Not really. Just grab a friend who is on another carrier and ask them after explaining what you are trying to do. That's what I would do.
There are imei check websites. Some can tell you if it's unlocked. Others can't.

You would need a foreign sim card (non Tmobile sim card) to unlock it.
Hi. The day I got the HTC One (from Bell) I went through the "unlock bootloader" and rooting process. Everything went fine and I've been using various ROMs and Kernels.
My question is: Is my phone "unlocked" as in able to be used with other carriers? I thought that's what unlocking the bootloader is.
I'm asking this because I got a SIM card for cheap roaming in the US, which I tried to test yesterday. When I booted the phone after putting in the Roam sim card, it prompted me to enter an 8 digit access (or pin) code. I had no idea what that was. And when I called support they said I would get that prompt if my phone wasn't unlocked.
So... is unlocking bootloader the same as unlocking from a specific carrier?
Yes, you can use all carrer if your phone isn't SIMLocked by the carrier.
So, seems that your sim is blocked, 8 digit for pin is the puk for unlock your sim.
How can I know 100% if my phone is unlocked? (other than inserting a SIM from another carriers). Is there something in settings that indicates unlocked?

I'm not sure what you mean. The phone was originally branded with Bell Canada. Then I unlocked the bootloader and rooted.

Unlocking the bootloader has nothing to do with unlocking the phone to use on other carriers. Your device is still SIM locked If you want to be able to use your phone with another carrier's SIM card, you will have to find a website that provides such service, like cellunlocker.netcellunlocker.net

Is there anyway to unlock a HTC One (M7) without have a non-network sim? Such as cmd line etc. I have my unlock code just not a sim, I'm using AIO and the sim works but would like to unlock the sim tray still. Any ideas?

Look, if there is no SIM, then it is already unlocked. Contact your network provider to help you in the process. A command line unlocks the bootloader, not the SIM

I had the same situation with a couple of phones, just go to the nearest phone store/dealer and ask to borrow a sim card, I have not been denied and I don't know any of the employees, and you don't even have to be their customer.
Or just use a friend's/colleague's/etc.

OP is asking how to sim-unlock a sim-locked phone if he doesn't have a different sim card other than the one provided by its carrier where the phone was purchased

He is not talking about unlocking bootloader but about sim-unlocking the phone.

Like suggested above, ask a friend to borrow his sim card, put it in your phone and you'll get prompted to enter your sim-unlock code. Or like said I'm sure you can ask any carrier to borrow a sim card in store, just make them believe you'll take a line with them if your able to sim-unlock your phone.

If you already have your unlock code thats a good thing. Now to use it, you must shut your phone down, insert a foreign sim card (from a different carrier than AT&T, borrow a friend's sim card if necessary), boot it up and you should get prompted to enter the sim unlock code. Once done your phone is sim-unlocked and will accept any carrier sim card. Your phone must be running the stock rom btw (or a stock-ish rom, will not work on Cyanogenmod for example but should work on ARHD).

Your phone needs to be bootloader unlocked first. If it is, root was available from day one. If it is still locked, then no. AT&T can unlock your phone through tech support. You probably need to be paid off first though.
So I read that sum unlock will bootloader unlock also. How is this done? Through a sim card?

Once sim unlocked, the option to enable bootloader unlocking in developer settings will become available iirc.
No idea whats up with using a new sim card to sim unlock, if that's actually true or if that guy is full of it. The other thread mentioned its a server setting that needs to be done on ATT's side.

Only AT&T can SIM unlock your AT&T phone. Once your phone is paid off in full, wait 24 hours and then call AT&T tech support or go into an AT&T store. They will SIM unlock the phone, and then the "toggle OEM unlock" option will be available for you to unlock the bootloader.

I always thought it was done via pin input. I know the pixel 4 is different. When I was on chat with at&t I made it clear I wanted to use the dual SIM function in the phone and that it needed to be sim unlocked in order to do so. Supposedly this new sim that's bei g sent to me will sim unlock... IDK.we will see I guess
