Google translator isn't working properly for me today so forgive me. It appears that the link you posted is for null 23 rom. If so then please check out this thread and see if it's what you desire.

Thanks a lot my brother for uploading arabic langguage support fof htc. It is really benefited me since I cant directly download them from htc website. Eachtime the message "Sorry, this software download is not suitable for your device" appeared when trying to download.
Now with ur kind help, my htc tytn has an arabic support already. But unfortunately, few of cab files mostly dictionary doesnt work. Others are 1_FJE_W6.0.cab and 7_SmartDialer.cab also were unsuccesful download.
What's wrong actually? could you please give an assistence further. thanks bro.

I don't know about 3.0, but the dl link for 3.1 in this thread works.

or google for the rom/rom name and expand the search from there. This is a very specific search so google should be able to locate an accurate source
