tower connection. The reason is because that's the only way I can update the firmware on my dashcam. My phone connects to the dashcam via Wi-Fi. That works, and the app can view the dashcam etc. But the app also needs a data connection to download a firmware update for the dashcam. But when I'm connected to the dashcam via Wi-Fi, the dashcam does not provide internet. So I'm stuck because the S21 Ultra *WON'T* access the internet when connected to the dashcam via Wi-Fi, because the "Switch to mobile data" setting does not work and is ignored, so the phone has no data connection whenever I connect to my dashcam.
I figure, if T-mobile doesn't allow this, then they should remove the setting as an option. Why include the setting if it's simply ignored and nonfunctional?
There are some added wifi settings in the developer mode like, wifi scan throttling and wifi safe mode, have you looked into these? I don't have any wifi problems on my S21U unlocked phone, not branded.
In my developer options, Wi-Fi safe mode is off, and Wi-Fi scan throttling is on.
But the issue is my phone refuses to connect to cellular data, even though I tell the phone to please connect to cellular data when the Wi-Fi is unreliable.
I'm not sure that the Wi-Fi specific options in developer mode would cause the phone to refuse to connect to cellular data.
Are you able to connect to an unreliable Wi-Fi, and test whether your phone can automatically receive info via cellular data *WHILE* you are still connected to the unreliable Wi-Fi? You can simulate an unreliable Wi-Fi if you have a modem connected to your Wi-Fi router, and turn off the modem but leave the Wi-Fi router powered on with no internet.
Also, can you check your developer setting for "Mobile data always active"? Is that on or off for you? I don't want to turn on that setting, because I want the phone to save battery and turn off mobile data when I'm connected to a reliable Wi-Fi. The notable setting for me is in advanced Wi-Fi, where the phone can "Switch to mobile data *ONLY* when the Wi-Fi is unreliable and doesn't provide data.
