Hello Xda-Developers, im new in the Android world, since i've been an iPhone user since the original iPhone all the way to the iPhone 4 (then things got pretty boring with). I used to Jailbreak my iPhone to have a more flexible experience with it... about 8~9 months ago i bought my first Android, an HTC One (M7) and it worked like a charm and never wanted to look back to iPhone, UNTIL one day i made an OTA update to 4.4.2, i've been having troubles with the signal, it shows full bars, i have 3G signal, but it shows "No Service" and i can't make/receive calls/SMS, i've been searching for 2 weeks or so, on how to fix it and i even sent it to warranty, and had my Sim replaced... twice. The problem persists, reading further i found that many users have been having this issues (and others) since the Kit Kat Update... So i decided to go beyond the world of a normal user... i want to downgrade from 4.4.2 to 4.3 (by the way i'm a Mac user), before making this thread i've been looking other threads and forums to help me on how to do it This is my first post on XDA Developers. Trust me, i've been looking for answers everywhere, the most similar thread i found was this thread.
And at the end the guy went for a new device, so that thread didn't help me out that much.
What i was able to do (hey, at least its a start) is to Unlock the Bootloader via HTCdev.
i think i've read pretty much to know some terms already, also thanks to Lifehacker
So... as i said before, im a Mac user, unfortunately i don't find much answers on how to do stuff with my HTC One and my Mac.

UPDATE:
I just rooted it with TWRP and SuperSU
also the bootloader has a ***TAMPERED*** flag (if this is somehow harmful, how can i remove it?)

Tampered is not harmful, just ugly to see. It's a flag for service to know your phone is not unlocked out of the box. You can just flash a 4.3 ROM, no need to s-off

Yes, s-off is required to downgrade. Ruu is possible with a mac if you use a ruu.zip instead of a ruu.exe. S-OFF is more difficult to achieve on hboot 1.56, so maybe you'll have to use a custom rom if you can't s-off.
If you already unlocked bootloader and rooted your phone, I assume you can use adb and fastboot from your mac. If not then read this thread: http://forum.xda-developers.com/showthread.php?t=1917237
Then s-off the phone using rumrunner or firewater.

So, i can flash any 4.3 ROM (regardless of my phones software version [4.19.401.11] and/or my CID)?

You can flash anything you like. If you flash stock rooted 4.3 ROM you will get OTA but you can't upgrade just like that. You need to relock your bootloader, flash stock recovery and stock kernel. On the other hand, you have great choice of custom kitkat ROMs which work great, so you can flash one of them. ARHD 53 would be my recomendation

So far i managed to Unlock bootloader (with a Tampered Flag), S-OFF with firewater on hboot 1.56 and root it via TWRP and SuperSU.
I cant find a RUU for my CID HTC__405 though i have this stock ROM and it says it can restore to stock radios (which hopefully will solve my problems)... stock radios will be restored now that i have S-Off... right?
and a last question... once i am back in 4.3 will i be able to download further OTA updates (say... when 4.4.3 comes out)? if not, what should i do now?

I got stuck on the HTC Logo boot screen... i installed a 4.3 ROM via TWRP, im S-Off now and unlocked hboot 1.56 ... why am i stuck? i've been reading i need the correct kernels, but where do i find them and how do i install them?

Did you check your md5's??? I've had a multitude of my friends phones get stuck on boot screen.. Tell them to check md5 and it works.. One, as others have said, I would suggest flashing a couple Roms. See what you like, if you don't like any of them, then ruu back to stock. Also what twrp are you using? Did the ROM you installed request for a certain recovery to be used? I'm a Mac user so I understand lol. But what ROM??

i managed to solve it, i re installed this ROM which matches my CID (HTC__405), the ROM didnt ask me for any recovery to be used..... anyway.. so far i haven't had any luck fixing my first issue, which is that whenever i lose signal it wont reconnect, it will say "No Service" but still have 3G/4G working, i cant make/receive calls/SMSs.
Any idea on how to fix this issue?

Nope, before making this whole thread i sent it to warranty and they supposedly repaired it, i changed sim twice.
im going back further, trying 2.24.401.8 with android 4.2
Let's see if that works, or else i'll start trying custom ROMs... so far i've been using stocks.

Well, good luck. I just want to say - if you have the same problem with more than one ROM, no matter if it's stock or modified there is a hardware issue.
Supposedly is what bothers me the most in your case. Maybe your service doesn't care for their customers. It wouldn't be the first

Ok... i'm just trying with this last ROM... if it doesn't work... what are the steps to go back to full stock (Locked, S-ON, remove TAMPERED, unrooted)? so i can send it back to warranty

You're s-off correct? Ive seen people not needing to go back s-on for warranty purposes. But pretty much if you want to go back to stock, its just ruu, it does it all for you. Takes you back Locked with factory recovery and full just straight stock.

Ok, so i know where to find some RUUs but i know using a mac i have to use a .zip, right?
my question is... how do i use a RUU.zip? do i install it placing it in the internal storage then use TWRP?
So far i haven't lost signal.

Okay, well a ruu can be placed on the internal memory.....but...... the way that I've always seen it done, or a lot of times is

the RUU.zip could be named anything so you might have to rename the RUU or change the RUU.zip in terminal to what ever the foop you named it, although I wouldn't do the RUU with those instructions just yet.... Can someone else confirm it??

you might want to reset your phone using a ruu before to make sure your issue is really related to an hardware defect.
This ruu.zip will reset your phone to stock 1.28.401.7 (android 4.1.2) and hboot 1.44.
Then if you see the phone still have the issue, remove the tampered flag and set the bootloader back to ''LOCKED'' using this tool. Then s-on and send for warranty repair/replacement. This procedure must be done before you take any ota that will update your phone to hboot 1.55 or the tampered flag will come back and you'll have to s-off again and redo the entire procedure.

Make sure the ruu.zip is in the same folder where adb and fastboot are.

I've currently got Android Revolution HD 12.1 installed, however I need to return the phone to Vodafone UK Stock, due to returning the phone.
I found this link, which seems to give instructions on restoring the HTC ONE, however apart from downloading the OTA_M7_UL_JB_50_Vodafone_UK.......zip file from here, I'm really not sure which method to follow.
This is the information I have from the Software Information on my phone:
Android version: 4.2.2
Kernel version: 3.4.10-g445d072
Baseband version: 4A.14.3250.13_10.33.1150.01L
Build number: 2.24.401.1.CL211355
I would really appreciate some assistance

Here is a link to all RUU`s, zips and CWM/TWRP recovery rom`s http://forum.xda-developers.com/showthread.php?t=2207874. You`ll need S-Off however to downgrade the Hboot. If you`re not S-Off you cannot Flasha RUU with a older Hboot. Guess you`re on HBoot 1.54.000 now. If the bootloader is unlocked but you`re S-On you can flash a custom recovery and roms, you however cannot downgrade or flash a newer Hboot afaik. You can`t do anything with the OTA atm, not even flash a Vodafone CWM recovery i`am afraid.

No mate, you don`t have a Vodafone rom, you have a custom recovery and you would need to lock the bootloader. It is not possible atm, stick with the rom you`re on for now and do not lock bootloader. Wait for revone to modify the bootloader xploit to get S-Off.

I've just gone into Bootloader and it's showing Hboot as 1.44.0000 !!

Wow, you have quite the adventure in front of you my friend if you want to return your phone to a pure stock state. I'll outline the steps and you can do some work and find the guides to complete them. Assuming you're on hboot 1.44 you'll need to go ahead and s-off, you can then remove the tampered flag. After you're s-off you're then going to need to double check you're using a stock unmodified hboot (you should be) and flash the pertinent RUU based on your phone - there are plenty of guides on how to select this. You'll then need to s-on again, google the command "fastboot oem writesecureflag 3" to find some information on how to do that.
Basically you've got your work cut out mate, sorry I can't be more help but the process I've mentioned aren't as simple or as safe as unlocking the bootloader. You'll need to put some effort and most importantly care as any one of them can brick your phone. Once you're s-off you've opened up very sensitive partitions which if changed or written to wrongly can instantly brick your phone. As such I'd do a lot of research before you undertake any of these steps, this is just off the top of my head to give you some guidance so I'd also check them, you really can't be too careful when playing around with £500 worth of tech. Good luck!

I'm now S-Off, however what I can't get my head around is the RUU part. The Vodafone ROM that I require seems to be an OTA zip update, however I'm unsure on how to flash this as it doesn't seem to be RUU

You cannot do it with an OTA zip... you need a full RUU but unfortunately there doesn't seem to be one available for Vodafone UK.
This one seems to be the closest one for you.... it's stock HTC Europe. I don't think at this time that returning to stock Vodafone is a possibility.
If you're sending it back for repair or replacement you could take a chance on sending it as it is.

Thank you for replying.
I've run that RUU from the link you provided and it stated that it's updating from 1.29.161.11 to 1.28.401.7, however an Error [131] message appeared stating 'Customer ID Error'.
Any ideas?

Ok... you need to change that ID in the phone.
Reboot the phone to bootloader then fastboot and connect to pc then from your ADB directory on PC issue the command "fastboot oem writecid HTC__001" this will then give you the right ID for the RUU.
Note it's HTC__001.... 2 underscores !

This is my fisrt time writing in this forum, hope you guys can share some knowledge with me. Here is my issue:
I bought a HTC One to a guy a few weeks ago with barely no use. The thing is that I didn´t know at that time that the device was rooted with the MaximusHD. When I realized about it I reset my phone to factory settings and the new 4.3 3.22.1540.1 got installed. Thought it was ok but it is still doing some weird things so I decided to unroot the device to stock, also for warranty porpuses.
The problem comes when I try to download the RUU for my device due to I cannot find it. Should I do it through other method? Do I have to S-off to downgrade and install the RUU 1.29?
My phone is the following:

Baseband 4A.17.3250.14
Hboot 1.54.0000
OpenDSP v31.120.274.0617
It is the european unlocked/international version bought in Spain.

Your bootloader should already be unlocked, so simply get S-OFF using Rumrunner, then follow this guide.

Thanks for the reply. I've tried to s-off my htc but it hasnt worked. So I downloaded the recovery stock version and after installing it, the device told me that my phone doesnt appear to be rooted and if i wanted to install supersu, i declined and then made a recovery. Phone looks like unrooted, although within the bootloader it still shows "tampered" and "Unlocked". The recovery mode that the phone had installed has disappeared so I dont know what to do now, should I continue to s-off the device and then put it down to hboot 1.44 and follow the unroot guide???
I would like to make sure my device is unrooted in order to gain warranty privilages just in case i need to send out my phone to htc...

You don't really have a choice, unless you have the RUU for your phone. Can you post the results of "fastboot getvar all" so we can try to figure out what to do.

I've attached the results in a jpg file. The only thing that has changed is the baseband...it went up to 4A.20.3263.16

Just a quick note here, "version-main: <blank>" I never like that.
BTW, when posting "fastboot getvar all" it's preferably to remove IMEI and s/n; we don't need to see that.
You should probably get s-off as @attanasi0 suggested and then run a "HTC__304" downgrade RUU. (You can only downgrade if you're S-Off)

Im sorry about the pic, I'll edit my msg later. Im trying to s-off but it fails everytime. Dunno what to try now...
In regards to the "version main", I tried lots of times but it was blank all of them, dunno why. Some of you guys know what the reason could be?

When you boot to bootloader does it also show nothing in OS (7th line down or so)? Can you remember the last OTA you took?

Right, it shows just OS- but nothing else...when i bought it the guy had installed the MaximusHD 13 and I updated through OTA to the MaximusHD 20 but wasnt going smooth so I reset it to factory settings and It installed the JB 4.3 (3.22.1540.1).
Today after trying to s-off without success, I downloaded the recovery stock version for the rom I had and flashed it and the recovery mode that I had before disappeared and the baseband upgraded to 4A.20...instead of the 4A.17 that I had before that. Did the guy who sold me the htc messed it up? is there anything I can do to set my device to factory settings?

Well from the information available, you have
- hboot 1.54
- m7_ul
- PN0710000
- CID HTC__304
this would lead me to assume you have a 2.24.401.x based phone.
I would try to get one of the following Guru Reset ROM:
2.24.401.8 : http://www.htc1guru.com/dld/guru_reset_m7_2-24-401-8-zip/
2.24.401.1 : http://www.htc1guru.com/dld/guru_reset_m7_2-24-401-1-zip/
flash one of them in recovery, then follow the rumrunner steps to try to achieve S-Off.
If that is successful, then you can downgrade back to stock, using this RUU (exe): http://www.htc1guru.com/dld/ruu_m7_...1-27_10-31-1131-05_release_310878_signed-exe/
check your "fastboot getvar all" after that.
Once you've done all that you can use revone (or http://forum.xda-developers.com/showthread.php?t=2477792) to remove "TAMPERED"
and also revone (or http://forum.xda-developers.com/showthread.php?t=2475914) to get you're phone "LOCKED" if you so wish
Keep S-Off !!

Thanks for the help. I have downloaded the Rom you gave me the link for but I dunno how to flash it due to I lost access to the teamwin recovery mode and when I click recovery onto the bootloader it goes to a black screen with a caution simbol in red and I have to reboot it.
I have tried with the goomanager to flash that rom but it doesnt let me. Any advice in this regard? I can tell goomanager to find an open recovery script (openrecovery-twrp-2.6.1.0-m7.img), should i do this? Or Im gonna end up with a bricked phone?

"black screen with a caution simbol in red" that's stock recovery, you need to flash back a custom recovery. download (if you dont have one) from the xda threads, then enter bootloader (shut off phone, hold POWER + VOLDOWN) enter FASTBOOT, connect to PC and it should change to FASTBOOT USB
then
fastboot erase cache
fastboot flash recovery <name of recovery>.img
fastboot erase cache
fastboot reboot-bootloader
-> enter RECOVERY
then "install ZIP" in Aroma, deselect "stock recovery" so you don't need to flash it again.

No problem, TWRP you mentioned should work just fine. It's the same as installing a custom ROM. I havent used TWRP but it should say something like "install zip", then find the zip and flash away.
Hopefully, that will give you a chance to successfully run rumrunner; remember to read and follow the instructions to the letter!

Well I installed the custom recovery, then flashed the stock rom 2.24.401.8 as you told me. Once I did that I ran rumrunner successfully gainning S-off.
Now I have to run the RUU but the one you suggested me is the "RUU M7 UL JB 50 HTC Europe 1.28.401.7 Radio 4A.13.3231.27 10.31.1131.05 Release 310878" but my radio is 4A.17.3250.14_10.39.1150.04L. Should I try to install it anyways? I've taken a look at the rest of RUUs and none fits my features...
btw every time I flash the stock version at the end it tells me that my phone doesnt appear to be rooted and if i want to install supersu, i always say no and after that my recovery always goes to stock, i guess it is normal, isnt it?

Go ahead and flash it, it will downgrade everything (now possible thanks to S-Off), and you will then receive the latest OTA package(s) to get to the most current version including radio.

Done!!!!! Sweet!! it worked just fine! Tampered disappeared and bootloader only shows unlocked. I have to relock it, havent I? That wouldnt mess up with my carrier right? It is just for locking the bootloader, isnt it?

Hey! I have tried to lock it but after typing adb shell I get this "[email protected]:\ $" instead of the # that you are getting. I've tried to type "su" after that but it says that the command cannot be found. Also, when I type the code "echo -ne..." it says that I have permission denied so dunno what to do now...
Im asking in the lock/unlock threat but they just told me that its because im not rooted and that i have to install a recovery and install superuser in order to be able to introduce the code, dont really understand why I have to root it afer unrooted it :S

You should have LOCKED it before running the RUU, because that's what made you loose root.
So before proceeding, can you give me an update of your status:
bootloader: locked/relocked/unlocked?
tampered?
ROM?
"fastboot getvar all" (remove IMEI and s/n)

1- There's no such thing as a definitive answer, because nobody can say that you will get S-Off even with unlocked (HTCdev) bootloader
2- there's no such thing as "latest hboot", that's why version numbers exist... "latest" (as far as i'm aware of) at the time of this writing is hboot 1.57
anyway, to answer your question:
3- you can try http://firewater-soff.com/ using the temproot exploit, but if it doesn't work, then i guess the answer would be no;
there's also WeakSauce temproot, which may or may not work also.

Why so worried about HTCdev?
Anyway, you can give the temproot exploits a try; maybe you'll be one of the lucky ones and it/they work for you.... if not then you'll need to unlock using HTCdev

Well...the only thing that annoy me about HTCdev it's the fact that they'll know that you've unlocked the phone and can bother you if you'll send the phone to them in case of need of assistance...even if it had hardware faults...that's the only thing...

1- plenty of guides around to returning 100% to stock (including mine )
2- just because you used HTCdev, can they actually prove you used the unlock code? maybe you requested one, and then got scared and didn't use it after all... how can they prove you unlocked your device just because you asked for a code?

with S-On, you can only set it back to RELOCKED not LOCKED, so you still need S-Off for that, the problem isn't HTCdev, the problem is whether S-Off is going to work or not, very likely yes, but there have been a lot of "unable to get S-Off" threads recently.

But in order to gain S-OFF you still have to unlock the phone via HTCdev and then try the trick...if I'm not wrong at least...

Wow! So before the real unlock bis via HTCdev I can try this temp root and see if this work to gain the S-OFF prior to act with HTCdev usual method...
Seems really good...hope it will work...
When I'll receive the phone I'll try these steps as you suggested: first try with temp root method...if this didn't work I'll have to go with HTCdev and after that try one of those methods to gain S-OFF...hoping that them will work...

same difference
fastboot getvar all won't harm your phone, but you could keep it as a record.
and you are right bootloader will give you 1 piece of information that the getvar won't ... the date of hboot (only significant if it's hboot 1.44)
oh and the big One, is the M8, the M7 is a bit smaller

So I can go into fastboot like very other phone an see the hboot version if it's good for s-off or I can use the getvar all command in equal...

I still can try the S-OFF procedure with these parameters???

It's highly unlikely the temproot exploits will work (so you'll have to unlock using HTCdev), but:
to be perfectly honest, I think you're jumping the gun a little with S-Off. I think you should do some more research into the M7, because the information you provided sounds like you're quite new this phone.
I can more or less guess, what ROM and firmware you have, but maybe you should first understand the differences between ROM, firmware, radio, kernel, etc.
and where you get that information and using which tools.
Also take a look at Do we really need S-OFF?
I'm not trying to be say you shouldn't get S-Off, but all in good time, once you are familiar with it and what it allows you to do.

Honestly yes, I've already had the One in last year's July, but never unlocked it...only stock since I've sold it...so I've never get deep into modifications, rom, tools etcetera...

If HTC don't let the HARDWARE warranty die or make it complicated with unlocking the phone, I'd probably unlocked the phone in 0 time since unboxing the phone, via HTCdev...but the fact that the warranty will be a trivia (even with hardware faults...) with the "tampered" and "relocked" question...well...I'm really afraid to let "the rom game" begin like I've done with almost all the phones that I've had...in fact now I know ADB, Fastboot, push commands via Terminal (MacOs) like the palm of my hand... :laugh:

fair enough, but what I meant before:
1- ROM is usually found in Settings->About
2- firmware is what you get from a fastboot getvar all
3- Android version is irrelevant as we're more interested in the base
4- radio doesn't matter, cause you can flash any radio you want (even with S-On) on the M7
you can go ahead and try the temproot exploits, but I doubt that they will work on a 4.xx ROM.... so you will have no choice but to use HTCdev to unlock... and again, how can they prove you actually used the code, not just asked for one, and then got scared
and even if you don't get S-Off, you can still install a custom recovery (TWRP 2.6.3.3+ preferred at the moment), and install a custom ROM.

Yes, got it...and I've checked but I've noticed that 4.4.2 isn't supported for the temproot, only 4.3...sadly...

Yes, with S-ON pratically I can do everything, I've done that before on my old HTC ONE S some months ago, I remember it...but...HTC can recognize the unlocking because I'll have the "TAMPERED" and "RELOCKED" signatures in fastboot...so they can prove that I've used the token...while with S-OFF you can restore these signatures back to "stock" totally...like you've never used that token...
This is the only hassle...

Basically I need to send my device into HTC for repair. It is S-OFF and I have a stock HTC European _001 rom on it. I really really need to restore to the UK O2_001 stock rom and get back to S-ON to avoid any possible issues with the warranty.
The problem is I can't find any O2 UK zips or nandroid backups to flash. For some reason the RUU files do not work for me, and I really don't have the time to be troubleshooting this.
I would really appreciate it if someone could upload a nandroid backup that I can use very soon? Otherwise I'll need to stick with the unbranded HTC Europe rom and risk them knowing I've unlocked the device.

Unfortunately I can't seem to downgrade the bootloader. I'm on 1.61.
Not entirely sure what to do now.. Will it be possible to achieve S-ON again and lock the bootloader without downgrading the hboot?
I don't really have time to spend ages on this, as the phone will be getting collected on Friday and I'm busy with work. I also don't really have time to troubleshoot the 100000 reasons why RUU.exe files aren't working for me and why I can't downgrade the bootloader. May just have to send it in unlocked and hope for the best.

okay cool, i only asked because sunshine will work again (without needing to pay again), in case that infamous "tamper detected - rebooting" happens (shouldnt in your case but just in case it does)

okay, should be easy enough:
1) download Guru_Bootloader_Reset_1.0.zip and put it on your virtual storage
2) download 4.19.401.9-TWRP2633_combined_nowipe.zip
if need be change cid to a compatible one:

4) go back to bootloader, and check it says LOCKED, and no more TAMPERED
5) download RUU_4.20.206.16.EXE
and run it
(if it "exits" for some unknown reason, make sure you have this installed vcredist)
6) reboot the phone to make sure it boots up fine, do not take OTA updates
7) if you really insist, go s-on

8) reboot three times (do not take any OTAs, especially above 6.xx), and make sure no TAMPERED is triggered

The Visual C++ file you suggested did the trick too, even after I installed several other (wrong ones) yesterday. Really happy this is finally sorted
Just a quick question. I haven't gone back to S-ON yet. I think it may not be neccessary for the warranty, but maybe I shouldn't risk it as I can always just gain S-OFF again via Sunshine once I get the phone back (unless they inexplicably change the motherboard). I'm wondering if there is a high risk of bricking my device if I run that S-ON command?

there's no risk in bricking using that "fastboot oem writesecureflag 3" command to set s-on; the RUU would have set everything back to stock; if in the unlikely event the "TAMPERED" comes back, you'll need to s-off again, and use my guide with the 1.xx RUU + nandroid method
as for sending it in S-OFF, it's really country/carrier/service centre/person specific.... from what i've seen UK is one of the most tolerant countries (some people have even sent the phone in with tamperd and running a custom rom, and still got the camera fixed)
but it's your call, i cant really say for sure how they would react.

GPE devices must be unlocked using "fastboot oem unlock" not using htcdev.com
Your bootloader version (1.44) doesn't match your firmware version btw
But tell me, I see in your post history that you have bricked 6 different phones in 5 months... How is that possible ?

So first you need to make sure your firmware is up to date (which it sounds like it is), and then you also need to download and run the RUU.

The actual Hboot installed on OP's phone is a Hboot from a Sense based firmware (not a GPE hboot) like nkk71 noted. GPE hboot are black colored. The current firmware version installed (5.11.1700.3) include the 1.54 GPE (black) hboot (he is on 1.44). So its a Sense hboot on a GPE phone + not the right version number for the firmware installed, so its confirm what nkk71 said, that phone was previously s-off, someone flashed the wrong hboot and turned it back s-on.
That being said, you can only, on a "normal" GPE phone, unlock the bootloader using the "fastboot oem unlock" command as opposed to Sense firmware which must be unlocked using htcdev's unlock code. There is also a well known bug with newer GPE firmware (hboot 1.54+) making the bootloader not unlockable.
So in theory, since the phone is running a Sense Hboot, he should be able to unlock using htcdev's unlock code which doesn't seem to work. "fastboot oem unlock" method for GPE variant doesn't work neither.
In his situation, he probably can't unlock his phone because of the wrong hboot installed vs his current firmware version or since the phone was s-off at some point, he might have a custom hboot...
The HTCdev site notes that phones with an asterisk (*) next to them in the list must run an RUU before unlocking because the bootloader on the device did not originally ship with unlocking capabilities.

And this is not applicable to the M7, all shipped M7 bootloader were unlockable and currently, the only M7 version that can't be unlocked is Verizon due to carrier demand.
So first you need to make sure your firmware is up to date (which it sounds like it is), and then you also need to download and run the RUU.

Updating the firmware or flashing a RUU will not solve his problem with the not unlockable bootloader. He will definitively need s-off again.[...deleted...] I would try to flash the ruu and achieve s-off with sunshine.

With hboot 1.44 it's possible to unlock and S-Off with revone.
@op could you get an adb connection to your phone? Recovery for example.

Just realized he can't do what I suggested above (I would try to s-off before trying a RUU ), the phone is bricked. Your phone must be able to boot in the OS to achieve S-OFF. So he will need to flash the RUU so the phone can boot and then if he still want to unlock his bootloader, he will need to use Sunshine S-OFF (hboot will not be 1.44 anymore after the ruu).

5.11.1700.3 ruu. Check in the general section there is a ruu sticky thread. At post 1 you'll find instructions how to flash the ruu and also the 5.11.1700.3 ruu
