You need to have a rooted ROM with CWM installed, and then install a 4.3 ROM that is rooted. If you don't want to do that you need to unluck your bootloader.
There are a number of threads dealing with the process, the best one probably from Matt.

you have unlocked your bootloader? The why do you need to root? Just flash a custom or stock based kernel.
PS, Can I ask why you unlocked your bootloader in the first place?

I unlocked it because I thought I had to before root it lol (I'm a sort of noobie, ehmm...)

is there a option to install 4.2.2 without root or s off
on xperia i use flashtool and samsung i use odin is there a similar way with HTC?
how can i install 4.2.2?

answer is no.
Only other way is unlocking bootloader via htc dev and install some 4.2.2 based rom (not including firmware/radio)

you do not need to unlock your bootloader for this.
Just root, install recovery, flash a deodexed rom and flash the MOD.
Find instructions on how to do this in the second post of the first thread in the Q&A section

Are you rooted?
If not then root your phone. If you are, then ask in that thread, because you are not installing it properly, it works fine for others.

wich is for the xperia Z. Does anyone know if this is gonna work on our z1 with 4.4.4 too? If not, is there any other way to get cwm on a locked bootloader. Thanks in advance
